I personally disagree, since if we just left them to their own devices they'd naturally feel no obligation to succeed but the plan here is to keep them motivated and be involved enough that it's hard to pass laziness by us. We're only using chakra construct MEW which lasts 30s, so we're only getting ~300m/s.Aerial kinetic bombardment, at best.
A sub-orbital trajectory is way out of our range, an orbital bombardment even more so.
If they go as high as possible the munitions will hit the ground at 0.5 km / s. A sub-orbital bombardment would need to be somewhere north of 4 km / s, an orbital one would be somewhere around 10 km / s.
Edit: Yes, that means we'll get a sonic boom from the last few seconds of the drop.

Feel that there should be a bit more than simple encouragement to get civilians to do the work.
