Get ideas approved by the clan first.
- Work together to get Asuma elected, if he agree. Get KEI ninja and the clans behind him. Get the MC or civilian leadership to stand with the ninja. Present a united front to Rock and increase village cohesion. Help and assistance are accepted, but Leaf remains Leaf.
- Hijack Rock's presumed proposed narrative for our own purpose:
- Blame the attack on Akatsuki, or a made-up terrorist organization. Regain the initiative to Leaf's favor.
- Use it to form Ninja UN(An organization for discussing peace and cooperation) and send ambassadors.
- May be necessary to cooperate with Akatsuki behind the scene?
- Are people still living in tent on the estate? Fix that.

That way you wouldn't feel the need to cleave to player plans as much (and in exchange we get information we wouldn't otherwise ), and you could write worldbuilding details we wouldn't otherwise get to see.
I don't think this is so much a plan as a policy statement for players to discuss amongst themselves. There are no implementation details for the QMs to write.Making a real plan. Increase nationalism while being grateful for assistance. Also hijack Rock for our own purpose.
