Am a bit confused why you don't want to talk to Shino, but I see a trade deal plan and I vote for it.

Mostly because I worry that bringing up lenses trade deal while presenting a ES50-quality lenses will come across as threatening/intimidating. Hinata already thought that Hazou was trying to strong-arm Shino into agreeing with him, and although Shino saw Hazou's good intentions, I worry that repeating the same thing (scarily-useful prototypes + Uplift suggestion) would strain Shino's goodwill... or worse, cause Shino to reconsider Hinata's theory.
 
All these distances and times are approximate. From the gates of Leaf, the attacker's entry point is slightly farther than the place where Akane's team had their encounter, but not by much.
So, is it slightly more than four hours away then?
HDK their reserves and regeneration rates. If they went slowly, he thinks it more likely because they didn't want to be caught or they were looking for a trail.
My understanding is that neither of those are significant factors in now far and long a team of ninja can travel cross-country.

I'm asking all these question because they give really useful information about the state of the attackers when they attacked the perimeter, and also how far they could have been stationed away from their entry/egress points while still being able to complete the mission in the given timespawn.

Oro should be way higher.
Notice the tag and the invoke on that roll, I wouldn't call that casually crushing Resolve 59. With good rolling, and no tags or invokes a 59 beats it. With a single tag, and mediocre rolling, 59 wins.
RE: Orochimaru's intimidate: Hazo has 12 TYS points. Oro probably has at least as many(participating in his work gave us our 11th point, I think). that's at least a +12 to intimidate. it's unclear to me if TYS also resists intimidate, or how Forged in Fire interacts with this
QMs have said that 12 TYS is hilariously traumatized, and that Hazou might be catatonic if he wasn't piloted by the hivemind.

Oro is probably in the 10-12 range. Enough to turn him from a friendly doctor into the abomination he is now. Although, I wouldn't be shocked if he had 15 TYS. I would be surprised if he had 20.

Can we make it explicit that Hazou doesn't want to waste the Condor's life since the threat of the Dragons is so dire? Maybe talk about the inspiring bravery of the Hornet clan. "Can you live up to their hype?" Sorta deal.

We also have a habit of sentencing people to fates worse than death (Haru) maybe have Kei talk about Hazou's "legendary mercy"?

    • Leave provocative comments to Hazou, Noburi would just piss off Toads. Kei can remain impartial, up to her.
    • Where appropriate, if trio signs consensus agreement, have trio try to rope the crowd into supporting them.
    • Should 'Oathbreaker' arguments occur, rebuttal by reminding them they told Hazou they were defending themselves from Condors, but their behavior isn't self defense.
  • Confrontation
    • Audibly ask Kei about Bonds of Civilization.
      • They aren't cut or damaged. Pangolins assert that Condors are weak, so "obviously" the Condor couldn't have escaped on their own.
        • The question is, did that Pangolin fail to tie them up because of malice or incompetence? (Speculate between each other.)
          • This execution is clearly attempting to cover up poor Pangolin discipline.
    • Pangolins declared responsibility for Condors. Hazou was the attacked party. Therefore, Hazou was endangered by Pangolins due to poor discipline/malice, and they owe him.

I added the first one, see what you think. I'm not really sure where you're going with the second one, are we trying to impress the Pangolins? It seems like that would just make the other Clans dislike Hazou again to me... Provide an example maybe?

If we're not using MARS (which we want to remain a secret weapon) then we will need to activate debuffs one at a time. That probably means only activating one debuff per round so we can save a Supplemental Action to use Substitution on our dodge. But yes, as Pangolins don't have Substitute, they cannot use it on their dodge. Of course, maybe they'll have something else. The Hyenas didn't seem to, but others might.
I actually think our sonics are the bigger infobleed, not MARS. 7th pathians know nothing of sealing, except maybe a few that work very heavily with human summoners, if those summoners use and explain seals in detail. activating just 2 seals at once would be unremarkable, or assumed to be a stunt("activate an extra seal per turn"). We aren't activating a squad's worth of combat seals, just 2. The sonics are much easier to notice, and to prepare counters to.
Do I think sonics are a bad plan, and/or MARS is a good plan? dunno. just pointing this out.

Not acidshill, but for me, I would like to see this Hidan plotline play out at the very least. That's what I'm most interested at this point. In addition to that, I'd like to get Mareo to Leaf.

Thank you for reminding when Hinata saved Kei. that's a great include. I prefer to include the Shino thing also, and encourage @faflec to add the Hinata bit to their plan, as it seems like a strict improvement, and lets me vote for thanking Hinata while still keeping the Shino meeting.

Personally I don't care about the 7th Path denizens knowing about our seals, I'm more concerned about that info getting back to other human Summoners. The banshees are already well known on the human path - Leaf uses them as signals. Other villages may have them too, I don't actually know where they come from...

My hope is that sharing Yamanaka Stability Jutsu with him, as well as Yamanaka/genjutsu techniques can keep him pacified, but it's true that this should really be further discussed. Regardless of what we want, Asuma may not even approve it at all unless we can provide a compelling argument.

Yes - he continues to spend most of his time in Bear but shows up for dinner and mentors Honoka sometimes so she can eventually take her rightful place as Hokage.
 
Resolve 77 (which is personally my preferred stopping point for FOOM rather than 70 which isn't a proper FOOM step anyways) should keep up with Oro's Intimidation on its own, but even if it doesn't, each invoke is a +8. We can probably also nab some social stunts by then. We should be essentially immune to Intimidation.

It kinda occurred to me that if we visit Shino and Hinata in short succession, they may put two and two together and guess that whatever Hazou's doing to make the gems is also what he's doing to make the lenses. Granted, they might figure that out anyways, but I also like the Hinata scene better here.

True, but earth element ninja aren't really common in Leaf anyway, so it's not that dangerous. And it would be nice to have more reliable allies.
I more just figure that we could stand to have the Hinata and Shino conversations somewhat apart from each other, so they're less likely to guess that both advancements came from the same innovation. Going to Shino and asking if this new material opens up any options is a good thing for us to get around to sooner or later, I still feel.

So I'm dumb, but I'm assuming the subtext here is that Pantsa needs Hazou here as a political prop? I'm speculating that the Pangolins are overstretched as a whole and that the more extremist elements haven't eased off of their religious ideology after the SkyTower deal went south, ultimately leading to the harsh integration measures and the execution Kei had to prevent. Pantsa needs Hazou to blame for the deteriorating situation but not so much that he looks weak. Maybe he actually needs us to speak on the Dragons to redirect the focus of the empire?

From what we've seen of Pantsa, I'm not too sure he'd have placed that Condor anywhere near Hazou or ordered them carted off to be executed in front of so many foreigners. Seems too savvy if he entertained Kei's proposal of being his assassin. I'd expect more subtle measures but speaking out against such practices or views or even curtailing them might not be as easy as we think.

Wish I had thought of this earlier, but no spoons. Anyway, I say all of that to ask you to consider the following addition.
  • Ask Kei to setup a backchannel with Pantsa.
