Have a few minor suggestions
Instead of just Akane could we train the entire team on how use the sky sliders with skywalkers?
Second could we suggest to Asuma that with this new tech we can do raids deep into enemy territory. Say to the location of the Kraken scroll. Then add something how it's important to not just win this war but the next one by gaining more resources.

@faflec et al, I believe it was recently suggested that Noburi is doing chakra transfers in order to allow jōnin to train more, but there aren't enough useful keywords in that for me to find that in QM chat. Is it in the thread or Discord somewhere?

The FOOM OPSEC bunker is your first major construction project (not counting the compound renovations, which should technically be fed to the grue because they involved impossible chakra costs, but we are being merciful). There are a lot of logistical and other issues to solve, more than the QMs have spoons to enumerate, and far more than pangolin engineers (who only know construction) can solve for you. If Hazō wishes for this thing to be made, he/you will need to give detailed instructions, including sources of chakra and materials, ways to maintain OPSEC, which involved parties need to be where when, etc.
Also, since the question of chakra usage has been promoted to our attention: The Gōketsu are spending an implausible amount of chakra on SC training etc. If you want to say "We are buying the chakra from the community at large without regard to keeping secret how much we are buying", that's fine. If you care about maintaining OPSEC then you need to specify where the chakra is coming from.

I would like to note that reason we're thinking of sacrificing Akane's FOOM is because she's on the missions, and need upgrades to survive. Upgrading Deceit doesn't help with surviving and stops FOOM cold. Akane is probably the person with highest risk of the death in the entire clan.

Reposting, since I've made signifcant changes to the primary section in order to address the issues raised by the QMs that would make the project technically impossible. Edits are still ongoing but a solid draft will be done tonight.Hmmm......For now, we are almost exclusively doing resolve training which does not require much space or equipment, so we can pretty much train anywhere. Training in the Seventh Path if possible and the the Forest of Death if not is risky, but it's our best option for the moment. Still, we really need to get a secure place to train secretly. That's going to be harder than we initially thought, but I think that we can still make an underground training base if we are smart and careful about it.
The key is to disguise the usage and construction of the training facility by building an additonal underground facility that, if discovered, won't be a big deal or be reason to further investigate. Lets say someone (perhaps the Hyūga, the Hagoromo, the KEI, or the Tower) invesitgates our suspicious activites and, instead of finding a flag-raising training facility, finds out that we built a small underground facility that we regularly use for highOPSEC meetings and maybe storing important papers. There would be no reason to search further. Every clan has secret highOPSEC meeting rooms with overkill security, so it makes perfect sense that the Gōketsu would build one as well and would go to extreme lengths to hide it. On our end, we would suffer a loss of secrecy on the room itself, but none of our important secrets would be discovered unless they find a way to actually breach the defences of the room, which would be just as hard as it is on the surface.
As a bonus, actually having such a facility would be a great boon to the Gōketsu. As it is now, the clan has to spend about five hours traveling round trip whenever we need to have a high-OPSEC meeting. This is fine occasionally but isn't something we can do all the time. Having an easily accessible high-OPSEC area means that we can have our regular clan meetings secured without massively disrupting our schedules. Building this underground base will have a massive security boost to everything that requires OPSEC, including other clan secrets such as Project Necromancy and Sage Mode. FOOM isn't our only secret that would cause a catastrophy if leaked.
Ok then, on to the actual specifics.
FOOM OPSEC: Need to Know Basis
- Disguising Construction
- Obtain required materials by slightly modifying purchases for existing Gōketsu projects/buisnesses. Quietly stockpile excess and fudge paperwork to not leave a trail.
- Keep all material hidden in storage scrolls during stockpiling and transportation
- Have Akane handle construction using shadow clones
- temporarily divert FOOM training towards learning required skills, if nessesary
- hire Pangolin to teach basics of underground construction
- (raise her deceit from 8 to 20 ASAP)
Under the pretense of avoiding a collapse while clearing chakra predators from our iron mine, hire experts to teach us about the causes of and preventative measures for mining cave-ins. - Hazō implements and maintains Kagome security measures on lower section of base (but have Kagome make the seals)

FOOM OPSEC: Need to Know Bases
Using Pangolin construction workers and covertly obtained materials, secretly excavate two nested underground chambers. Once the chambers and their entrances are dug out and stabilized, Akane and her shadow clones will furnish/set-up their interiors. The first chamber is for a hyperOPSEC meeting room/storage site (useful in its own right but also a great cover for the construction and usage of the second chamber). The second chamber is for a mass shadow clone training facility. See specifics below.
- HyperOPSEC Facility (our secret basement)
- Located below maximum Byakugan range (learn from Shikamaru)
- Entrance (and emergency exit) is discuised and located in secure/restricted areas of Gōketsu compound where clan members can regularly enter without suspicion.
- Facility itself is small: a meeting room and small filing/storage area (design to Kei and Kagome's specifications)
- Kagome and Kei are in charge of security. Make as physicially impenetrable and as impossible to spy on as conceivably possible, including having AB seals permanently active.
- Training Facility (the secret basement of our secret basement)
- Accessible only from a disguised entrance/tunnel in HyperOPSEC Facility
- Much larger than above facility (exact design to FOOMers' specifications)
- With Kei's assistance, Hazō implements and maintains security measures
- Disguising Construction
- Paneru and Kei's Pangolin construction workers will perform the necessary excavations. Check and modify exterior design with them to ensure there is no danger of collapse or suffication.
- They will not be aware of the purpose of either underground chamber. Once the tunnels and cavities are excavated and stabilized, their involvement will be finished.
- For secrecy, summon only on-site
- Any materials required for this stage of constructions will be purchased from Pangolins and ferried directly to site from Seventh Path by Kei.
- Interior design and construction will be handled by Akane
- Shadow Clones = Free Labor
- Temporarily divert FOOM training towards learning required skills, if nessesary.
- Quietly obtain materials.
- Build above-ground training facility for all estate ninja. Purchase lots of excess training equipment and materials, some of which will quietly disappear from storage and end up in the underground training facility.

On shadow clone chakra opsec: honestly it's simple. Have Mari craft a few rumors that the Gōketsu have a technique that directly translates chakra into strength (any keyword could go here, as long as people would gladly dump money/chakra into a technique that provides it), handed down from Jiraiya. It's just horribly inefficient so would be practically useless for anyone who isn't both rich and has access to a wakahisa.

Yes which is why my training plan also has her upgrading her combat skills as well. We are sacrificing 3 points of alertness for 11 points of deceit. FOOM OPSEC is a thing that is repeatedly being shown that is important. This is a minimal investment that will provide long term protection
This is the same thing we failed with Orochimaru. This is likely to become a problem if we don't invest in prep work
