IIRC Mari treated Tsunade the same as all the other non-social spec people while she was depressed.Manipulations: It depends. Engaging in social combat with fellow social specialists and using manipulations to tear down innocents are two different things. If I recall correctly, Mari didn't have any issues with enjoying the former.

Technically speaking, that wasn't a council vote - that was Hiashi gathering a bunch of clan heads in a back room and trying to get support for him as Hokage in advance. Hell no, holy hell no, and not really, respectively. In theory the Hokage is an absolute dictator and the Council is purely advisory. In practice, the clans control a large fraction of Leaf's economy and ⅔ of Leaf's ninja are from clans, so the clans have a lot of ways to make the Hokage's life difficult. The Hokage is typically the most physically powerful ninja in Leaf, so he can theoretically get away with the "do it or I kill you" approach, but actually following through on the threat will eventually cause a revolt and clans will start leaving Leaf.Does the Council have the ability to officially veto decisions made by the Hokage? Does the Council have the ability to remove a (non-temporary) Hokage from office, other than by death? Or is it more of a give and take equilibrium with the the council just taking care of different stuff?

- Jiraiya's already told us that he hasn't heard anything about a Great Library, IIRC. If he didn't know about it it wouldn't be in his notes even if it did exist somewhere.
- I'm not sure what you mean by testing storage seals. Do you mean 7Path instant-logistics hax?
- Is that also what you mean by testing chakra water?
- The plan cache is mainly for short-term things, that we're trying to get done in the immediate future but couldn't fully agree on or fit in the plan. I'm actually also maintaining a collection of plan subsections in my Research/Side-project post, and if this is a 'should probably get done sometime this month or so' sort of task it might fit better there.

I assume nobody can sign the contract if the previous Summoner is still alive.I wonder if Keiko knows what happens if someone else signs it while she is alive. What happens to her contracts? What happens if a name is erased?
If swapping names is easy, that is a way around the s rank schedule problem. Get someone less busy to own the contract most of the time, then swap once the S ranker heads out, and quickly reforms contracts.

I mean, we still got Naruto. If we teach him all the Pangolin jutsu we have, then trade seals for more jutsu (both from Pangolins and Pangolin vassals, as well as from the Toads and maybe Snakes), he could get a pretty nice boost to his already ridiculous power.
