My understanding was that she's retired from active jounin duties, i. e. combat/infiltration/etc. Not necessarily from politicking, which she seemed happy enough to do in Leaf.
If she wants the Hat (and more specifically, if she wants to keep the Hat and do a good job with it) she's going to have to unretire then. General politicking is one thing but the Hat requires more than just being good at talking. Ren fought at the BotG and she's barely a Chunin-level combatant; Mari's a full Jonin (elite, as she claims) so she'd be expected to be at least be at the fight. At the very least she'd be expected to do a lot of psychologically damning manipulations.

You mean with the Pangolin's Scales jutsu? Yes, indeed they would. We should definitely teach it to him asap.

Problem is that non-ablative armor is a pretty big deal, so he would only be able to use it in situations where there will be no survivors, or which are important enough to violate OPSEC. Although maybe we could sell it as part of the general "Naruto is bullshit" story.

The Clan Head for each clan is the one who executes the vote for his/her clan. Proxy votes per se are not allowed, meaning that you cannot delegate to an arbitrary person for a temporary period, but it's possible to authorize one additional person from the clan to be eligible to exercise the vote when the Clan Head is not available.

e.g. Jiraiya would not have been able to say "I'm going out of town until Tuesday, so I give my vote to Shikaku until I get home", but he could (and did) say "Mari is allowed to exercise my vote any time that I'm not in the room." This permission can be revoked or transferred to a new person, but that basically never happens.

Wasn't Mari able to vote when Asshat tried his shenanigans before, in spite of not being Jiraiya? Or is a proxy allowable if it's a clan member?
Technically speaking, that wasn't a council vote - that was Hiashi gathering a bunch of clan heads in a back room and trying to get support for him as Hokage in advance. Additionally, as mentioned above, Clan Heads can designate a specific right-hand clan member to cast a vote in their absence.

Hell no, holy hell no, and not really, respectively. In theory the Hokage is an absolute dictator and the Council is purely advisory. In practice, the clans control a large fraction of Leaf's economy and ⅔ of Leaf's ninja are from clans, so the clans have a lot of ways to make the Hokage's life difficult. The Hokage is typically the most physically powerful ninja in Leaf, so he can theoretically get away with the "do it or I kill you" approach, but actually following through on the threat will eventually cause a revolt and clans will start leaving Leaf.

Hey, there's a thought - does the name on a summoning scroll fade out when the summoner dies in this universe?
The Pangolin scroll has a long list of summoners' names on it, including that of Ui Isas.

Nope. Adoption must be consensual, and the dead cannot consent.

A few thoughts:
  • Jiraiya's already told us that he hasn't heard anything about a Great Library, IIRC. If he didn't know about it it wouldn't be in his notes even if it did exist somewhere.
  • I'm not sure what you mean by testing storage seals. Do you mean 7Path instant-logistics hax?
    • Is that also what you mean by testing chakra water?
  • The plan cache is mainly for short-term things, that we're trying to get done in the immediate future but couldn't fully agree on or fit in the plan. I'm actually also maintaining a collection of plan subsections in my Research/Side-project post, and if this is a 'should probably get done sometime this month or so' sort of task it might fit better there.

Yes, I mean testing storage seals for logistics hacks. Instant transportation of an arbitrarily large amount of goods in 100kg chunks is so good that I'm suspicious why no one has tried it. Maybe because s rank ninja can't commit to a schedule.

And yes, I want to see what happens to chakra water on the 7th path. Pouring a village's worth of chakra into a strike team is such bullshit, we have to see if it works.

Hmm? We don't need to advertise that Mari will continue to be retired even after she gets the hat. And once she does get the hat, Leaf will turn into an unstoppable military/technological/economic monster over the course of a year, assuming at least some of our ideas work out. Also, Naruto.

If swapping names is easy, that is a way around the s rank schedule problem. Get someone less busy to own the contract most of the time, then swap once the S ranker heads out, and quickly reforms contracts.

Yeah, I have to say it seems like it should have gone in the other direction. That is, "In theory" the Kage has all sorts of constraints on him from the Village founding because the clans insisted, and then in practice he accumulated more and more actual authority over the years because that's what a strong executive office does.

I assume nobody can sign the contract if the previous Summoner is still alive.
 
Once that a Summoner's contract is ended, it is definitive and he can't sign it again.
We heard this from the Pangolin Boss (forgot his name). BUT maybe he meant that he would kill her for signing it again, and not that it was impossible to sign it again.

I would expect that this is more propaganda than anything else. The Uchiha had actual political power with the police corps; everybody else would have just been advisory. The Uchiha and Senju probably just conquered everyone else and then told everyone that they were banding together for the Will of Fire™.

I mean, we still got Naruto. If we teach him all the Pangolin jutsu we have, then trade seals for more jutsu (both from Pangolins and Pangolin vassals, as well as from the Toads and maybe Snakes), he could get a pretty nice boost to his already ridiculous power. Just for the obvious: Pangolin's Scales could make the shadow clones survive significantly longer.

This probably wouldn't make us a true powerhouse, but it will do a lot to mitigate the problem.

I believe what @Noumero is suggesting is that we will be able to bootstrap Leaf to super power status once we control the hat. With increased economic out putt and sealtech weapons. Add on top of it that all of clan Gōketsu will probably be hitting S-rank very soon

Soon? I mean, with three empires pouring secrets in our ears we are going to get there faster than most, but I think we are years away even allowing a very generous shadow clone feedback loop.
