Actually, couldn't he look that last part up? Marriage/adoption patterns throughout history of various Leaf clans and how it differs between the ones who definitely have a bloodline limit and the ones that most probably don't? I predict there to be noticeable differences between the two. It might even allow him to sniff out hidden bloodline limits among some of Leaf's less prominent clans.
Does the Hokage's office not keep track of marriage licenses or the MfD equivalent? There's no good reason for them to let Hazou look at it, but it's a pretty standard thing for governments to do. I guess it wouldn't be too surprising if the infamously bad record keepers of Leaf didn't do it.

There's also the fact that, as Rafin has pointed out, marriages and adoptions have a direct impact on the interests of Bloodline Limit clans. The clans might have motivation to limit the information that the Hokage's Office tracks (or, if it tracks it, on the need-to-know nature of that information).
As a side note, I now believe that part of the reason that Shikamaru was so willing to stake the entire Nara clan on stopping Orochimaru was because Orochimaru wanted to investigate Kei's bloodline, as opposed to just the risk to Kei's wife. Food for thought.
There are lots of possibilities that explain this, but the most likely of which appears to be that the Five are directly related to the ninja bloodlines of the five thinker clans. This is true based on Hazō's IC information and OOC information the players have.

I thought this was confirmed to be the leading theory on screen when Kei freaked out at Yuno over her Five knowledge and told her to report to Shikamaru. That's the conclusion most reasonable people would draw IMO

Naruto isn't going to be that hard to beat IMHO. He's super susceptible to genjustu so Mari will be able to take him out. Plus he has a big glowing weak point in having a seal in his stomach. We just have to disrupt that and he's basically a setting duck
Super susceptible seems like a stretch. He's susceptible, sure, but so are we. But, and this is important and reoccurring, we can't assume other characters aren't growing and improving as we do the same. If I knew I was really good, but got taken out by a specific kind of technique. Then a short while later had another of that kind highlight how big an impact it could have against me (the basement). I would then devote a significant amount of time training to overcome that shortfall. I highly doubt Hazou's very occasional genjutsu attack training with Mari is unique or the best that's out there. Especially if we're assuming this is happening well in the future, when we, but also he, has time to train.
More explicitly: if we try to attack an S-rank Ninja, relying on a single kind of technique that doesn't even belong to our PC, then we'll absolutely deserve it when he kills us.
That's not counting the fact that we'd need 1) Mari to be alive and onboard with it 2) Be strong enough to contend with Naruto even briefly 3) have the socials to hide the fact we killed the village's poster boy 4) have such a solid situation that an S-ranker just disappearing doesn't leave us all incredibly vulnerable 5) Know what to expect from a jinchuriki death, and know how to handle it, except 5a) In a way that doesn't make Hazou an obvious suspect.
Also, we have no evidence that without his Eldritch buddy he's a sitting duck. We know absolutely nothing about that power interaction, so this feels like an assertion just because it would be convenient.
If you think that fighting Naruto instead of talking to him is what's needed, fine, you're welcome to make your case. But we are nowhere close to S rank at the moment, Naruto already is, and he's our age. You like to hype 'Essies' up a lot. Let's not underestimate this one please.
I mean, having Ami become engaged to Naruto COULD solve the problem, for all the other problems I think it would create. The ability to say "hi Bro" alone would be worth it in the brief seconds before we're Rasengone.
I'm not sure I'd brag about that. Also, the only one we wanted actually gone is the one that happened really without our involvement (no matter how hard we tried to commit treason). But I do get your point. I had just meant that that level of moving and shaking was what we were capable of, on a good day. But I should have acknowledged we've had a few good days already.
Iteration three. Still working on it but posting it so I can tap the thread for help and feedback.
I think I've gotten a pretty good procedure for secretly transporting materials into the base. It uses storage scrolls whenever possible (maybe we should make a scroll capable of transporting larger objects) and Seventh Path ferrying whenever not. I think it's best not to think too hard about the specfics of what can be transported in a scroll other than "smallish objects," and have found an incredibly amusing quote on the topic.
In regards to Seventh Path Ferrying, the idea is to give the larger and heavier objects (such as support beams) to the summons, have them reverse summon, and then resummon them once we are in the secret base. As long as the objects were originally from the Human Path they will be real objects and not nature chakra constructs once we resummon them. In theory, we can use this to aquire the large equipment too, given that we can give raw materials like trees to the summons and have them take it back to the Seventh Path and then resummon them with it once they turn it into the proper building material. There's a limit to the size and weight of objects summons can take back, but Kei has some gigantic summons so it won't be too hard to get around that.
We can't do this with any objects that will clue the Pangolins in on the fact that we are building a training facility, but we should be able to transport most of the things without issue. What does some furniture and filing cabinets tell them anyways? Anyhow, if there's anything we absolutely need for training and cannot transport via seal, we'll have to sneak it down there somehow; possibly using the cover of night and Mari casting a wide-area genjutsu to provide extra cover. Let's hope it doesn't come to that.
As for the actual building, we have a trained and experienced crew of Pangolins that will allow us to do this safely. We can also just hire more pangolins if we need different expertise. We also have to literal secruity experts in Kei and Kagome that will help us secure this.
I did not specify chakra usage, but only because it feels like the sort of thing that doesn't belong in this plan. We need information on the Koi and need to figure out future builds before we can make any judgements on that.
QMs, is there anything else you want me to include? @Paperclipped, do you have any suggestions?
FOOM OPSEC: Need to Know Bases
Using Pangolin construction workers and covertly obtained materials, secretly excavate two nested underground chambers. Once the chambers and their entrances are dug out and stabilized, Akane and her shadow clones will furnish/set-up their interiors. The first chamber is for a hyperOPSEC meeting room/storage site (useful in its own right but also a great cover for the construction and usage of the second chamber). The second chamber is for a mass shadow clone training facility. See specifics below.
HyperOPSEC Facility (our secret basement)
Located below maximum Byakugan range (learn from Shikamaru)
Entrance (and emergency exit) is discuised and located in secure/restricted areas of Gōketsu compound where clan members can regularly enter without suspicion.
Facility itself is small: a meeting room and small filing/storage area (design to Kei and Kagome's specifications)
Kagome and Kei are in charge of security. Make as physicially impenetrable and as impossible to spy on as conceivably possible, including having AB seals permanently active.
Training Facility (the secret basement of our secret basement)
Accessible only from a disguised entrance/tunnel in HyperOPSEC Facility
Much larger than above facility (exact design to FOOMers' specifications)
With Kei's assistance, Hazō implements and maintains security measures
Disguising Construction
Paneru and Kei's Pangolin construction workers will perform the necessary excavations. Check and modify exterior design with them to ensure there is no danger of collapse or suffication. Hire additional experts if needed.
They will not be aware of the purpose of either underground chamber. Once the tunnels and cavities are excavated and stabilized, their involvement will be finished.
For secrecy, summon only on-site
Any materials required for this stage of constructions will be purchased from Pangolins and ferried directly to site from Seventh Path by Kei.
Interior design and construction/furniture instalation will be handled by Akane
Shadow Clones = Free Labor
Temporarily divert FOOM training towards learning required skills, if nessesary.
Quietly obtain materials.
Build above-ground training facility for all estate ninja. Purchase lots of excess training equipment and materials, some of which will quietly disappear from storage and end up in the underground training facility. Only use equipment small enough to fit in storage scroll.
Similarly, obtain furniture and other interior materials using above-ground buildings as cover.
Move all materials to site secretly
Transport in storage seals if possible.
For larger materials (excluding training equipment):
Hand to Kei's largest summoner away from Leaf
Have summon return to path
Enter base and resummon summon with materials
Note: Nothing may be ferried to the Training Center after it contains training equipment (or other signs it is used for secret training)
Have Mari divert attention to legitimate projects
Standard Operating Procedure
Even in private, speak and act as if neither facility exists.
If you do not need to know specific information, you do not know that information.
Being informed about either facility requires verification of sufficient OPSEC ability from Mari
Mari, disguise base usage as something else. Have fun ;P
FOOM/Training Facility
Continue non-SC training on surface.
Any heavy SC training or regular refilling must occur here
Create mass SCs only inside facility, barring emergency
Do not keep SCs active for long periods outside facility
Give no reason to suspect mass SC training
HyperOPSEC Facility
Clan meetings should occur in this facility whenever possible.
All discussion of Project Necromancy, FOOM, and Sage Mode may only occur in this facility.
Any materials related to said projects must be stored in this facility.
Check/Optimize with Mari and FOOM Clan Members before implementation.
I'm honestly still dubious about this. Aside from getting the info from Shikamaru giving away info (and I don't think we know IC that the Nara know Byakugan ranges), and the shafts still being visible, this is going to cost a ton of Chakra to construct. I'm not saying it doesn't still have value, and I will think on it further, but if nothing else if we all go in there multiple times a day it will be noticed quickly.
To take on naruto i say first we need a way to identify naruto prime, then we need to content him phisicaly the we need to put him at a disavatage, restricting his vision for instance, and finaly we need a seal that fuck up his internal chakra flow to effectively shut him down.
Researching the jinjuriki seals can hel us with that one.
Well, there is a limit on adoptions from among the Clanless. I don't remember if the same limit applies to marriages or if those are essentially one free adoption per existing Clan member (provided the Clan doesn't rather invest in marriage alliances or cares about bloodline purity or allows for true love or whatever). And marriages are a complicated and involved process in Leaf, so maybe they need to be registered? Adoptions most definitely need to be, even if only for tax purposes. How else can the rebates be handed out to the appropriate Clan Heads whenever a specific ninja who used to be Clanless signs up for and completes a mission?
At the very least the Tower has a list of every active Clan member, most likely with a registration date. And said list is available to either every mission office or to some middle man who keeps track of every mission. And until recently also kept track which Clans used up their two adoptions. Though they might have stopped that particular tracking ever since they just give out markers.
Clan Head? Honestly, I'm still not quite sure what kind of access to files being on the Clan Council gives us. I just remember that there was some increased access related to it, since it's come up before. Anyway, it was just an idea.

It's also important to note that Naruto recently got absolutely curbstomped by genjutsu, and he's probably going to be hyperfocusing on improving his genjutsu defenses for a while so it never happens again.
Hmm. I know Shikamaru's mom wasn't a civilian, but was she a civilian Nara already before marying Shikaku? Because we know that the Nara have at least one branch family with weaker (or no?) Nara style lazyness/intelligence. Shiori belongs to it. At the same time Shikamaru is fully affected. So if Shikaku married an outsider that would be partial evidence that the Nara don't have a bloodline that's easily diluted. In that case it either breeds true (and Shiori doesn't have it because her whole branch is adopted or otherwise not directly related in a way that makes it work) or it's strength is based on more than just genetics.

Quick reminder that all the records in the Tower, including the backups at the Academy and the backup backups at the Nara Estate, were all destroyed in the Collapse. It's been most relevant as a lack of intel on the Rockwar but just in general the Tower doesn't have any records anymore.

Do summons appear with a full pool (or as full as it was on the path)? Also, if they use their entire pull and then reverse summon themselves, would they appear with a full pool if we resummon them?
The only stipulation that prevents repeated resummoning is that they need time to recover if forcibly dispelled.
(Man, this would be so broken if Noburi becomes able to handle nature chakra. A literally infinite supply)

The Nara bloodline may be from a single, dominant, gene. Shikaku had 2 copies, or only had one but it got passed on, so Shikamaru has it. Shiori's Nara parent had a single copy, but it didn't get passed on, so she doesn't have it.
With a bit more information we can rule out the possibilities that it's entirely genetic or entirely environmental. We just need to find information on people adopted into the Nara, especially at a young age, and see if any of them exhibit the Nara 'bloodline' of laziness and brilliance. Shiori is already pretty good evidence against it being environmental, since she would have been in the clan from birth.
It's also important to note that Naruto recently got absolutely curbstomped by genjutsu, and he's probably going to be hyperfocusing on improving his genjutsu defenses for a while so it never happens again.
This was the point I was trying to make above the quoted part, about what I'd do it I were in Naruto's shoes. But you were more succinct about it, thank you.
I think this response is indicative of a larger problem that permeates the playerbase. We constantly build up boogeymen that represent an insurmountable wall. For a large part of the quest is was Zabuza, then Orochimaru, or fear of Asuma, random jounins as a reason to not take missions. It is much easier to convince the playerbase that a risk is to high than it is to convince them that a reward is worth it. I don't think that fighting Naruto will be an incredibly hard challenge in the end game because we know his trick. He uses SC and his incredible chakra reserve. Right now each individual clone isn't that terrifying of a fighter. We know that in the Battle of the Gods that Zabuza was able to cut down clone after clone. Sure he's scary and capable but it's not like an individual instance could take on Zabuza.
As for the list of things, most of those don't matter. Because if we pull the trigger and go after Naruto it means that we are initiating end game. It's not like I said fighting him today would be easy. This was in the context of you suggesting he'd be our final challenge.
If some members of the thread are risk-adverse, than others are historically bad for underestimating other characters. We've talked about this before a few times, I can cite with relevant examples if you'd like, but I feel like that will end up devolving. But if your argument is that we'll have a bunch of time to work on new stuff that's really good that we can use to win, while also assuming that Naruto won't develop new and powerful techniques of his own during that time, your fundamental premise is faulty. And remember that, yes, Zabuza could take individual Naruto clones. But Zabuza, the quest boogieman who made us pee ourselves just by glaring at us, was defeated by Naruto.
If you come up with both a good reason to fight him, and a good strategy to beat him when the time comes, I'll vote for it. Otherwise, I'll continue to reinforce not underestimating enemies and neutrals, let alone those we know are stronger than us. The risk/reward factor on that particular calculation is easy enough.

"I do apologize, Summoner, but I must report myself temporarily unfit for duty," said Panashe.
Keiko and Hazō both turned in surprise at Panashe's unexpected and rather alarming admission.
"What is the issue?" Keiko asked.
"I fear I'm running extremely low on chakra," the pangolin said. "I shall be unable to finish the tunnels for this facility as things stand. I'll need a recharge."
"Ah. One moment," Keiko said. She made a handseal and Panashe disappeared, vanishing back to the Seventh Path in a puff of orange smoke. "Pangolin Summoning Technique: Panashe!"
The spec ops pangolin reformed in front of them, chakra reserves newly refilled from her summoning, and breathed a sigh of relief. "Ahhh, much better. Thank you, Summoner. I shall resume my assignment. It should be done in about forty minutes."
Unfortunately I don't actually want to do this. Estranging an ally for forbidden lore isn't worth it when there's 3.5 other clans that we could investigate beforehand that wouldn't be treasonous
We should really get some inside sources of information on other clans. It would be helpful to know the Nara bloodline's pattern of inheritance (and really just lots of forbidden knowledge they don't want to give us), and find more ways to influence the Hagoromo and Hyuga to be pro-uplift.
Especially the Hyuga. We're pretty sure Hinata can't act pro-uplift because of her clan elders, but we don't know anything about them. Are any of them so old/frail that they could 'accidentally' die at any time? Are any of them people who may be able to be swayed to be less conservative, or at least hate Gōketsu less? Are all of them social specs, or are there combat specs in there who are only politically powerful because they lived long enough to become old? Did the collapse kill off a lot of them, and if so how did this affect their internal politics? This kind of information is probably not very easy to come across, but it could be really useful for us so that we can find ways to give Hinata more breathing room to become pro-uplift.
Right now we have 2 potential sources of information into the Hagoromo and the Hyuga. Hinabi and Harumitsu.
Harumitsu is with Hazō all the time, and probably isn't very socially adept. It would probably be fairly easy to have Mari 'happen' to be around during a sealing session and subtly pump him for information about how his clan's internal politics work. Unfortunately, he's the clan outcast and they're probably expecting this, so he may not have much information to give.
Hinabi is a bit harder, but has much more potential. She's Kei's contact, so Mari can't easily get close. Kei could try to extract information, but her social skills aren't amazing and Hinabi seems to be a social spec herself (although one that's still in the academy and thus is much less skilled at it). Still, it could be worth a shot to get information from her, and I think this is an extremely valuable opportunity. If we can figure out how to influence the Hyuga elders, we can give Hinata the opportunity to become pro-uplift. We may even be able to influence Hinabi to start her own version of the KEI inside the Hyuga clan itself, forcing Hinata to act in uplift-adjacent ways. After all, Hinabi clearly enjoys social spec stuff (see: the interlude where she manipulates her friends during a DnD session). She would probably be quite inspired if someone were to describe to her how the KEI and the AMI started.
Right now the Hyuga and Hagoromo are a roadblock to major reforms and a potential threat to the Gōketsu clan. If we can turn at least one of them into an ally, we can make the Gōketsu that much more secure, have a new ally in uplift, and get their help with wrangling other conservative clans into submission.
Tarō wasn't as helpful as she'd hoped, but Miki had successfully picked up the slack when it came to keeping Minori engaged with the game. Shiki was as level-headed as she'd expected, and any group with Miki in it needed someone to be the voice of reason without getting angry and starting arguments. It was a pity he wouldn't be able to make it next time, but Mion was important, and that meant tipping the scales. Long-term plans required short-term sacrifices—that was what Father taught her. Then again, if Hanabi could find a way to bypass Mion's clique that didn't rely on Yuriko…
"Did that meet your expectations, Lady Hanabi?"
"Thank you very much, Cousin Neji," Hanabi said cheerfully. "I love playing games with my friends."
Here's why I think Hinabi is a social spec and would likely be interested in imitating Ami/Kei with regards to making an uplift-leaning organization inside the Hyuga. Finally found it, otherwise I would have put it in to begin with.

I just don't think this is possible in the political climate, she has to maintain her hold on power. She can't beatdown her elders into accepting her decisions yet. That means she rules by their collective consent. She just can't do things like straight up ally with the Goketsu
