We should see if Ino knows anything about helping to heal mental injuries. Getting rid of one severe would hlep a bunch

Draining Naruto's bijuu chakra might be toxic to Noburi. I don't remember any specific ruling, but I don't think it's something we should try unless we're truly desperate.

Interesting thought, Rock has a plurality if not a majority of Earth element users the same way Leaf has Fire and Mist has Water. That means that skywalkers will be critically important in engagements. Since many of their jutsu will be useless against a flying enemy, just look at Spine of the Earth or Living Roots, utterly useless against skywalkers.

In addition, many other jutsu will cost more chakra or be shorter duration or less efficient (MEW for example). We should keep to the skies as much as possible

  • Estate:
    • Dispell.
    • Get list of all seals (type, quantity) on hand.
    • Follow Asuma's messenger immediately. Ideally, bring Mari.
    • Orders:
      • Inform core Uplift.
      • Tank up Haru. His punishment is suspended.
      • Reach out to Tsunade's organization to support civilian aid efforts.
      • Prepare for an influx of refugees.
  • Asuma:
    • Do a lot of listening. Desired information:
      • Why do we think Rock is attacking?
      • What has allowed them to mount successful attacks?
      • What are Leaf's short- and medium-term strategic goals? (Reclaiming villages, stopping assaults, etc.)
      • Does Rock have skywalkers? Skytowers?
      • Does Rock appear to have any allies?
      • Mission status of Akane/Yuno - not looking to pull them back from the front lines, but knowing where they are would be good.
      • Note: we aren't going to push for any of that information - Asuma presumably knows we want it and will dispense it as he feels appropriate.
    • Offer all the seals we have.
    • General attitude: compliance and openness.
    • Privately:
      • Is there any useful link to Hidan?
      • The Goketsu have low-cost Summons in each other's territory and can be used for instantaneous and secure communication. The Conclave may serve a similar purpose.
  • Keiko:
    • Treat this like it's a stupid idea. Veto this for literally any reason.
    • Would it be wise to negoatiate with the Pangolins to teach Naruto Ghost Scales?
      • We don't want to give it to everyone, but giving it to Naruto exclusively is of huge value to Leaf.
    • This is your jutsu and you make the final call.
    • If Keiko agrees, meet with Asuma and Naruto to discuss what we can trade the Pangolins without destabilizing the Seventh Path and that as this is a clan secret, it doesn't go further than Naruto.
  • Do whatever else Asuma asks of you, or whatever seems wise. (Let Hazo!Pilot drive.)

I just want to go on record as saying that our QMs will just have Naruto marry Hazou to get Goketsu Clan membership

I don't think Asuma has time to spare to talk to us about this, especially in private. There is a lot of dead ninja already and I doubt he wants to hide inside Leaf and allow Rock + possible allies to run around.

Either we can quickly negotiate on our own or this doesn't work. The Pangolin were ok giving two ninja PTJ during the condor scroll hunt, maybe it's enough to tell them (that If there is time to teach Naruto) the chances of survival for all our current summoners grows a lot and we pay them later. Perhaps Naruto is also willing to trade some of Jiraiya's jutsu?

The trading network and Keiko being their summoner is pretty valuable to them. If Rock gets one of our scrolls the whole network becomes less useful.

And we can just ask Naruto after the meeting if there is time to teach him. Even if some of us leave the village we can negotiate with the Pangolin and have someone teach him.

I was going to push back on this a little bit, but I then remembered that Asuma knows that we can communicate via Summon, so it isn't a Goketsu clan secret, and I feel that he'll mention Hidan to us if he feels a need to do so.

I think that sitting down with Asuma if/when we can get Naruto Ghost Scales is important. 'We are empowering a village asset but need this to remain under strict OPSEC because we're providing a clan secret to someone outside of the clan, also we need help negotiating for it' is the sort of conversation you want to have with the Hokage. Naruto is going to need to have a private conversation with him about it if we can pull it off - at least, I pray that he isn't simply going to announce to the world that his clones have armour jutsu.

I think that the Pangolins probably feel that the relative value of PCJ and GS are wildly different so the situations aren't analogous - moreover, the folks they were negotiating with were jonin, who probably have more to offer the Pangolins than Goketsu. If Keiko disagrees, then excellent, let's ply Pandaa with copies of Human Path books and get the jutsu out of him. If not, then we need to have a serious conversation involving major players because GS has geopolitical implications beyond this conflict - at least, we need to send out an invite.
Will vote for this if include asking Tsunade/Ino/Oro if their are ways to get Hazou field ready faster. As well as asking for resources from Asuma to get new summons for Hazou and Noburi
I'm not comfortable approaching Oro - Tsunade is a maybe. How do you feel about Leaf's hospitals/Tsunade's organization? That lady is busy and 'please get my busted chuunin ass ready for combat, Ms. Sannin' seems likely to add consequences. Why do you list Ino? I'm happy to be convinced, but I don't understand how she'd get us ready, beyond possibly having ideas as to how to heal our mental consequences.

I also think it's worth nothing that there are going to be trade-offs to 'divert resources to getting Hazo back on his feet within the month' and those resources going to fight the currently ongoing war.

I'll throw something about 'if and only if Hazo or Noburi seems like they'll wind up frontlines, approach Asuma/our allies about securing resources to get useful Summons' in there.

Only the Sannin will work for me. I want us to have the best shot to actually contribute to this war so honestly would really like Leaf's chief medic Orochimaru to take a look but would settle for Tsunade.

As for Ino she would be the best equipped to help deal with our mental consequence.

Getting rid of either severe is enough to have us field ready which is huge since we are a summoner.

As for asking Asuma will only vote if it's direct. Well equipped summoners are a huge force multiplier so won't support a very soft hedge for it

Can you reword this so the primary focus of the meeting is getting Naruto to follow OPSEC on this and keep it exclusively for himself? I feel like figuring out trades should happen later, perhaps after Kei makes a few discreet inquiries. The only thing we really need Asuma for is making sure Naruto doesn't spread the jutsu and watching us follow the will of fire so strongly.

I think that offering to do whatever it takes to be combat-ready is a reasonable thing for us to do, and pursuing it actively is also a reasonable idea, but if Tsunade sits us down and says 'kid, I could get you on the front lines tomorrow but with the same resources I can do much, much more to make sure we aren't all eating gravel in a week, so while I appreciate the enthusiasm, get out of my goddamn hospital right fucking now' then that's just that.

I think that our value in the field, even without our consequences, is probably eclipsed by our value in other capacities. Sending Hazo out to lead a squad and punch Rock doesn't make sense. If there are missions where Hazo's skills (earthshaping, sealing) specifically mean he should be part of the team, I'm all for it, but I'd like to figure out how we can leverage our unique skills to be involved instead of trying to slot into a traditional role.

If Asuma wants to confirm that Orochimaru is Leaf's chief medic, in the sense of, 'this man is responsible for administering medical care which heals people', then I will happily re-evaluate my stance.

I don't know the mechanics but I'm not convinced that Hazo, with the CP he has, would be effective in the field as a Summoner while he still needs to use a cane.

Asuma: 'Hazo, we need you in the rear - you've successfully coordinated civilian aid efforts and we have a wave of refugees incoming. Come up with stupid ideas to help us keep ahead of Rock and make sure nobody starves. Noburi, Tsunade needs you at the hospital.'
Hazo: 'Okay, but have you thought about giving us Leaf resources so we can be more effective Summoners despite the fact that you're aware of how important Summoners are and you would have certainly considered deploying us to maximal effectiveness?'

There's nothing in there about being chief medic or healing people, my two conditionals.

Orochimaru is a research medic. That's fine and valuable work but I don't believe we have many if any in-text citations for him having actually healed anyone of so much as a papercut since he returned to Leaf. His experiments produce two things: knowledge and bodies.

Well he was providing medical aide during the collapse
"Sir," Naruto called out from the Sarutobi front door, "the head nurse says Orochimaru's organising bearers to take the more stable patients to rest at his compound."

"Screw Orochimaru," Sarutobi said. "Tell him we can talk extra funding once the state of emergency's over if he just knuckles down and does his job like a normal ninja."

@eaglejarl @Velorien Should we write war plans now as the next update will go through the "War Council/Planning phase/ect" or we save the heavy plan making for the updates from Asuma? To clarify, i'm not considering "Unexpected X happens and everything explode"(That would be unfair knowledge), but only the pacing of the updates.

Additional information

At the start of the update, you can expect to receive the following news:

- Twelve chūnin and a jōnin had been lost to patrols over the last two weeks
- Messengers have just started coming in saying that Rock is taking out Leaf observation posts all along the border
- Estimates say 20-30 more ninja have been lost today, half of them chūnin, three of them Hyūga
Can we have this threadmarked?

"Rock is attacking, sir! All along the western border!"

Moments later, Hazou stands atop Konoha's wall on his crutches, looking down on the attacking Rock force. Thousands of seals rain from hidden watchtowers in the sky, deceptively slow from this distance, akin to snow. Then they activate over the enemy force, delivering thunderclaps of destructive force upon them.

His plan realised, Hazou turns on the macabre display of excess wealth being burnt on the anihhilation of the agressors. There is no need to watch until the end, as it is a foregone conclusion. Because Rock... is beat by paper.

I don't have major issues with this plan, besides that I would like to take a bit more of an active role in the Clan Head meeting. Essentially I'd like more strategizing proposed and such. I know it's kinda hard with what little info we got but still. I'll probably throw something together as well so anyone can take bits from it
