SC Training: Akane did 3 missions -- it's about a day's travel to the border on the Lightning side, and about a day and a half to the border on the Earth side. With 2 days average for Lightning side missions and 3 days average for Rock side missions, I'll say she was on mission for about 8 days, so 6 days of training opportunity out of 14, with XP spread evenly through the split. I'll also assume that Kei got 10 days of training opportunity, only taking part in the one Zoo Rush which involved two days travel time. Please correct me if these training opportunity guesses are wrong. Base 31, 1.0x and 1.4x:
Akane: (31 * 6/14 * 1.0) = +13.2 XP
Kei: (31 * 10/14 * 1.4) = +31.0 XP
Kei's build is pretty well optimized right now, there's not much that would improve her survivability. The main thing that I think would do so is leveling Vacuum Step, which helps get her out of a pinch -- doing so to level 20 would cost 77.5 XP, and is relatively inexpensive. Other than that though, there's really not much for her build to improve on, so I think Resolve training is a pretty safe option, especially given that she's a Summoner and unlikely to be risked on super dangerous missions with the new prominence of the Zoo Rush tactic.

Question: Why not Mist instead of Sand? Answer: Our access to Mist is currently blocked by Cloud holding the coast, making a journey there substantially more dangerous. There's also the fact that Asuma has Sand by the balls with the power desparity and ability to cut off their food supply. Mist isn't a bad place to go (I actually have something about what we should do there in the "For a Later Date" spoiler), but it should wait until it's a safer place to journey. Sand isn't the only place we should go, but it is the first place we should go.
Personally am not all convinced about the danger. Everyone is risking their lives in this war. Plus we can just cut through tea and then head to mist which should be safe
Noburi's build is in a similar spot without clear opportunities for improvement (except Alertness, which is somehow still at 30!) -- but it seems likely that more chakra will be needed both in his capacity as a Summoner and for Sage Mode. So:

Since there is an arbitrarily high number of skills at level 0 and our charecters can invest in a Cooking skill, can Akane invest FOOM XP into a hypothetical Craftmanship (Construction) skill so we can have a team of Akane shadow clones build the underground meeting room and training facility?
You can certainly invest in such a skill. Whether she can quickly get it to high enough levels to safely build a make underground bunker is a separate question.

He's having you do the training in part because Hazō can't do much of anything else right now and Kagome has no other major contribution he can make, since research on war-winning seals tends to be slow and unreliable.
Are Chunin usually paired only in two person teams? I thought the 'standard' was three person teams, three person + jonin if the three are genin. That may be canon poking its head into this, but three genin + jonin seems standard in story
It varies by mission. 3+1 squads are for training up genin / letting genin be useful while also relatively safe, not specifically for accomplishing missions. Also, it's far more frequent for training squad leaders to be chūnin then jōnin, simply due to the numbers of each.
The purpose of the plan is not to go on a date with Snowflake, it is to bring to Hazou's awareness that Snowflake is interested at all. Then, knowing this, he can discuss with his partners the most respectful course of action that leaves everyone happy, up to and including possibly not dating her but not being an oblivious dumbass about it too

Regardless, using jutsu while flying is like driving with your knee while you use both hands to light a cigarette -- you can do it, but you shouldn't and you definitely shouldn't do it often or when you're under stress.
Their performance characteristics (speed, stability, etc) vary somewhat from day to day depending on how grumpy the sky spirits are feeling. [NB: This actually means atmospheric conditions such as temperature, pressure, humidity, wind, etc.]
They handle bad weather poorly. If it starts to rain or a major windstorm comes up, you want to get on the ground quickly or else the sky spirits are likely to become offended.
They turn like a barge and if you try to turn too fast you will definitely offend the sky spirits.

I feel like everything you mentioned could be worked around one way or another, but you mentioned the task being physically impossible so checking seems prudent.
