Noburi's build!

Now that he has Surging Seas, he's ready to bring a 10-stat up to level 20!

Personally, I'm thinking Deceit. It's important for general opsec, it's important in general, and it's already at level 19.

However, there is an argument to be made for his other social stats. With the pyramid Noburi currently has, he could raise Intimidation could be raised from 10 (effective 15) to 20, or even through that and straight to 25 (for an effective 30)!

Or, if we want to focus on Noburi's fighting power, we could raise one of his water jutsu. They're all halfcost up to level 50. Surging Seas is solid, and we've already mused about raising it to a 30-slot or 40-slot.

Hazou's Alertness is 33. This means any chuunin Pangolin is going before him just like all the Hyenas were going before him, as he was last in the turn order and some of them were genin iirc. What this means is the Pangolin gets a free cheap shot. Hazou's Athletics are 40 with Iron Nerve bonus. Yes, then there are the dice and Aspects etc, but we can expect the enemy to have them too and basically cancel out in the first round.

Example Opponent that we are provoking
Preface : Let us assume the upper bound for the power level of the combatant we could realistically face - a Capstone Skill Level 60 Pangolin with a seventh path copy of a solid jutsu like Water Dragon Bullet as said capstone. This would make them a weak Special Jounin or an elite chuunin depending on the rest of their combat stats. Of course we could also choose a melee specialist - after all Pangolins have Weapons : 2 innately from their claws, but I want to keep the modifiers simple, and ninjutsu tends to be weaker than MW / Taijutsu at fighting single targets regardless, so killing one with it in one round should only be easier, not harder.

Water Dragon Bullet hits AB times, or seven in this case.

Hit 1 :
Pangolin (WDB) : 60 + 7 (Jutsu AB) = 67 + ?? (dice)
Hazou (Athletics) : 40 + 5 (Boost) + 10 (Substitution 20) = 55 + ?? (dice)
Hazou takes 4 Stress, leaving him with a Mild and 2/3 Stress Track. He also spent a Supplemental.

Hit 2 :
Pangolin (WDB) : 60 + 7 (Jutsu AB) = 67 + ?? (dice)
Hazou (Athletics) : 40 + 5 (Boost) + 10 (Substitution 20) - 5 (Mild Consequence) = 50
Hazou takes 6 Stress, leaving him with a Mild, Medium and a Severe and 1/3 Stress Track. He is now out of Supplementals.

Hit 3 :
Pangolin (WDB) : 60 + 7 (Jutsu AB = 67 + ?? (dice)
Hazou (Athletics) : 40 + 5 (Boost) + 10 (Substitution 20) - 5 (Mild) - 5 (Medium) - 5 (Severe) = 40
Hazou takes 9 Stress, leaving him at 10/3 Stress Track with no more Consequences to soak for. Hazou dies.

Hazou dies to massive overkill on the 3rd of the 7 dragons of the SJ tier jutsu. Or the 2nd even, with slightly below average dice rolls.
This was just a Skill Level 60 combatant casually killing Hazou with 30% of his jutsu - he could kill 2 more Hazous with his one turn, and seriously injure another. I hope this demonstrates just how horribly outclassed Hazou is in a serious 1v1 fight against a combat Special Jounin and why his seals and whatnot do not matter one bit in such an encounter.

Do. Not. Take. Any. Duels. Before. We. Stop. Being. A. Genin. In. Combat.

Oh and by the way, Team Uplift could have been playing around at this power level by now if we didn't focus on skills with zero combat utility like we did. Heck, Akane was almost there already despite her long FOOM detours and Fire flavor skill wasted XP. At least if she didn't spend her first turn of combat casting Flame Aura, which is a terrible idea.
Unless I've misunderstood badly, the rules say that the Water Dragon Bullet can hit a given target once per Jutsu activation(not 7 times). The dragon can try to hit a target multiple times for a more chances to hit, but once one hits, the rest are ignored.

Also, calculating that Hazou loses if he doesn't use seals like rocket boost is not a very strong argument that "seals don't matter one bit". Admittedly, rocket boots might have a bad matchup against WDB specifically, as I suspect they only apply to the first dodge. (although, I wonder if you could substitute or rocket-dodge into melee range with the caster so you would both get hit?)

It might be that you don't have as strong grasp on the mechanics as you assume. That's fine. I know that my grasp is pretty weak.
I'm handling this by listening when people correct me, asking questions when I don't understand, and when someone says something that I'm not sure is wise, asking polite questions to make sure I understand their thinking.
So far this is working very well for me.

I want to make a play for sage mode asap for Noburi. So my plan is deceit to 20, resolve to 30 and then physique to 40. After that I'd like to focus on getting his awareness and athletics up to 49 before we work on anything else

I would be really surprised if Sage Mode only needed Physique 40 (Chuunin Level). I find 60 a far more likely goal for an S-rank shiny like that, but Physique is quite a good stat to have anyway so I'm all for rising it and he will eventually need that regardless.

Upon graduation to specJ, take a handful of sealing research A ranks. We don't need the money with our new gemstone sales, but the reputational gains will be useful.

IIRC there are conflicting WoGs about research missions. @eaglejarl @Velorien @Paperclipped, is what Asuma said in the most recent update confirmed WoG?

IIRC when Noburi asked the Toad Sages about it they said Noburi was far too flimsy to do the training and that Jiriaya was much buffer when he went through it. I can't recall if they mentioned any other requirements, but basically all we have to go on is those off-hand comments from the Toad Sages. When we feel like we're ready we'll likely go ask them again and see if there's yet more we need to do.

They mentioned Jiraiya needed to be buff and get bigger reserves, which likely translates to Physique and CR. However, there may also be a soft requirement of getting higher Rapport to get the Sages to share in the first place.

Notably Noburi might be unable to get Sage Mode at all due to the peculiarities of his Bloodline, not without some biosealing to help him along anyway. If Sage Mode requires highly developed chakra coils then he is kinda doomed on that front.
