Does Noburi need an extra 10 for the 50?
Not for the 50-slot, no. But after Medknow 50, our plan was to work towards getting Mednin 40, which is what Noburi needs the additional 10-stat for.

Surging Seas is a solid jutsu (honestly, it could be raised as high as 30, imo) and a good choice, and not only because it's a halfcost pyramid filler.

This really shouldn't be the plan moving forward. It made sense when he potentially had a potential apprenticeship with Tsunade. Add in Akane's death and we can't really afford to keep on the bench. We should raise physique to potentially get sage mode after that should get back to pushing up his core combat stats

EDIT: what, specificaly does Hazo admire about Hinata, besides being open-minded relative to her upbringing? (which is pretty backhanded/insulting to her family, who she likes)
This feels like something that she might ask, and Hazo might foot-in-mouth, unless we specify something else we admire about her.

We probably shouldn't be working on this if the test for spec jounin is in 2 days. I would suggest you cut it out and have Hazou focus on that

Why would Hazou admire Hinata? Is it because she's relatively forward thinking compared to the baseline Hyuga? Has she moved the Hyuga forward?
That's fine if so, just wanted to make sure we have a reason to say that and it's not empty flattery or anything.

For Ino, has Hazou already grieved with her over Akane? I think there was a scene like that, just wanted to double-check (ex. so that it doesn't come across as ignoring an elephant in the room).

    • Should 'Oathbreaker' arguments occur, rebuttal by reminding them they told Hazou they were defending themselves from Condors, but their behavior isn't self defense.
  • Confrontation
    • Audibly ask Kei about Bonds of Civilization.
      • They aren't cut or damaged. Pangolins assert that Condors are weak, so "obviously" the Condor couldn't have escaped on their own.
        • The question is, did that Pangolin fail to tie them up because of malice or incompetence? (Speculate between each other.)
          • This execution is clearly attempting to cover up poor Pangolin discipline.
    • Pangolins declared responsibility for Condors. Hazou was the attacked party. Therefore, Hazou was endangered by Pangolins due to poor discipline/malice, and they owe him.
      • Executing Condors doesn't repay him. As the wronged party he demands compensation by claiming ownership of the Condor's life. Pangolins see vermin, Hazou sees brave soldiers ready to fight for their world. Hornets understood the value of every life when we slayed the Dragon.
    • If Pangolins won't budge, insult them and challenge the one who tied up the Condor to a duel for the Condor's life.
  • Duel
    • Flaunt seals, win quickly and efficiently.
      • Don't use MARS
      • Activate Banshee Slayers before dueling
      • Manually activate earbuster
      • Attack with goo bombs.
      • Manually activate additional debuffs as needed.
  • Condor
    • As new "lord", send them to Arachnid in preparation for Conclave facing the Dragons. Rest in Dog on the way.

    • Note that the Pangolins don't wear the Bonds. Are the Condors more civilized than them?
    • The Pangolins have repeatedly asserted that the Condors are weak and love the guidance that the Pangolins have brought them, so obviously the Condor could not have broken free, nor would they choose to. This is why Hazou had no reason to think he was even being attacked, so punishing them for 'fighting' seems absurd. Hazou was never in danger and the Condor didn't fight anyone, unless you count someone else tackling them.
    • Assert that the Bonds were tied poorly and came loose.
      • What does that signify about the civilization? It seems like whoever did the tying would be far more embarrassing to that civilization than a Condor whose tie slipped off their leg.
      • Perhaps they should instead punish the one who tied the knot with the same penalty, if they don't care about upholding their civilization.
    • Determine who tied up the Condor and imply they weaken their civilization more than any Condor who lost their bonds.
      • Goad them into dueling Hazou to prove their strength, winning the Condor's life if Hazou wins.
  • Duel
    • Flaunt seals, win quickly and efficiently.
      • Don't use MARS, but manually activate flash seals and pangolin pepper macerators, then throw a goo bomb.
I note that our combat stats are lagging, and demonstrating that to the assembled clans won't be great for our rep. Are you sure that we can win this? If not, can you make goading them into an honor duel a last resort?

The plan calls for using pangolin peppers. on pangolins. I rather suspect the pangolis may have higher tolerance to pangolin peppers than humans. I have no idea how much more, but might not want to risk it.

While I would like you to speak to both these points, they are ultimately quibbles, and I like this plan a lot. Thank you for putting it together.

EDIT: Defer to Kei as the senior Pangoli representative present? This gives us easy reason to ignore the shit out of the actual pangolin if he tries to object, or control the narrative, or interrupt in any way.
This lets us list our objections at a Pangolin rep(Kei), with her as a co-operative audience, then let her back off on the Pangolin's behalf. If/when the pangolin objects, he's arguably doing so against his superior, and Kei can intimidate/duel him. I have the impression that her combat stats are better than ours right now, and it seems like the whole affair has less political risk.

(IIRC Kei is answerable only to the Pangolin Boss.)

Might it be worth upping Calligraphy before our sealing exam? He has 40eff43 right now, and 80xp (so presumably we'll get enough xp tomorrow-IC to buy two more levels instead of one).
