What makes you so sure the other clans would be so upset about it? You seem very firm on that but I can't recall anything we've seen in text to support it. They'll absolutely get upset about the stuff that was mentioned that would get around the limit entirely, and rightfully so, but this is within both the letter and spirit of the rules. Uzumaki is an independent clan, and everyone will expect that they'll have to adopt to survive. And the two adoptions per year per clan limit is there to keep the numbers low enough that they're not a threat to the economics or military of other clans. I just don't see one adoption starting a conflict.Clear communication: I understand where you are coming from, in fact I had the same idea when I first read about the 2/year ruling. However, from my perspective other clans wouldn't be willing to let this slide. Largely, this is due to Uzumaki already barely hanging onto being a clan, and ceasing being a clan when he joins us. I had a thought writing that. What if Naruto adopts someone he likes, makes them clan head, then jumps ship to the Gouketsu.
Even better, what if he does this to Lee. Uzumaki Lee, Turtle Summoner, ally of the Gouketsu.

That would be how they'd react to an attempt to go around the rules to adopt large numbers of people, but Uzumaki adopting someone is a drastic difference in both degree and kind. It isn't even remotely the same sort of thing that Hazou had to shut down, and the clans really wouldn't have any good reason to object much less a reason strong enough to be worth a fight over. The income loss is so small it would be unnoticeable, and it wouldn't make a significant difference in power comparison either. Wheel on a spoke, wheel is free moving and above the ground.
There are two storage seals at opposite ends of the wheel, each at the bottom of an angled bucket connected to the wheel that can contain a boulder of X size through a descent of 1/2 rotation of the wheel.
There is an LBF/Tripwire seal connecting the two seals, set to trigger them to seal/unseal simultaneously when an item crosses the line between them.
The wheel has a piece that juts out enough to cross the line and trigger the LBF/Tripwire seal and trigger the sealing/unsealing. The placement of the piece would trigger the sealing/unsealing shortly after the buckets reach apex/nadir.
Bucket at top contains a boulder, it rotates the wheel as the weight causes the bucket to descend, converting potential energy into kinetic energy, moments after nadir the LBF/Tripwire Seal is triggered, storing the boulder (which may actually be enough to get the empty bucket to complete the rotation, if someone wants to crunch the numbers). Simultaneously, the other Storage Seal unstores the boulder into the bucket near the apex, restarting the cycle.
Harvest as much energy as you desire from the rotational energy as long as there's still enough to complete the rotation.
Infinite millstone, bellows, buzzsaw, etc.
This is also not something Hazou couldn't think of based on his current knowledge and experiences (especially with the recent till 'n fill missions). As for why no one has thought of it - well, as clearly and repeatedly stated, most ninja really don't care about helping civilians and fewer would be both inclined and have storage seals they're willing to use for that purpose - especially since some experimentation and fabrication would be required to get it right. Fewer would have access to LBF/Tripwire Seals (I don't think Hazou can make them yet?). Fewer would think of using them outside their most common purpose: connected to Explosive Seals as traps.
It's low hanging fruit that Hazou is in the right position to recognize but few others would have been.
I'm honestly surprised no one has thought of this yet in thread, though I may have missed it at some point, in which case I apologize to whomever first proposed it.
Also: longtime lurker (since about Chapter 9), created an account just to post this. My professional skillset isn't the best match for this quest so further participation is uncertain, at best. That being said, the first and arguably greatest barrier to participation has been overcome.

Naruto already intends to join the Gouketsu, him adopting people then immediately heading over is flagrantly ignoring the 2/year for the Gouketsu.
People won't see it as Uzumaki getting +2 then Gouketsu getting +3, they'll just see Gouketsu getting +3.
I recognize that the math doesn't actually change for anyone comparing having the two extra in uzumaki vs gouketsu, and ISC would probably realize that as well. The problem is that this could be spun into us ignoring leaf law. It doesn't matter if its a lie if it sticks in the court of public opinion.

Point of information: It might be worth it for the playerbase to consider how tightly y'all want to schedule time. On the one hand, there's a lot going on and you need to do as much as possible. On the other hand, I wrote the entire scene of Mari bringing over the deal with the Uchiha for Hazō's signature...and then realized I couldn't do it because it would have required timeskipping a bit and I didn't want to (a) have the timeline get wibbly again or (b) get griped at for having Hazō 'stare at the wall instead of doing anything useful'.
For the record, that scene is sitting in the bank waiting for time to advance enough that it can reasonably be slotted in, but it could end up being invalidated by later player actions. In which case it will stay in the bank and get used as an 'AU omake interlude' update the next time @Velorien or I are too exhausted to write and @OliWhail isn't available. Still, it would have been nice to be able to deploy it and let y'all chew on whether you wanted to take the deal or not. Personally, I'm looking forward to that -- the terms of the deal are all kinds of fun.
In coding terms, the current seal has a "/end" function which turns the beam off and requires reactivation, the research would be to remove it.
One possibility to keep in mind is that maintaining and firing the tripwire requires user supplied power, which is why the seal needs to be reinfused after use. It isn't necessarily the reason it works that way, but if it is then research probably won't fix the problem. At best we might be able to do something like build in a big reservoir for the seal to draw on so it lasts a few days of continuous use or something.
On the other hand if seals can draw on nature chakra for power once they're manually activated then maybe it's just a design issue that can be overcome.
Seals must be able to hold onto infused chakra until they activate somehow, otherwise lots of known designs wouldn't work.

Ah, thanks.Lesser Barrier Formation does not need reinfused after use. It needs to be reactivated after use, and works somewhere between 9 and 12 times before burning out, IIRC.
Perhaps the chakra burns out the seal over reactivations and it self-inactivates itself after a certain number of activations to prevent Worse Things from happening.Ah, thanks.
Sounds like it's just made with a manual reactivation trigger because that's what makes sense for booby traps and that part could probably be changed. I wonder what is failing after the 9 to 12 uses.
