I too support making Hiashi the biggest charter in the elemental nations, by virtue of us inventing the term. Since Jiraiya is the Hokage, he is in charge of the sovereign power of leaf, and is thus empowered to give out such charters as he sees fit.

I forget the details, but I remember mention of manipulating the rumour mill Oyabun-style, a few clever things to do with Anko that weren't honour duels, and even asking Ino for help/advice, which the winning plan doesn't do.Out of curiousity @Velorien, what exactly interventions regarding Anko were you referring to? As far as I remember, there was a relative dearth of discussion regarding it. Even I was relatively-uninvolved for most of the voting cycle until I had the idea of an honor duel.
