Now, there's a problem with this: Naruto might decide to submit the jutsu scrolls himself.

But, what we can do, is submit them prepackaged with a letter that lets him and Asuma know that we'll be crediting him all of the credit for them in the case he does submit it, but that we submitted it for the good of Leaf and hopes he understands why we did that.

What do you all think? Seem reasonable?
 
I precommit to vote for any plan next cycle that involves implicitly adopting Haru (i.e., bringing him to a Clan meeting and building him and his family bedrooms in the "Compound"), or outright adopting him.

1)Sit and contemplate the housing conundrum. Recognize that it is an issue, and mentally prepare yourself to deal with it in the future. Remind yourself that you will get through this, just like Team Uplift always has.

2) Go buy the land.

No. Contrary to what the Nara did, we did not work out these techniques on our own; all we have is what Jirayia left behind, with clear instruction that it's meant for Naruto.

If, OTOH, we worked out the jutsu based on watching Jirayia perform them a couple times, then submitting them with such a disclaimer would be quite ok.

Man, I feel like the Goketsu are getting picked on by being forced to prioritize decoding and give up spy info. I've never heard the Hokage forcing other clans to give up their useful stuff that would tremendously benefit Leaf, like the Nara's library. I'm guessing Asuma doesn't trust the Goketsu yet.

Also, this was informative of the limits of the rule of law in Leaf. We should rethink whether we wanna go through the hassle of adopting people, if Asuma can just force them to give up clan secrets anyway
In fairness, most clans do not have the full details, and perhaps the only existing copy of, Leaf's entire (counter)intelligence history.

Given that Jiraiya specified that he left his jutsu scrolls to Naruto, does Hazou/Mari/the-rest-of-the-clan think Jiraiya intentionally included these jutsu notes in the stuff he gave to us? I wouldn't want to start hoarding them only to find out that we've just royally ticked off Naruto by not giving him the jutsus rightfully willed to him.
Hazō is confident, based on handwriting, phrasing, etc, that Jiraiya's will and the attendant letters were written in about half an hour total, just before he left for Nagi Island. They are not perfectly consistent, and specify the ownership of some items, both practical and of sentimental value, but not others.

As a matter of ninja culture, it is generally assumed that ninjutsu notes, as technique hacking material and/or usage guides, accompany the ninjutsu they relate to, in the same way that Jiraiya would not have left his sealing notes to one party, but the sample seals to another.

Forgive me: I am dumb and do not fully understand what this means. Do you mean to say that even though Jiraiya did give us ninjutsu notes, they should still be given to Naruto according to Jiraiya's will?

Per Chapter 262, he didn't actually leave you ninjutsu notes, just sealing and spy network notes. If those included ninjutsu notes, that is probably a sign of Jiraiya being disorganised and/or forgetting during his final flurry of note-writing.
 
I kinda want Hazou to try some codecracking simply because it might be interesting to see what happens when somebody whose Out contamination has left them with an effectively negative cryptography skill level does.

But of course. @OliWhail is the real power behind the throne, and it's all his plan. With this total party kill, the narrative spotlight has no-one to point to, and focuses on Leaf itself, a village severely crippled yet somehow still alive. The scope of the narrative widens, combat and character interactions fading into background.

Marked for Death becomes a Civ quest, economics and politics its main mechanics.

I'm not sure why they should count for the contest...? The contest is about voluntarily handing in things that you own in order to help all ninja of Leaf. The intelligence information is something that you do not own -- it belongs to the Tower and always did. You would not have in the first place except for special circumstances. Said differently, it doesn't belong to you, it just happens to reside in your house. Likewise, it will not be distributed to all members of Leaf and therefore will not benefit all members of Leaf (except in the most general sense of 'enabling the government to do their job').
