To be clear: These observation posts are all Skytowers?

Dope so this means that we aren't being invaded. So need to start hitting them back hard
 
We don't know how many rock nin died today. Offense seems better than defense, so much less rock ninja died, probably. Will probably reverse once Leaf revved up a counterattack.
 
Sounds like Rock wanted survivors to return to Leaf, if it was only chunnin and genin.

So they likely expect a "normal" counterattack.

SUMMONING: The new summoners are not really valuable as summoners yet, they won't have many contracts. This makes them more of a liability than an asset for front-lines.
Proposals:
1: Ruri can send an envoy to Kei, Asuma can send an envoy to Kei, Hazou can already communicate with her instantly etc. Use the summon network for logistics/spying instead, as information transfer is instant.
2: Summoners that meet up in the 7th path and human path can set ambushes by instantly appearing from the 7th path at the same time.
3: New Summoners are a liability on the front lines. Turn this into an advantage. We'd make great bait.

MISC.: Asuma should get a monkey to Toad ASAP so Noburi can keep him topped up at all times. Orochimaru and Tsunade too though they will take longer.

GOKETSU ASSIGNMENT:
1: Mari would better explain where she's best suited, but she's one of the best support fighters Leaf has. Internal reasoning: TLitF + SC = 50 dead ninja.
2: Noburi should be in the hospital, transferring chakra from injured nin to Summoners via 7th path when he's not helping patients. Otherwise, he'll probably need a dedicated guard at the battlefront or stay reverse summoned until needed, Asuma could retrieve him.
3: Hazou and Kei are likely better for logistics and strategy, in addition to aforementioned Summoning tactics.
4: Kagome is a security expert, best fit for defending outposts or Leaf.
5: the rest of Gokestu... are probably best for the front lines...

DEFENSE:
1: 5SB nets prevent kinetic bombardment, but not firebombing. Keep a Hyuuga above Leaf at all times.
2: Chakdars are an advantage they don't know about. They aren't much but they're an edge, gives us some notification before a strike.
 
Now that Leaf is actively at war, the calculus on giving Naruto Ghost Scales has changed. The gift is now as valuable as it ever will be. Giving up a clan secret (even if it's just to one person and maybe the Tower) to help protect Leaf during wartime absolutely screams Will of Fire and will be looked upon extermely favorably. This will boost Asuma's opinion of us for sure. It might help mend fences with Naruto. And, it will help make sure that no one we care about dies in this war.

I'd like to suggest we clear this with Kei first in a high OPSEC area. Then, unless she says no or is unable to negotiate with the Pangolins, I suggest we inform Asuma that we have a major clan secret jutsu that will massivley boost Naruto's power. I personally think we should go as far as explaining that it is an armour jutsu that makes it much harder to pop shadow clones. Then, we should say that we are willing to teach him this jutsu as long as he swears to never teach it to anyone or study it (explain Pangolin deal). If Asuma can get Naruto to agree to those conditions, we will teach him this Jutsu.

@FaintlySorcerous had a good approach to asking Kei a few plans ago. I reccomend we implement this into whatever plan we come up with.

  • This is potentially very stupid and personal to you. Veto it for any reason.
    • We'd like to teach Naruto Ghost Scales.
    • Pros: big bonus for Leaf, maybe mends fences.
    • Cons: requires Pangolin negotiation, secuity risk

Reminder that Nartuo has better FOOM then we do and can learn things very quickly. But yeah, we shouldn't go beyond the sanity check with Kei until we get more information.

edit: another reason to sanity check with Kei right away is that this might influence how Asuma plans to use Naruto.

Some thoughts:
  • It's very likely that Skytowers (IE the 5SB levitating platforms) aren't well-known among Iwa-nin, and could prove critical for providing aerial staging grounds against incursions.
  • Semaphore system when?
  • _The_Bomb mentions this above, but Ghost Scales for Naruto. I'm still iffy on doing this since we don't have a full picture on what's going on (IE: WAIT FOR THE MEETING), but I'm starting to lean towards it being the correct decision. Even without Pangolin approval.
  • Akane and Yuno may be justified front-line combatants (unless we want to leak EM nukes), and maybe Haru if Asuma gives the order for him to be re-ninja'd...but nobody else in Gouketsu are. Atomu, Reo, and Mai are crippled ninjas and therefore are not capable of serving as effective front-line combatants. They're better off as chakra-boosting messengers for far-off fronts our Summoners can't reach, or to fill in important backline duties that can't be foisted off to random Genin/administrative civilians.
 
We can probably convince Asuma to help us pay for new summons for the boys. Should ask about that at the meeting

So the questions where the placement of said, lost ninja, hyuga dying means ethier they are atackinf from extreme range or being overpowered with a vastly superior force concentration.
Chances are there at least a jounin on the atack force.

Well, the only problem is the lack of skywalkers for Summons, but the Summoning Army(Enma edition) could be really useful right now.
Summoning Army + Naruto Network for a completely expendable task force to hurt the Iwa-nins, possibly with suicide charges when needed.

Hyuuga dying doesn't mean much if the Hyuuga in question can't dodge a fireball fast enough.
 
Side note. In Hazō's charecter sheet, the boxes for the levels of Empathy and Rapport say:

Box C9 is Mental Stress. They should say C10, which is TYS.

True that was the overpowered by a vastly superior force, but to take 3 of them. Ethier they were grouped togeder (because hyuga) or verry far apart, all depend on the placement of these lost ninja.

I remember in chuunin exams worries of Noburi draining certain ninja. And another time something of draining 7path creatures. Given that you said it would definitely injure Noburi, was jiraiya talking about draining naruto a separate time from the above two instances?
