Why would we want Sarutobi to have the hat? Even chouza would be better for us than that. We're the ones with the votes and the resources to flip more; we get to pick who the coalition ticket is. If Asuma wants to become Hokage, he'd better be willing to meet our demands, probably starting with the snake scroll and moving on from there.

Chouza won't vote for himself and Asuma might be more able to grab swing votes since he's less in deep with our faction (Chouza being part of ISC, and Shikamaru is marrying us).

I foresee two problems. One, I'm not sure Mari can really hold it together 24/7/365 in the way she'd need to to pull that off without a disastrous breakdown. Two, I think being originally from another village would be a deal breaker for a significant number of people on the council, and the vote is too tight to lose any potential votes to anything avoidable.

Also, she might not want it. She'd probably think she's too evil to deserve it, and might be self aware enough to question whether she could handle it.

What makes you believe that Asuma would be hostile to Goketsu? He's a warm, kind, competent man from all reports, and seemed friendly to the team in the very limited interactions we know of. He's also not associated with Hiashi.

In any event, keep in mind that it's going to be a huge effort getting anyone but Hiashi elected. We're not going to be able to make much in the way of demands of potential candidates because we need to unite everyone who might possibly vote for someone who isn't Hiashi behind one ticket. We can't afford to walk away from a viable candidate because they won't give us the snake contract or whatever else you might want.

And as we all know, cats love the Uchiha.

Tsunade isn't remotely interested (Chapter 262), Naruto isn't in good enough shape for it and won't be for a while (Chapter 263), and according to Tsunade Mari has been campaigning for Hokage (Chapter 262).

Just so we're all on the same page: If the vote is to continue the plan then there will only be one XP award for the whole plan, and it's going to have the +0 bonus for being 399 words.

If you choose to vote in a substantially different plan then that's cool, but it does need to be clearly and substantially different. If it's basically just part of the previous plan, even with some slight expansion, I'm going to consider that the same plan.
 
On the contrary, there's a lot of stuff that can only happen during downtime. How does Hazō know anything about Leaf that hasn't been shown onscreen, for example? How does Hazō maintain his relationships with his family members? Where does he find time to make sure his combat skills don't deteriorate from disuse?
Protagonists don't do those things, silly.
