the scales tilt hard for Toads. Tsunade is nice, but the Toad Sage training is longer and more valuable, Noburi's relationship to them is critical to his personal power as a summoner, and Hazou needs TH training ASAP to beat Warcrimes Georg at Necromancy.

Economies can't be destroyed by increases in productivity. Aluminum, (and before that salt) used to cost just as much as gold. When we got more productive in producing them, they correspondingly went down in value and became a corresponding lesser percent of worldwide gdp.

The Jounin are mostly depleted, but there were only 50 of them in the first place. The chuunin got hit hard, though, and they represent 250 of that 1500. But notably, ninja life is a meatgrinder already, with very high turnover rates. About 20 Jounin get promoted a year, every year, and it's only the ludicrous death rates that keep the population as low as 50. The war introduces some confounding factors that I think mostly cancel each other out when it comes to that metric.
