I've changed your plan to implement my suggestions/QOL, and bolded/underlined said changes for clarity:

I think I agree with sentiments that we should wait until the investigation is complete before doing the whole "great job, you deserve a reward" thing. Like, we can do that even if he fails, but it still feels more like a way to bring the investigation to a close, than something to do while he's still neck-deep in scrip receipts.

No worse than they did before.
So, an actual seal is just as disqualifyingly bad as our previous attempt at scrip, but it now costs sealmaster time to manufacture? This seems bad.
I've changed your plan to implement my suggestions/QOL, and bolded/underlined said changes for clarity:

I've accepted most of these changes. I made two additions: one, I'm now explicitly requesting we align the timelines (~a week seems like long enough to meet with folks and slay chakra beasts and then assess where we stand) and I'm also asking if we have the Tower's records of scrip collection - which they would have, given that they're now either backing it or replacing it with ryo.
I think promising Haru a major reward is kinda not a great idea right now, given that we're financially in a terrible situation, and definitely can't afford to buy major rewards for people. Showing him we appreciate him is a great idea, don't get me wrong, but... can we have it be something we can do?

That, and he'd probably take this as "rich bastard trying to buy my loyalty with expensive bribes... I don't need this stuff, I literally gave most of my income to a random village... asshole clan bastard... grr...".

Why are we doing this while the case isn't solved yet and we have multiple big problems? Is this really the best we can come up with when it comes to making him feel valued?

I've changed some of the reward-based wording to address concerns about this being preemptive. The language has (hopefully!) shifted to 'please think about this for the end of the case', which is an expression of confidence as well as an admission that we don't know him well enough to pick a good reward.

Wouldn't they have just obtained these from us? Besides, we already have our own records showing the Hagoromo spent a bunch of Scrip but never bought any. Asuma could just demand to know where they got theirs from if not from the Goketsu
My reasoning is that folks may have squirreled scrip away after conducting transactions to which we were not a party (scrip was in wide use, IIRC) and that they might have volunteered that scrip when the once they announced they were taking it up.

It is definitely possible that they just asked us, but multiple sources of information/truth never hurt.

Chapter 431 has been modified to acknowledge that scrip is wood, not paper.
Haru's face tightened for a moment. "Your suggestion about tracking the scrip based on the wood? It was—"

"It didn't work," Akane said quickly. "The scrip is all ours and it was all carved in a couple of batches on the same equipment using the same source materials. There aren't enough differences to matter."

I'm sure there are other references that are problematic but I haven't been able to find them. Now paying bounties of 1XP each.

We could publicly talk about the Condor mission, Keiko just froze because she is Keiko, Ami decided to make the whole thing as public as possible by giving out titles to everyone:

We should ask Takahashi about Isan's opinion on the Tailed beasts/Jinchuriki so that we can make it clear that Keiko is friends with one and use that for our advantage. Maybe we can pretend that we convinced the Mist ambassador to help, but that could make Mist look like a better ally than us.

And hopefully the next update starts at October 21, because of that line:

So we only have 10 days left before the Holy month is over (or Yuno is wrong and this means absolute nothing, but Azai is still High Priest, so something should happen in my opinion)

If the Bank rush part of the plans would happen then we should be at October 27+ and basically have to hope that [Takahashi politics stuff] happened and worked. And I kind of doubt that it's that simple, Azai defeated Takahashi's alliance when he had the mayor advantage of having fullfiled "Akio's mission" and being Keiko's teacher.

He even says it himself:
The Aida and the Inoue were fragile and easily shattered. The Kannagi lacked foresight. Tsukiko could not help playing games, even given the stakes, and Azai was the better player. And me? I played peacemaker when what was needed was immediate, overwhelming force."

So I think we should ask Asuma what he is willing to give Isan, mention that we probably need to pay a lot more than with the Wakahisa, because those were just some "Wakahisa secrets" and are only useful to us and not a major alliance with a village and a bunch of asshole clans.

Maybe we can teach the outcasts our Jutsu (Non-pangolin) once we are sure that we have a realistic shot for the alliance? Asuma probably doesn't care much about Hozuki Mantle (originally from Mist), but Waterwhip, Vacuum step and Mari's stuff might also be ok. Takahashi can probably tell us if those things are considered high quality in Isan or not (that would also be interesting military intelligence for us to know).

Meanwhile the Isan team can figure out what else Takahashi could get from Leaf to convince the other clans, besides Keiko promising to defend Isan's independence.

Hey, we can do anti-Mist propaganda that way? "The offered Hot springs protection, but than basically took over!"

Reminder that these people have literally never seen skywalkers before and a demonstration could allow us to suss out people with recent contact with the outside world from the locals by being prepared to carefully watch faces and body language before the surprise.

Sure, offer to teach the Yoshida the seal by it's original creator. That way we can acquire some hostages friends.

In today's episode of "Preacher Hidan or: How I Learned to Stop Worrying and Love the Grue" we see Hidan teach Kagome to embrace the absurdism inherent within reality.
Hidan: "Alright, kid, ya got this Uplift thing off the ground after all. Tell ya what: I can tell you've been itchin' to ask me about a buncha stuff since we started workin' together, but ya haven't 'cause you're afraid I'm gonna gut ya. So, go ahead - I might not be able to tell ya stuff above your pay grade, but I promise I won't so much as maim you for askin'."

I'm re-posting the current incarnation of my plan (currently winning) to encourage folks to make suggestions etc.

The immutable portions of the plan are:
  • The previous Isan plan should continue and we should lean on Takahashi for advice as to who else we should speak with.
  • We are going to very clearly lay out our thoughts on the bank run, focusing on the fact that the Hagomoro collected a large quantity of scrip without purchasing it from us directly.
  • We are going to make sure that Haru knows we value the work he is doing and ask him to think about what he might want as a reward, specifically framing this as a question of how we can help him advance/achieve his goals.
I'm happy to rephrase things, remove things, or try to add things which do not directly interfere with one of those points (given good justifications etc.).
