Okay, I feel real weird being the one to suggest it, but can we have the Forbidden Lore dump happen the update following the next? Just remove the line I'm quoting, replace it with asking Kagome to present his summary of the Akatsuki book or something. As it is, we either aren't going to get anything useful out of it, or it'll take the entire update without getting to the Akatsuki section — and if we're spending an update on Forbidden Lore, I'd like to have a proper structured plan about it, not just a single line.

Do we trade with Rock/Cloud (those are the villages most likely to attack us right?)? Regardless we should figure out their imports/exports and what they would most want from defeating Leaf in war. I'm thinking more civilians and land would be the largest thing. And interrogating ninja for jutsu and seals.

I *think* the skill itself is for getting Best Laid Plans"A Frankly Terrible Idea" bonuses and the "Bloodline Mastery Technique" is for using Frozen Skein in combat (which might actually be different from "Best Laid Schemes"...?)

Combat Frozen Skein
After a really enormous amount of discussion, we present Keiko with a major new option. This was based off a suggestion by @MadScientist but has been substantially changed. @MadScientist, take +5 XP for the party.

Requirements: Int*1, Wit*1, Resolve*1, Composure*1; you must also level the Frozen Skein bloodline as though it were a skill (Int*2, Wit*2). Your CFS skill is capped at FS .

The user lowers themselves into the Frozen Skein to whatever level they feel is safe and then uses that analytical power to optimise their actions. This is extremely risky, and always carries consequences; the Mori Voice is relatively safe to touch if you can meditate your way into it and take your time with questions, but when you need to reach it quickly and demand answers on very short timescales your mind is without protection and will definitely take damage.

Roll CFS d100 against Xd100 where X is the number of dice you want to get.

If you win, you get Xd100 dice added to all your rolls until your next turn. You also get (X/5, round up) Mori Apathy dice (see below), meaning that your net bonus is 80% of X.

If you lose, you get Xd100 dice subtracted from all your rolls until your next turn, of which half are subsequently added as Mori Apathy dice.

The net bonus / malus dice will apply to your initiative on the following round but your initiative for the current round does not change. (NB: The initiative bonus is only applied once, despite the fact that CFS dice would benefit both TacMov and Awareness when used separately. +3 dice of CFS bonus gives you TacMov +3, Awareness +3, and next-round-initiative +3, not next-round-initiative +6.)

Mori Apathy dice function similar to wounds in that they are subtracted from every skill check -- e.g. if you have accumulated 3 Mori Apathy dice then you take a -3d100 penalty on all rolls until they clear.

Mori Apathy dice clear at the rate of 2 per 24 hours assuming the person is given adequate sleep, food, and a restful environment (i.e. no significant cognitive or physical demands). Ninja training, logistics, plan optimization, and the Chūnin Exams as a whole all qualify as "not a restful environment."

If you ever have more Mori Apathy dice than your CFS skill then you will slip into a coma and may die.

    • We have no intel on their activities since Pein's death, but we do know they have Summoners. We could send them a message through the Seventh Path and create a dialogue. There's very little risk in sending the message itself.
    • Best case scenario, we agree to pool power for the sake of world peace. At worst, we could still get some basic intel on what 'Akatsuki' is doing.
    • Of course, contacting the most hated missing-nin group in the EN might end poorly for us. Discuss whether we should do this aboveboard, covertly, or scrap this altogether.
      • If we do this aboveboard, Mari can convince Asuma to get Hiashi to go along with it.
    • We all have reason to hate Akatsuki, but if they're willing to work with Leaf for the sake of world peace, we'll just have to set that aside for the greater good. You know, like what Mist did.
  • How long do we have left until the next war?
Assess viability & difficulty of: Modifying Implosion Seals to leave air within 2 meters of the seal untouched.
  • In combat, erect a 1.5-meters Air Dome around yourself, and activate the seal. You're unhurt, the seal's intact; everyone else within 20 meters dies almost without warning, regardless of their numbers, skills, or defences.
  • If we could modify ISs to store calcium/meat instead of air, there'll be no need for Air Domes.
Both of these sections are eeking out a pretty big "Meh" for me at the moment.

I think we can already guesstimate the answers are in spitting distance of "Are you fucking crazy" and "Sounds kinda hard, don't think these are feasible soon." (though the radius thing might be doable), so I don't necessarily see why we're spitballing about them in particular. Worth a shot, I guess, but its not very interesting or helpful IMO as far as determining Next Move.

If we could exchange either of these sections for something more imminently doable and proactive I would probably vote. Personally, I'm leaning a bit towards faflec's plan ATM, since it has us actually do the sealing research that I'd prefer we get done. I think thats an easy add-on to your plan though @Noumero .
 
I would like to re-express, for the sake of clarity, my opinion that discussing contact with Akatsuki is a good idea. We stand nothing to lose by talking about it with Mari, even in the (in my judgement) unlikely scenario that she calls us crazy for thinking it, and we aren't strangers to discussing pie-in-the-sky longshots like that time we wanted to try and reverse-summon Naruto to safety.

The upper ranges of payout to contacting Akatsuki are astronomical. Even the middle ranges are strategically vital, and the lower ranges are a wash. No-one will be happy with the idea, of course, but my estimation of this world is that there's enough realpolitik in the Konoha leadership to know when to put aside petty enmity for the good of the country. And even if I'm wrong, I trust Mari to be savvy enough at the presentation that it won't come back to bite us. In short, there's nothing to lose and everything to gain.

The only thing about faflec's approach that I'd change is having the general strategy meeting with the rest of Team Uplift - they were there in the first rendition - and digressing to just Mari or Mari/Kagome for the Akatsuki contact.

Couldn't we use our own land for this? Isn't it near the marketplace and thus well-placed for this sort of thing?

Possibly not. That would send the message that these are "Gouketsu" organisations, rather than neutral organisations that Hazou is the founder and chairman of, which could drive away prospective members. In some of the planned organisations this is actually important.
