Would we even be able to do this? We havent met Naruto yet (DO NOT MESS WITH TIME).

The plan to try and walk in and take the physical scroll. It might be more useful to actually phrase it as looking at multiple avenues if it's not too many words, but getting an idea of how feasible it is to walk up to the Tower and demand the scroll will let us know if it's worth investigating further/going for it, or if we should drop it. If we don't do this, I expect the next few votes to also involve trying to do this in an unprepared fashion.

Personally: I have zero doubt that all of the NPCs in the clan will deride this as a high-risk(though that is debatable) high-reward maneuver. This was never really in question.

Yeah, but there's "high-risk, high-reward" and then there's "that fundamentally cannot work, the ANBU will just say no, there's no question". I think it's pretty important to figure out which - and besides, this gives them a chance to have some input and refine the plan instead of going off half-cocked.

Though if we're adopting new people into our clan, we may need to consider giving those new members the snake/toad scroll.

To clear the air, because I suspect there is a meta-concern along the lines of "If we do not explicitly get NPC confirmation this is unlikely to work, people will vote for it anyway" present:

In the event that @faflec 's plan wins (so: barring an unlikely amount of support in the next 20 hours, with absolute certainty) I'm going to heavily campaign we "go back to the drawing board " (EDIT: inasmuch as "Walk up and take it" goes) anyway.

I would rather we take the time chambering the round, getting steady and getting the target in our crosshairs before pulling the trigger.

(Which is different than say, doing all that, having it in our crosshairs and not immediately taking the shot.)

Yeah. There was a second reason for doing it as a single line in a plan though - if we do it this way, we don't spend an entire plan on something that gets cut short in the first line of the plan when a vital piece tells us it's unworkable. I'm not sure what the policy actually is if that happens?

Wouldn't snakes be better for Hazo because they're likely to have techniques that rely on Deceit? There's synergy with Roki, there.

@faflec hard disagree here. If we do manage to get the scrolls Hazou and Noburi should get them to maximize player control over things.

We're already annoyed working with the Pangolins through Keiko as an intermediary. Lets not make another mistake that causes situations like that.

I see the concerns for holding off said discussion as baseless. Theres no point in pretending that Noburi isn't getting the Toad scroll if he's capable of being a summoner.

  • We can't say the same for the Snake Scroll; for all we know, we'll have to start from scratch.
  • Powerful summons require a lot of chakra to summon.
  • Noburi has five times Hazou's chakra.
If we give Noburi the Toad Scroll and Hazou the Snake Scroll, we'll be able to summon powerful Toads the moment Noburi picks up the Summoning stunt. If we do it the other way around, Noburi won't be able to summon powerful things because of lack of contracts and Hazou won't be able to summon powerful things because of lack of chakra.

They way I see it:
  1. Nobby pays 3x chakra for a Summon (still better than Hazou, but he still needs to train)
  2. Nobby pays normal costs, but he can only reganerate chakra via absorbtion, so he can't sustain them without draining someone (Keiko can keep Panda forever on the Human Path in theory)
  3. Bloodline bullshit does something.

Kabuto and Ami aren't just going to turn around and sell us out for (INSERT UNKNOWN NEFARIOUS REASONS)

In case this is about my post, my worry was mainly about Noburi reacting badly to this, since I had not remembered the conversation with Jiraiya @faflec quoted.

I had thought along these lines:

Kabuto is not a member of our clan. A powerful politial actor can probably get his hands on need any knowledge Kabuto aquires concerning Noburi's bloodline. Therefore letting Kabuto examine Noburi may lead to actionable information about his bloddline being spread. Maybe even to other villages with a long enough time interval (The information "Wakahisa connot summon" might have further implications about the bloodline to the right people). Noburi still cares about at least part of his clan back in Mist. So Noburi might not like risking this happening.

I hope this chain of thoughts is decent enough to be elevated above UNR.

I think. I'm not sure how many cheap Summons it takes to outcost an expensive Summon.
