HAZOU: 14 and a half, actually.
This is weak evidence that Noburi's bloodline might be a problem when it comes to certain jutsu.
He can clearly do "Cast MegaWaterball!" just fine, but more complicated things like Shadow Clone, Summoning or that Vomit-A-New-Body no Jutsu thing that Orochimaru did might interact strangely here.
