We don't actually have that many declared-mortal-enemies. Hiashi himself, maybe.

Also, making salt isn't as easy as you make it out to be. Evaporating six inches of water takes twenty days.

It's a lot easier for chakra wielders, and competitive advantage is what determines profit margins. That's assuming that they're even producing it themselves instead of just purchasing it cheaply around a salt mine or salt marsh and selling it somewhere else. Most of the historical price of salt was determined by local availability.

Honestly, once we're back in Leaf, I'd prioritize going on vacation - that is, sponsoring a longer Till-n-Fill style mission touring Fire Nation villages over, say, a week, utilizing Tsunade's advice and taking a decent-sized team with us. Part of the reason is that I'd like to strike the iron while it's hot - Hazou just publicly declared his ideas to the ninja world; I'm not exactly sure how many waves that's going to make, but it will certainly help if we're visibly putting them into practice in the immediate future - a prince of Leaf getting his hands dirty, building walls for villages, should turn some heads. The other reason, is that I'm hoping that the people who sign up for this can be our first allies in establishing our ideology. This most recent chapter has Hazou internally declare that part of the reason he's meeting with Ami is that he wants to become "the leader Uplift needs" - but that also needs people to be led.

The only other immediately important point on that list is the salt-making stuff, but that has a lot of moving parts and we're not even clear on the production mechanics. Have we asked Keiko how the salt trade functions in the EN? She's the kind of person to know that off the top of her head.

Off the top of my head we should have some miscellaneous info about that. We met/found a salt/spice merchant off screen.

This whole scheme is going to take a month or two of prep work.

Ideally, Akane is not dead and agrees to help out. This makes our lives easier.

More ideally: we r&d up some seals that make things hot, and cold, as well as bigger storage seals.

Hrmmm. I find myself thinking about purifiers which have been saturated with superheated steam. Interesting way to kill groups of people without leaving residue or mechanical trauma and any survivors would be left surrounded in mist for Noburi.

Hey, what ideas can we come up with for taking advantage of the panic of a sudden epidemic of groups of healthy people suddenly keeling over inexplicably dead and/or melted?

I should probably edit my steam of consciousness.

What function do Hazō serve here that honestly couldn't be accomplished by Keiko + Jonin guards and ANBU?

Screwing things up? Although, he'll probably be more capable of accomplishing that back in Konoha without Jiraiya, Keiko, or Noburi supervising once he finds out what Tsunade did to Akane.

Meh. Getting younger ninja to believe in uplift, sure, but otherwise uplift tours are a waste of our time compared to funding them.

What? But we sent him flowers, made friends with his beloved nephew, and made a great showing for Hidden Leaf superiority. Why I bet you he loves that nice Goketsu boy, hell he'd marry him to his daughter if he could.
For real though this whole political situation feels like it's coming to a head soon. Either Jiraiya's reign is stable and Hiashi has to play nice to his new official Hokage, or Jiraiya didn't and we're fucked if we stay in Leaf. Don't get me wrong, he'll do what he can but there's only so much political bullshit you can try against what is basically your clan backed benevolent dictator before it comes back to bite you in the ass.

Superb update. And superb analysis by the players as well.

"In the end, which one of them are you?"
Maybe I am just being dense, but what did Hazou mean here?

Ami's 18. Note that is a fairly small gap by the standards of the approximate historical period.
Personally I wouldn't have a problem with this stuff as long as it happens off screen but it is against the forum rules of pretty much any questing forum I know, so we'll have to avoid actually going through with it even if it completely goes against simulationism. I guess the meta-gaming here would be using it as a seduction resistance.

On a completely unrelated note: Would we be allowed to put out a bounty on a competent telescope merchant through the village mission system or would that be against some subtly or not so subtly communicated balance intentions?

Do you think we can feed Hiashi to Ami? I think that would elegantly solve many of our problems.

Which of the personas Ami has shown him during the meeting was the "real" Ami (i. e., displaying her genuine emotions/attitude), and which were an act. Silly question, of course: the only meaningful answers are "neither" and "all".

That sounds like a good idea. Note that Jiraya has already met with a telescope merchant, but it's unclear whether he actually understood the potential uses for them. He seemed to be talking about using them for peeping.

I'm confused. Why is publicly promoting our ideology amongst the people of Fire Country, accruing good will, and possibly recruiting into our future organization, a waste of time, compared to affecting what a small group of academy students think? If anything, that point about training younger ninja is the least useful on the list, unless you specifically want to help clanless Genin and fresh Chuunin - which is an excellent project, but also a lot more involved, and fraught with political difficulties.

Why do you think that the people of fire country are remotely relevant to the spread of our ideology? Ninja are the only ones that matter; if we don't affect their opinion, our ideology will just be rooted out.

Timeskips are wonderful things.

And by "timeskip" I mean "Accelerate the passage of time such that the IC time to IRL time ratio is about 2 weeks to a month per update."

Personally I'm cool with the highlights reel, popping back to a slower pace if theres a pile of shit to be done.

That it would allow @Velorien greater depth and richness in romance options is a decent argument for it.

Nitpick: Good PR amongst peasants doesn't matter, because they dont have the power to to effect anything meaningful with their opinions. The movers and shakers of this society don't care about fheir opinions much at the end of the day.

Reminder: Your average poor civilian is barely considered human. That farmers are not considered expendable livestock is arguably more a twist of fate than anything else. As if one of the cruel and powerful gods watching over this world thought that was just a bit over the top, or something.

So in essence, I think PR amongst the peasantry is not necessarily valuable. I do like the Uplift for the sake of it. I and Hazou think their lives and opinions are important, even if the Ami's and Ren's and Ryugamine's do not value that last bit.

Good PR for the clanless ninja we're bringing with us, does however matter quite a bit. Theres only so many times we do something aligned with our goals before even the likes of Haru have to shake their heads and admit that maybe we actually do good.

For PR purposes: I don't think theres much meaningful difference between a 3 day tour and a week long one. I'd limit genin selection to prospective allies amongst the clanless ninja with useful abilities (though I suppose they can always haul junk or something).

Let's not get the ball rolling on grand gestures without analysing them with a decent amount of pessimism.

If civilians are so irrelevant, why are we spending so much time and effort courting Mist yakuza? I'm not trying to be glib here, it genuinely matters how we are perceived, because this perception trickles outward. See my response below for a more detailed argument.

This isn't just about how we're perceived by Fire Country villagers, although even that kind of perception tends to percolate and travel outward. For one, merchants do exist and make their rounds through the EN, and you can bet that a prince of Leaf visiting and personally building walls for your village is the kind of event a villager will remember, and tell the story wherever they get the opportunity. In sufficient quantity (which is why it's important to dedicate like a week every couple of months to this), you can bet the news will spread.

And it'll also spread because we'd be doing all this very publicly. Anyone paying even the faintest amount of attention, would learn of it eventually. And there are powerful, influential civilians out there, whose assistance would be incredibly valuable to us, putting ninja aside. The Mist Oyabun (aka the ramen guy) is one obvious example; the first time we contacted them, Hazou was asked what he wanted, and responded with a small Uplift speech; you can bet the Oyabun remembers that, especially with our most recent publicity stunt. Or, remember the mayor of Sarubetsu? Civilian woman ruling over a city controlled by ninja clans, by cleverly maintaining a power balance and playing them against each other?

To put things simply, being seen doing what you preach is incredibly valuable. There's a reason candidates in elections spend so much time traveling and campaigning in person; farming that out to intermediaries simply isn't that effective. That simply proves that we're willing to throw some amount of money at the problem. Hazou getting his own hands dirty, and spending his own, precious (as this discussion aptly demonstrates) time, is another thing completely.

Incidentally, the mayor of Sarubetsu was such a cool character, a civilian of standing equal to powerful ninja, but nonetheless genuinely caring for her lessers. And we kind of left her hanging after the Arikada debacle - we should really go back, apologize, and see if she's interested in any joint projects. Might even get to meet snek uncle in the process.

Village nin aren't especially welcome in Rice.

I'm not denying your points, merely arguing the effectiveness.

Civilians in general don't matter and 90% or more of the target audience is the pessantry. The rich merchant class, politicians and nobility obviously have more sway.

Being seen practicing what you preach is good. Three days should be fine. A week is a bit too long.

I don't think its valuable comparing IRL politics to the situation. Things are qualitatively similar in certain aspects, but the societal dynamics are both from a different time period and in a world where any teenage member of the ruling class has the ability to go through an angry mob of a hundred peasants like a sickle through wheat.

We're not "village-nin", we're Leaf's ruling clan. If we'd like to visit Rice, it becomes a subject of their international relations. I do imagine that being seen cooperating with us could make things complicated for the mayor locally, so we should probably start with a polite letter.

One interesting fact is that she has to know who we are at this point. I wonder how that affects the political relationship.

That I do agree with.

We should play more international politics. Whats Fukai doing, I wonder?

We seriously need better Empathy/Resolve before we start trying to really play politics.

Keep in mind, civilians don't need to make their three highest skills Alertness/Athletics/Stabbing Things. They also don't put any XP into Chakra Control or techniques.
