How did this happen? My understanding from Canon was that the village formed from clans banding together for mutual protection not to serve a dictator.
We typically don't feel super bound by canon!Naruto.

Theoretically a Kage has absolute power over everything in the village. In practice clans have a lot of power over various things in Konoha, from things like which missions their ninjas take to which civilian ventures they invest in, and probably a bunch of other stuff.

Suffice it to say that if a Kage was on the bad side of a clan they could make themselves a right nuisance for the Kage, and if you put a bunch of clans together they can join forces and turn from 'minor nuisance' into 'administration crisis'. Imagine if a full third of Konoha's ninjas start coordinating to make life difficult for the Tower.

Now, Kages tend to be some of the strongest ninjas in the village and they do have technical power, so it's not out of the question for the response to this to be 'fall in line or take a jutsu to the chest', and that's probably what Yagura did to be honest, but it's significantly easier and much stabler to just let the clans make decisions in certain domains. Especially since a village is in all likelihood too big for any one ninja to call all the shots for, so a Kage can retain all the authorities they need to defend the village by any means necessary while letting the clans focus on other aspects like economic policy and education and whatnot.

(That last paragraph ventured more into speculation about how I think such a society would function more than confident statements derived from direct textual evidence, but I feel confident enough that it more or less matches the QM's thought processes when they were worldbuilding the EN)

I mean, we still got Naruto. If we teach him all the Pangolin jutsu we have, then trade seals for more jutsu (both from Pangolins and Pangolin vassals, as well as from the Toads and maybe Snakes), he could get a pretty nice boost to his already ridiculous power. Just for the obvious: Pangolin's Scales could make the shadow clones survive significantly longer.

This probably wouldn't make us a true powerhouse, but it will do a lot to mitigate the problem.
By Pangolin's Scales, do you mean the Pangolin Conditioning jutsu(PCJ) or the Ghost Scales (GS) jutsu? They both provide ablative armor, the difference being that PCJ can be kept up almost indefinitely but has a 10-minute meditation casting requirement while GS can be cast in combat and provides a Taijutsu bonus but has a short duration.

I'm not. In fact, convincing Tsunade to make a bid seems easier than getting Mari elected by an order of magnitude. And both of those seem harder than getting Asuma the hat.

Yeah, I have to say it seems like it should have gone in the other direction. That is, "In theory" the Kage has all sorts of constraints on him from the Village founding because the clans insisted, and then in practice he accumulated more and more actual authority over the years because that's what a strong executive office does.

On the other hand, the extreme stratification of ninja combat power favors strong leaders. Leaf wasn't really founded by clans coming together, it was founded by Hashirama and Madara being powerful enough to do whatever they wanted. Mist wasn't founded by clans banding together, it was founded by a pirate king by force of conquest. Wouldn't be surprised if other villages sport similar lineages. And what we see is what we should expect from that kind of founding mythos. I wouldn't be surprised if the Third actually had less practical authority over Leaf than Hashirama did in his heyday.
 
I believe what @Noumero is suggesting is that we will be able to bootstrap Leaf to super power status once we control the hat. With increased economic out putt and sealtech weapons. Add on top of it that all of clan Gōketsu will probably be hitting S-rank very soon

I don't get why we'd have increased economic output. Not being snide, I must have missed that plot thread. As far as I know we are getting a modest clan income from selling weapons to the nazi analogs on the seventh path, and we are using some of that to get genin to help out civilians a bit. Aside from the fact that the summon world has a lot of gold and slaves to dig it up, I don't see any reason our economy would be stronger than it was, say, 5 years ago.

I also don't see why we would expect to hit S-rank ever, and certainly not in short order. I'm kind of dubious that we might even hit Jonin rank, actually.

Like, the last time our whole band, together, with an NPC helping, fought a Jonin she killed our squad leader without trying hard and the rest of us only lived so she could send a snarky message to our bosses.
We trained with Gai once (who is not S-rank, just a jonin), and it was so one sided the QM's montaged it, just us getting pummeled over and over.

The only fighting technique we have that is unique is our deception based fighting style that I honestly think hasn't been used for half the thread.

I guess that's all in the past, maybe we are fiercer now, but I think it has been less than a week since Noburi fought Hinata (who is weaker than Neji, who is weaker than Hiashi, who is weaker than an S rank), and he got utterly chumped. The idea that he is going to be S-rank in the near term strikes me as just, like, I don't even understand why it would be plausible. It feels like saying Iruka is about to be a Kage.

My basic read on 'powerhouse' status is that the villages are:

Villages that still have their Jinchuuriki > Leaf (we are just like the other villages minus half our Jonin but plus more Seal Scrolls than I think anyone else has) > Mist. (no Kage, no tailed beast, no Seal Scrolls we know of, big jonin losses)

Akatsuki is the spoiler. Each of them is a big factor, and if they all work together they are kingmaker in the coming war.

Another spoiler is that our aunt has the eyes from the leader of Akatsuki. If she gets the 'raise the dead' jutsu working it would of course be checkmate for everyone else in short order, but it isn't entirely clear how feasible that is.

My hope for us becoming a powerhouse would be that Inoue is heading off to make friends with an ex-Akatsuki member, or that there are synergies from one village having a half dozen summon scrolls that weren't obvious in the past.

Nahh we are about to have a huge powerjump. The whole team will have summon contracts. Then we will raid all 3 summon clans for sure everything they know. This will include sage mode. On top of that we will be getting more xp with shadow clones. Finally we have all of Jiraiya's seals.

1) Increased economic output comes from our subsidization of farm related jobs for ninja. If we have freedom to act, we can further increase growth in our economy in other way such as patronizing craftsmen to invent machine for better harvesting or using seals to do the same. This is a slow process that could be readily be sped up through bigger subsidies.
2) The Pangolins aren't nazi analogue. They're more typical of empires throughout history. That being said, our income from Pangolin gold isn't what you could say 'modest'. It literally save our clan, allow payment on the expensive clan compound(which is not a single house), and fund missions to find Naruto. Now we can allocate "hunting for Naruto" to other aspect of the economy.
3) We can use summon world for instant logistics and diplomacy, greatly increasing trade.

And while it's true that Kages don't always retain such control and instead delegate aspects away, and that the Clans are themselves powerful and a check against the Kage, at the core of the concept of Kage is that They Are In Charge and all chains of authority lead irrevocably to the Kage.

You could imagine the King being de facto subordinate to the nobility or to the church or strong enough to keep the other factions on a leash, and all-in-all the descriptor 'King' doesn't actually tell you all that much about their level of control. 'Dictator', though, gives a clear impression of the one guy who holds total authority over their domain with the ability to make any command they so choose and expect it to be fulfilled.

Yeah, if you're a ninja and you don't like your Kage (or even worse your Kage doesn't like you) you're basically fucked.
Can't leave because you'll be marked a missing nin and killed.
Can't kill the Kage because they are almost always going to be stronger/more connected than you.
Can't try to hinder them politically because they can send you on suicide missions if need be.

The only real avenue of escape is to go rouge and live like a hermit hoping you weren't important enough to warrant sufficient interest in killing you (this is what I presume Kagome did).

The magic of summoning is that it allows instant transportation of goods from one clan to another, and from there, to the real world, via the summoner and the magic of storage seals. If we happen to make nice with a summoner in Mist, for instance, we could massively expedite trade between the nations of Mist and Leaf to the Goketsu's (and the Mist summoner's) enrichment. Furthermore, we can massively improve logistics of trade between the summon clans we have in our possession: Toad and Pangolin currently, possibly Snake in the future.
Can't leave because you'll be marked a missing nin and killed.

The Clan Head for each clan is the one who executes the vote for his/her clan. Proxy votes per se are not allowed, meaning that you cannot delegate to an arbitrary person for a temporary period, but it's possible to authorize one additional person from the clan to be eligible to exercise the vote when the Clan Head is not available.

e.g. Jiraiya would not have been able to say "I'm going out of town until Tuesday, so I give my vote to Shikaku until I get home", but he could (and did) say "Mari is allowed to exercise my vote any time that I'm not in the room." This permission can be revoked or transferred to a new person, but that basically never happens.


Technically speaking, that wasn't a council vote - that was Hiashi gathering a bunch of clan heads in a back room and trying to get support for him as Hokage in advance. Additionally, as mentioned above, Clan Heads can designate a specific right-hand clan member to cast a vote in their absence.

Hell no, holy hell no, and not really, respectively. In theory the Hokage is an absolute dictator and the Council is purely advisory. In practice, the clans control a large fraction of Leaf's economy and ⅔ of Leaf's ninja are from clans, so the clans have a lot of ways to make the Hokage's life difficult. The Hokage is typically the most physically powerful ninja in Leaf, so he can theoretically get away with the "do it or I kill you" approach, but actually following through on the threat will eventually cause a revolt and clans will start leaving Leaf.


The Pangolin scroll has a long list of summoners' names on it, including that of Ui Isas.

I was thinking of the second. But both of them works too, if there's time to preemptively summon a bunch of clones and have them meditate. The malus to athletics and (something I forgot) could be a problem, though. Maybe it's worth for having clones that take three hits to disappear.

Speaking of the Conditioning Jutsu, couldn't it help Naruto regain his lost muscle mass? We should probably bring that up sometime.
 
I see no problem with this.

Mari obtaining 4ish votes from the Neutralish block allows us some serious leverage over Team ISC + Asuma. We can likely sweeten the deal for ourselves by getting Mari to support Asuma and then throwing our bloc's votes his way as well.

The fundamental problem I have right now is that the left hand doesn't know what the right is doing. Mari isn't coordinating with us, and as such we have a very real risk of fucking things up for her or her fucking things up for us.

... unless... she might be going out of her way to give us plausible deniability, in which case she's probably doing something fucking shady even by ninja standards.

Eh, she's probably remembering all of Hazou's OPSEC fuckups and responding accordingly. Probably already told Keiko and Noburi, and told them to keep Hazou out of trouble.
