I like the idea of promoting inter-village marriage, but without modern travel and communication, it's only going to work if one partner moves to the other's village.

How about: Mist sends a Kurosawa to marry Uchiha, and Leaf sends a Nara to marry into the Mori. (I nominated Shiori, because she's creepy and annoying.)

Completely disagree there. The logic of "Fuck your allies over whenever it's convenient" is how you get the current geopolitical balance of the Elemental Nations. If we want things to change, we should do better: Offer them help without strings attached. That is all, of course, on the condition that Hiashi doesn't become Hokage, we can't do much here as a single clan.

I'm confused. You don't make a vassal state by fucking them over. You build a vassal state by being so valuable that they become dependent on you

We have all the necessary ingredients to usurp Naruto whenever we choose to.

1) We know that Shadow Clones transfer genjutsu to the original.
2) Mari will follow any orders we give her.
3) "Hey Naruto, do Mari's eyes look weird to you?"
4) Naruto forgets everything but his name.
5) We are now the clan head.
6) Not for long since Leaf essentially lost its jinchuuriki to Hazou's ambitions and we are going to get invaded.
7) Use Ami's favor and get accepted back into Mist as a new clan named Girusuritto*.
8) Be clan head once more.

*"Gill slits" to mirror our Leaf name meaning "Guts"

Isn't it still generally considered to be a bad thing to be? Ren was fighting pretty hard to avoid letting Mist become a vassal state of Leaf.
 
This whole quest has just been an extended genjutsu sequence of Mari convincing us to leave with her because it would be more convenient.
Due to a Sealing mishap survived during the genjutsu, our XP will carry over (and Keiko+Noburi will get their share once we touch them, along with a vision of a laughing OliWhail's eldritch form).
How does the quest change now we start Chunin-level and with skywalkers?
And how does the world change knowing that genjutsu users can cause sealing failures with real effects?

Vassalizing another state is invariably a hostile operation. Sand don't want to become Leaf's vassal. And the way you actually become so valuable to them that they can't afford to cut themselves off, is by fucking them over, one way or another.

Yeah, it's harder but not impossible. They're already in a desperate position, so we don't need to engineer one. Either they get back on their feet and we have a strong ally who owes us a great deal - enough to at least partially overcome the setting's xenophobia - or something/someone else hits them while they're down and they become even more reliant on us, without it being our fault. Win/win, really.

Of course, this assumes we're in a position to dictate foreign policy.

Yeah this is basically what I meant. Then just continue to look for opportunity to continue deepen ties with them over several decades

I mean yeah. We definitely need to be the unquestioned biggest badass on the block to make an attempt at becoming the Mizukage. On top of that we will have to basically take over the Kurosawa as step two. Both these things are doable. Will just take time
