Perhaps it gives disadvantage to those who mold chakra (besides boost) while stealthing within its range? Something like "This Seal Creates a taggable Aspect called 'Russian National Anthem' that the user can tag against a stealthing enemy when stealth checks are rolled?"

IIRC it was fine-tuned to give different vibrations based on common uses of chakra (tree-walking, water-walking, chakra boost...) but it also has the default vibration for "everything else". I expect that it's actually useful for more than just detecting Melee-range chakra use, since it was advertised (to the Hokage, no less) to be useful against ambush, suggesting it could activate from distances farther than Melee range.

Edit: I like RandomOTP's suggestion about the Aspect tag, but given that it's an indiscriminate sensor, it could also distract whoever's using it if something else used chakra at the wrong time. So it could also create an Aspect on the user (False Alarm!) that an enemy could tag as well.

Our dispel SOP has Hazou dispelling periodically. But could a genjutsu user get around that by making the target believe a timeskip has occured? Ex: from every time the chapter switched scenes or timeskipped. Then the victim would think they already dispelled since they believe a timeskip occured. And before enough time has passed for the next dispel the genjutsu timeskips again

Its a little too close to voting's close for me to be comfortable making content changes like that (in part because there's not much time to optimize such changes according to sanity-checks and word count, and also because there won't be time for everyone who has already voted for the plan as-it-currently-exists to chime in with their opinions/suggestions on the alteration).

Canso has determined that the Bears currently have a summoner named Hagino Mareo. He's in his 80s and he hasn't summoned anyone to the Human Path in decades as far as Canso can determine. Mareo comes to the Seventh Path to get drunk and hang out, but his only surviving contracts are with a particular sleuth at the north end of Bear County and he doesn't travel much so most of the citizens of Bear don't even know that he exists. He was originally from the Land of Honey but he went missing 50+ years ago.

Canso was very surprised to hear all this since when she originally spoke to the Bear Lord and asked if he would like a summoner, Kumafuwafuwa said 'Yeah, that would be cool. I'll check on where it [the Scroll] last was and get back to you', implying that there wasn't a summoner at the moment and the Scroll was lost. Turns out that he was covering for Mareo but he did in fact mention the conversation to the old man, who responded "Hah! Go tell the little pipsqueak that the Scroll is mine and I'm not giving it up! Be sure to be plenty rude about it too -- it's not like they could find me way out here!"

Kumafuwafuwa relayed this message but was not in fact rude about it.

Aside from Tsunade mentioning to not be interesting to Oro. Did Hazou ever receive any of [the information about Orochimaru that he told the family to gather back in ch298]? Especially considering Hazou angering Naruto into leaving, and the Collapse happened shortly afterwards. If not, would a Fate Point in the action plan be enough for Hazou to have reminded Team Uplift to do it and receive the info?
People did in fact ask around but the information was mostly useless. Tsunade wasn't willing to talk. Kabuto yammered on about how brilliant 'Sensei' is and how far he has advanced the state of medical knowledge and how his great thirst for knowledge renders him an aspirational figure and blah blah blah, but nothing actionable. Anko studied with him briefly before he went missing and reports that he's a complete freak -- brilliant, but lacking in all the normal passions that make people predictable. Spends all his time on his research instead of normal things like sex, friends, or drinking. Often rude but less because he's trying to be and more because he's impatient and has a staggering degree of social blindness.


Can we assume that Gaku and Keiko are diligently managing our finances and that we don't need to personally involve ourselves in efficiently extricating the clan from the high-interest loans we took?

Since we keep giving out scrolls like candy, should we go ahead and start summoner training early for a few Jonins (or at least start Kagome on it)? If training can't start until you actually get the scroll, then nvm.
Summoner training can start whenever, no scroll needed. You do need a teacher, who is typically another summoner. Asuma was appalled when he heard that Kei had been taught by a non-summoner who was simply repeating book learning.

The problem with summoner training is that it's a full-time job for three months and it needs to be one-on-one (or possibly very small groups). It's not practical to be running missions or spending lots of time working on combat jutsu while you're doing it, much less being deployed to the front in a world war. As a result, people typically don't do summoner training unless they actually have a Scroll in hand.

Given how few Scrolls exist, the training is very unlikely to be of use to any particular individual, making it even less appealing.


I'd definitely approve with having Kagome learn Summoning right now, though! ^.^
Note that Kagome started the training and then stopped because (a) you dumped a bunch of research on him that seemed higher priority and (b) Asuma was busy and there didn't seem to be a pressing need so he was fine to take a break. This false start will cut a few days off the normal 12-15 week training time.

Are you proposing bringing other clans in on the vivisection idea, or just telling them Orochimaru is trying to murder Hazou and Kei and something should probably be done to prevent him from wantonly murdering Clan Heads and create [policy idea] or somesuch? Delicate line to walk, as creating too much political inconvenience could drive Oro to leave. Of course, that could be a bluff (all his stuff is here, after all)
I am saying that I do not believe Asuma has actually given it the good 'ol college try on this one, that I believe he probably can solve this immediate instance of the Orochimaru Issue somehow, even if it requires some tricky shit —hey, lets ambush our asshole cousin and give him to Oro instead!— and some out of the box thinking, which I think a ninja who was raised by the Professor that survived to the rank of Jounin would probably possess.

I am proposing that we give him more of a reason to at some point— maybe even after the war is done, maybe not— sit down, and actually try to solve the Orochimaru problem.

Jutsu suggestions:
I was shifting things around a bit so hopefully I got all the attributions correct. Apologies if not.

Here are some jutsu that Hazō is aware exists. They'll be added to the Player-Known Jutsu list and we'll create actual mechanics if someone wants to actually learn them:

Water: Ice Sculpture Jutsu
Will make selective parts of a block of ice melt in order to form an ice sculpture. Precision is based on the level of the jutsu and the amount of time spent on it. Resulting ice is ordinary in every way and must be structurally sound if it is to stay intact. Ice can only be melted from the outside-in, as internal pockets cannot drain melted water. Design attempted is limited only by the user's imagination.

Water: Drying Jutsu
Safely evaporates all water clinging to or seeped into solid materials in this zone. Does not affect significant concentrations of water (like a full glass or a particularly deep puddle) or the insides of objects.
Check. Note that Noburi has a cantrip that does this. It's not the only redundant jutsu out there -- plenty of inventors reinvent the wheel, or simply have parallel creation.


Wind: Repetition Jutsu
Initial phase lasts concentration, up to a minute. Any sound heard in that zone in the initial phase will be repeatedly recreated afterwards until the jutsu fades in a couple hours.

Water Element: Ideal Hydration
Casting Time: 1 minute
Requires "Apprentice Waterbender"
Hydrates or Dehydrates the target to the designers idea of "Perfectly Hydrated"
Safe on humans. Mostly used on those who frequently drink large quantities of Wakahisa water in a short period of time.
Not safe to use on animals or chakra beasts.

[QM note: This also eliminates urine from the body.]

Water Element: Island of Stability
Casting Time: 1 minute.
Requires a supplemental action to maintain each round.
Solidifies the water around and below the caster within a radius of [level] feet, allowing them and anybody near them to water walk without spending additional chakra. In addition, it creates a barrier against attacks from the depths below.

Air Element: Iron Lung Jutsu
Casting time [Level seconds] as the user inhales inhumanly deeply.
Allows the user to hold their breath for [Level] minutes.
Check on all of these.


The following jutsu suggestions were downchecked for various reasons. Watsonian, Hazō has never heard of them. Doylist, they likely don't exist.

Water: Water Skating Jutsu
A water construct forms into a thin blade (not sharp) along the user's feet from toe to heel. It can support the user and does not sink in water, and with ice skating movements allows for the user to move more quickly across water than chakra adhesion. Lasts hours. Doubles movement speed across water.

Lightning: Magnetic Attraction
The user points at an object made of metal and creates a strong magnetic pull towards the user. The pull is enough to accelerate the object towards the user relatively quickly in a straight line. The jutsu fails if the object is held, otherwise restrained, or has obstructed line of sight.

Water: Cloud Siphon
User pulls a nearby cloud down to the earth and condenses it into a stream of water pouring out of the sky. Takes a long time, 30m-1h, and requires an applicable cloud to work with, but clouds have a lot of water so it gets you pretty much as much as you could need.

Earth: Evidence Remover
An object placed on the ground in front of the user is swallowed up and sent very far down underground without a trace. Nobody is sure quite how far, but nobody's ever recovered something disposed of with this jutsu.


Water Element: Bubble-head Jutsu
Can be cast reflexively.
Requires "Apprentice Waterbender"
Produces a bubble around the head of the user, giving them a continuous supply of air for [Effect] minutes.


Water Element: Rain Dance
Casting Time: 10 minutes
You take control of the weather within a radius of [Effect]*.5 miles, causing moderate rainfall within range.
Can be cast without a source of water, but at [Effect-3]

The following are submitted for comment and review; we aren't downchecking them, we just have a comment:

  • Cicadas Musings:
    • This wind jutsu vibrates the air in the immediate area, causing a harmonic humming sound at medium volume within its range --an omni directional/present humming at casual speaking volume. Most commonly employed as an additional security measure when discussing things of sensitive nature behind closed doors. With the application of additional chakra, this technique can be expanded to larger areas, though the greater area one wishes to cover (beyond the base range), the cost of chakra increases exponentially. While this technique is recommended for indoor use, if needs must, it can be made to work outside --be warned, though, a breeze of moderate strength will disrupt this technique and cause a painful sensation-backlash to the caster. As a direct result of your chakra manually vibrating the surrounding air, the user gains a minor increase of awareness/perception of the area within the range of the jutsu. However, as a result of this unnatural sense, when the technique is forcibly dispelled --either by nature or by enemy action --the user is painfully stunned by the sudden and unexpected loss of a bodily sense.
We would sign off on this one if it got rid of the pseudo-echolocation function. It is unrelated to the technique's primary purpose and implies giving the user the ability to sense chakra, which is an extremely powerful (and therefore presumably rare) effect.

  • Cat's Sight:
    • Due to the wild, forested nature of Leaf's ecology, nighttime can be particularly dark. So Cat's Vision was created to help ease that burden. This technique gathers what little sources of light are available at night in Leaf (reduced moonlight/starlight, reflections, luminescence, etc). Furthermore, due to the incidental interactions of chakra within the user's eyes, the natural human perception of movement is enhanced. This trait, combined with the increased eyesight, makes this technique extremely valuable for ninja on multi-day missions in the wild. WARNING: the human eye is a complex and fragile organ, this technique is not wholly safe to use. Disruption of this technique is painful, and repeated use will inevitably lead to at least some degree of sight-loss.
None of the QMs saw a reason to downcheck this but it could stand some review. The comments were:

"I see no reason to specifically downcheck this but it's fiddly and likely not to be used that much."

"'extremely valuable on multi-day missions' and 'sight loss from repeated use' seem at odds with each other."
 
As it's clear that this plan is winning, I think it's worth giving feedback on it, even if I don't fully agree with it.

Overarching suggestion: Since this is all one talky scene, it's plausible EJ gets through it all. A little addendum of "After meeting, carry out refined plans." might be good to get the stuff done (since otherwise we'd potentially be leaving a lot of scenes for Vel to carve through on Thursday).

There's a clearer message here: If Orochimaru can attack Hazou and Kei, powerful and well-connected people (especially when there are Mori and Kurosawa in Mist that could be kidnapped!), he clearly will not stop when it comes to you. TBH if we weren't so pressed for solutions to not get killed by Oro, we cuold have done this before going to Asuma...

This is tough. On the one hand, Ami will probably want to formalize this into a program and contract for Orochimaru to abide to, to make it clear to him that there's a game he has to play if he wants his prizes, and that breaking the rules will be clear and obvious -- and will invite retaliation. On the other hand, doing so makes it clear to Mist that their bloodlines are being researched by Orochimaru. I guess... they'll just have to suck it up? Orochimaru was equally capable of kidnapping Mori and Kurosawa as a missing-nin, so this is not a dramatic change of status quo.

I... actually like the idea of pitching it to Ami as a game/contract thing like FGP. She'd probably have a better idea of how to balance the scales. Maybe framing it as collecting bloodline data for the clans explicitly could give them an incentive to participate? A carrot to the stick of breaking the rules being obvious defection.

Also, might be worth noting that there are OPSEC concerns? Don't want Ami finding out about Summon Army tactics from Hazou's leaky trap.

Given that Tsunade is all about saving lives, I can't help but feel paranoid that she'll be offended by us trying to bribe her to save ours. Honestly, Hazou's good at heartfelt pleas. Did we even bribe her for Noburi/Yuno's wedding??

Sorry if I'm not seeing obvious things in the plan, I haven't kept up with the thread or chats. That said, maybe my confusion will be helpful as an outsider's view.
