• Sanity Check with Mari/Kei/Snow/Noburi
    • What are the odds we can get the Will TS and Tsunade to trade off days? Or each of them could take half of Noburi's day?
      • The TS mentioned wanting some time off, and Tsunade surely has other patients to work on
      • Maybe the TS could start Noburi in a couple months?
      • If alienating one side seems unavoidable, could we ask Naruto to order Noburi to train with Tsunade, making him the villain?
    • Discuss Pros and Cons.
    • Toad Sages
      • Pros: Taught Jiraiya, know Sage Mode, TH training/FOOMing on Seventh Path for Hazou, need to stay on good terms to remain Toad Summoner, potentially years of training
      • Cons: Can't avoid Tsunade forever
    • Tsunade
      • Pros: Immediate boost in power, lots of medical jutsu, reputation as a doctor
      • Cons: Disrespecting the Toads, leaves Hazou's training in question, might jeopardize Necromancy, only a few months long
    • Whichever route Noburi picks, he has Hazou's full support
    • Noburi is busy, so Mari is in charge. Unless there are objections?
  • Ino
    • Meet with her to say goodbye, give her the official line about the research mission.
    • Promise to send her weekly letters via the Seventh Path
    • Give her a farewell bouquet. Cast the fertility jutsu on the flowers.
      • Themes - Love through adversity, love everlasting.
  • Depart for the Gold Mine with Kei/Kagome
    • Immediately post-departure, have Have Canvass check the team for any scent-based markers.
    • Break trail with skywalkers a few miles out from Leaf. Travel using skywalkers exclusively.
    • Make a few random turns early on to obscure your trail. Use dice to randomize the route.
    • Upon arrival, Establish a basic perimeter around the mine before starting extraction.
    • Set up chakra on tap with Noburi for the duration. Coordinate with Noburi for chakra refills.
    • For each cast of ES, concentrate the gold in the AoE into a small volume of earth.
    • Use ECs to dig up the highly concentrated gold-dirt mixture and store it in baskets
      • Bring extra baskets and storage seals. Draw down the Seal Bank if necessary.
    • Pass the gold off to Noburi via the Seventh Path
      • Give him enough to pay off Tsunade and keep a healthy buffer, keep the rest in Dog.
      • Suggest that Mari claim it comes from the Dogs.
      • We can pay Leaf miners to finish sifting it.
      • After it's purified, suggest that Mari have the Tower to mint it into ryo for a small fee.

@Sir Stompy , removing the portions with strikethroughs and adding the bolded portions brought the plan to 293 words. It's your call whether readability was impacted. The real sacrifice was micromanaging the Goketsu remaining in Leaf about (a) who is in charge, and (b) what to do with the gold ore.

Nah, campfire heats at 300C and gold melts at like 1000C, maybe you're thinking of lead? Lead melts at campfire temps.
Ah, yeah, was thinking of something about casting bullets for muzzle-loading firearms. Still, a couple of sealmasters ought to be able to figure out some way to make it work. If there isn't some standard trap seal which directly produces a blast of extreme heat, maybe Multiple Earth Wall for a crude furnace, mulch up some wood inside with explosives, Tunneler's Friend for forced air?

that could work but is there some reason we can't use an existing furnace

Basically this, I have no interest in doing this. Just send it to Leaf and let them handle it. It'll take a long time and we've got shit to do. The INFOSEC is easily handled by claiming we got it on the Seventh Path (trust me bro).

Fair. How about "or melt on-site if more convenient," in case there's a suitable heat-blast trap seal or whatnot? Gives Hazo latitude to figure out how to extract the most gold with the least wasted time.
Might also be possible to form a furnace as part of the same earthshaping that concentrates the gold dust, load fuel with leftover Poor Man's Yellow Flash seals, ignite it, then run off, let the fire do its thing unattended. Hand Noburi a note to pass to Mari saying basically "at such-and-such coordinates there's a small hole in the ground with a literal metric-ton gold nugget at the bottom. In a few days it'll probably have cooled off enough to safely retrieve. Think that's enough to sort out our finances, or will I need to go back and do the same thing a dozen more times?"

What are the odds we can get the TS and Tsunade to trade off days? Or each of them could take half of Noburi's day.
This seems like it will offend the heck out of both, especialy the toad sages. in fact, is seems possibly worse than just saying no. but it's just a sanity-checked brainstorm, so it costs nothing but wordcount.

If alienating one side seems unavoidable, could we ask Naruto to order Noburi to train with Tsunade, make him the villain?
If we're going to propose this, it would be vital that Noburi not be in the room. the toads can crush his 20 deceit, and lying to them will scrap him as a summoner.

Tsunade
  • Pros: Immediate boost in power
Is this a copyerror or otherwise in the wrong section? She'll teach mednin, sure, but she specifically won't train him to be a general badass the way the toad sages will.

Whichever route Noburi picks, he has Hazou's full support
the scales tilt hard for Toads. Tsunade is nice, but the Toad Sage training is longer and more valuable, Noburi's relationship to them is critical to his personal power as a summoner, and Hazou needs TH training ASAP to beat Warcrimes Georg at Necromancy.

After it's purified, suggest that Mari have the Tower to mint it into ryo for a small fee.
given the insane amount of wealth we're dealing with here, these instructions are terrifyingly underspecified.

[X] [Sealing SOP] Did You Know That Albatrosses Have The Largest Wingspan Of Any Living Bird?
  • Unless otherwise specified, follow Hazoupilot's preference.
Can we add a note like "making sure to err on the side of caution until hazou has a good sense of the difficulty"?
it might be redundant, but Hazoupilot's been getting cocky in a way that scares me.

I intend to vote once these concerns are addressed, or someone successfully explains that they are ill-founded or not worth addressing.

I'm not sure how we're even supposed to handle this much wealth. Do we just... walk up to Naruto and be like "Hey we're infinitely rich, can you help us not destroy the EN's economy"?
Economies can't be destroyed by increases in productivity. Aluminum, (and before that salt) used to cost just as much as gold. When we got more productive in producing them, they correspondingly went down in value and became a corresponding lesser percent of worldwide gdp.

And finding new ways to spend money isn't such a hard problem. :p

I think it's more like 1 billion ryo. IIRC the Hokage's salary is about 200 million.
It's probably not worth quibbling about. But I'm pretty sure that would be to high.

Clanless ninja make 42400 (roughly) a year max, the rest goes to taxes (mainly).

Hazo as clan head, receives incentives from the tower at 91,200 ryo per ninja head, each year, max, if Hazo's ninjas are maximally productive. (Most of that 91,200 is paid from the Tower's tax money, with non-founding clans and non clan jonin receiving 30% of the tower's budget that is dedicated toward ninja, which is hinted as ~most of Leaf's budget) So doing backwards math on what Hazo's total is, you can give a good guess at Leaf's total budget.

There's much less than 1000 active ninja in Leaf if I recall.

But for the sake of argument let's say there's 1000 ninja. It would mean that each Leaf ninja would need to make roughly 1,000,000 ryo to easily clear the 1 billion ryo mark in Leaf's revenue.

Wrong order of magnitude if my math stacks up.

No, because this seal doesn't exist and this costs WC.

1500 is the nominal number. Leaf is pretty big, 1000 is approximately Mist-sized, the minors are a few hundred.

I've had other people ask me to say that we lean TS. But it looks like they aren't voting for me. So who cares, sure thing.
I strongly lean towards Tsunade. Doing what Noburi wants is best.
I'd definitely not vote for a plan that'd go against Noburi's will. Can we just do a genuine attempt of providing Pros and Cons and let him decide?

IMO it comes down to what Noburi wants for himself, and if this issue is not resolved right it might be a crossroad. Does Noburi want to be a medic first and foremost? Does he want to be a badass all-around?

The TS would give him a lot more than Tsunade, but only if he foregoes medicine (for now) as his focus. The hive had been talking about making Noburi respected, I'm not sure Tsunade's deal will make him more respected. The TS training will make him much stronger, which in the end is the best way to get respect in EN. For that reason I'm leaning TS, but again it's Noburi's decision.

Edit: for clarity sake, I'm not saying Imma withdraw my vote for your plan Stompy; I'm saying I'm all for that "here's our 10-branches flowchart to decompose the issue; also, no matter what you choose we support you."

I thought. They uh. All died? The collapse, the many world wars, etc. Leaf is a hollow shadow of it's former self. Did we used to have 2500 at some point? Otherwise <1000 seems a good guess.
The Jounin are mostly depleted, but there were only 50 of them in the first place. The chuunin got hit hard, though, and they represent 250 of that 1500. But notably, ninja life is a meatgrinder already, with very high turnover rates. About 20 Jounin get promoted a year, every year, and it's only the ludicrous death rates that keep the population as low as 50. The war introduces some confounding factors that I think mostly cancel each other out when it comes to that metric.

By now, a year or so after all the deaths, the genin population is probably mostly full again, and the chuunin population well on its way to recovery. The Jounin are probably still very diminished, but again they're just a cohort of 50 in all. I'd say that Leaf right now is only missing a couple hundred ninja or so, 1300 out of 1500 with some error bars. Very roughly, of course, but I'd still be quite surprised to see less than 1000 ninja where we are now.

Huh. Is that how population growth works? Are just 95% of the ninja all clanless, first-timer, and complete novices recruited from a random village?

With the clans getting totally splattered, I was guessing it would take a loooong time to replenish the ranks. Say you have a ninja family of 10, and half die due to the war. (as we saw with the clans) How long until you get back to full strength? At least 18 years? Especially since all the adults near marriage age died off and currently a bunch of pubescent kids are running the clans.

Anyway, it's beyond the point for the leaf budget. The tower pays ~92,000 for clan ninja and (assuming) jonin not part of the big eight clans. However the numbers work out, that category eats up 30% of Leafs budget dedicated toward ninja. With the ninja/clan budget being the main Leaf expense. How many clan ninja and jonin there are (or were) roughly determined what Leaf's budget looks like. Not how many genin. (~Very roughly)

Roughly what my head canon was:
Leaf has around 1000 ninja right now, 2/3 of which are Clanless (actually a bit more now because of the collapse targeting Clans), so ~700.
With a population of 700 you frankly can't get that big of numbers. Especially in a pre-industrial society.

Yes, this is a planned change. Will get to it in the next round of edits.
Is this a copyerror or otherwise in the wrong section? She'll teach mednin, sure, but she specifically won't train him to be a general badass the way the toad sages will.
So, I intend to explore it. We're going to spend the next several months studying your bloodline, trying to figure out what it does and how it does what it does. I'll work with you to develop new unique medical ninjutsu, and if we're lucky, we'll come up with something truly incredible.
Hmmm I read this as more like "we're gonna do the chakra scalpel projection thing" but on reread it doesn't seem like that. I'll change this.

My voters are divided enough about this that I am not changing this.
given the insane amount of wealth we're dealing with here, these instructions are terrifyingly underspecified.
Uhhh okay. What do you want to do instead? We're giving her enough money to solve our liquidity crisis and not a lot more. The rest is staying in Dog.

Mari has the stuff we give her minted into ryo and pays Tsunade off, what else is there to say?

I also lean strongly towards Tsunade's not-apprenticeship since that one seems more time limited and well defined. If you get the word count down, I'll vote for it.

Give Mari the whole economy-collapsing amount of gold and implement my suggestion encouraging her to execute zany schemes. I demand this.

Not without some proper dircetion please :V, she came up with the whole Honey plan without any idea whats going on there:

She shrugged. "It has no Kage. It has no diplomatic relations or treaties with Leaf or any of our allies. It has no major population centers and a very low population density." She so very much hoped that all of that was true.

"It does have a population, though."

She needed a Kei sanity check:
Mari laughed. "If the Hyūga spent the amount we did, they'd need to sell massively or live in the poorhouse for a decade. We'll probably bounce back from these absurd debts within a few months thanks to Hazō. Speaking of which, the payment for the Kurusu will be nominally given as absurdly oversized mission payments during our conquest of Honey that I expect you to have some more bright ideas for."

"Relatedly," Kei said, "in case there was any doubt, I regret to affirm that my preparatory studies for our mission to the Eastern Continent last year contained information on Honey, including that it is currently home to a number of reasonably strong and fiercely territorial ninja clans."

"We'll burn that bridge when we get to it," Mari said. "We promised a minimum payout of mission payments to the Kurusu so they won't get screwed if the Honey plan goes sideways—meaning that their only incentive is to make sure it goes well so they earn even more money—but they weren't willing to take our word for granted."

"Hazou will figure something out, because I am all out of ideas" - Goketsu "Firehead" Mari

Tempting, but no.

To 299? I don't think it's happening without something drastic happening.

Would people rather I prioritize clarity or brevity here? I'm getting mixed signals.

I could also cut the Ino section. Which feels pretty bad.

Anyway, why not just have Noburi complain at the toad sages about Tsunade wanting to monopolize his time? Or, well, not as negatively as all that, but...

As it happens, getting them in the same room will solve this problem one way or another. All the better that it'll be entertaining for us.
