Okay, so what do we need for chakra plagues?
First, we'll definitely need to develop Germ Theory and Koch's Postulates. Then, I think we can use blood agar with chakra water in it to culture microbes that normally infect chakra coils. We can use sunlight for radiation in order to give our microbes random mutations, and start with chakra beasts as our test subjects for isolation and inoculation back into living creatures (to increase the virulence). The downside is that unless we can somehow get our pathogen to jump over into humans, we'd have to either start all over again once we start collaborating with Snek Uncle, or find a pathogen that infects both chakra beasts and humans already.
 
Can we make them more likely to do that kind of mistake with our team's infiltration or genjutsu skills?

Directly targeting someone with something that forces or tricks them directly would probably count (if you use genjutsu to make someone think a proctor's not a proctor, that seems like a clear violation of "don't mess with proctor stuff"), but general competence-lowering might lead to safely distant idiocy.
 
But maybe not. @Roomba, how do you feel about trying to intimidate weak-willed Teams into outright quitting the Exams this round?

I feel that I'd rather take their word halves and intimidate them into compliance for round 2.

We also don't know what will happen if there aren't enough candidates to evenly divide into teams. I doubt it'd be something advantageous to us, though.

I am curious which problem we are going to face in Round 2: Will it be the fact that people will try to gang up on us or that they will leave us alone entirely? If you think about it, the smart play would be the latter since that denies us the most points, but on the other hand not everyone should be a rational actor. Them ganging up on us is risky for other reasons of course but there it feels like we can actually make a difference to the outcome.

Either way, I hope we can take a measurement of the climate on the break day and use word halves accordingly (provoke or bribe them).

Why? Can we NOT pre-commit to this.

For one, I plan to absolutely be public about it. It's not any kind of absolute precommitment, but I think we need to say something like this to assuage our teammates' fears of being targetted. Not hard for them to realize that if we steal a lot of word halves, everyone else is going to be gunning for the whole team. By making a public declaration that we, the Goketsu, are in fact in possession of all of them, we protect our former teammates, making them less likely to object right now.

Have we confirmed that Earbusters (let's call them that rather than Banshees, so as to not confuse them with Banshee Fuckers) are ok to use? Eardrum busting may be Severe Consequences.

We haven't, still waiting on that, though it'd be weird if it counted as Severe given the IC explanation. @eaglejarl @Velorien @OliWhail do burst eardrums count as a Severe Consequence in this setting? Alternatively, does Noburi know if ninja medics can easily heal it?

I'm pretty sure the strategy would work even if we didn't have Pangolins or seals, so why are we bothering to micro what our seal and Pangolin loadouts are, when Keiko can figure that out just fine? Like, if anything we just have a discussion on what to reveal and then let our characters have agency from there; we shouldn't need to specify "use such and such when the moon is out and there's a great opportunity" over and over again, when we can just say "Use such and its countermeasure." and let our characters do the thinking.

I assume that the social spec characters will say 'Yes, that makes perfect sense,' and then steal a bunch of the word halves we collected. On the other hand, they probably won't steal too many or we would notice too quickly, and it has a low cost for us. They get to have a situation where no one(not even us) knows they have a bunch of extra word halves, and we lose a certain percentage of the extra word halves. The only real issue is if we try to give a word half back, only to realize it's been stolen.

Noburi checks the chakra reserves of our teammates under the pretense of it familiarizing himself with them in order to make further transfers easier.
Social spec might find some reasonable sounding reasons to not want to be chakra sensed. Not an issue unless he gets the others to object as well. If he's hiding something, expect him to get very angry about this, and then for everyone else to also probably get angry at us. I would suggest adding that if FOR ANY REASON a social spec character ends up not having his chakra level confirmed, we immediately attack/drain him.

Frontline fighters get Banshees/Goo Bombs. Stress that these are valuable and that we're going to want them back if unused.
I think we've all gone over that every village present (or at least the villages of the two social spec characters) will soon have banshees and goo bombs, but have we actually thought about what Jiraiya will think when he finds out that they also now have a perfect defense against his Banshee $@&$ers? I think that if he wasn't okay with that getting out he would have said something (plus Jiraiya has a LOT of seals, he might be able to afford to lose a few?), but if nothing else we might want to check with Keiko.
Also, if we do this and we get back anything less than EVERY single one that we gave out (minus what Team Goketsu personally saw used), we need to tell Jiraiya that there's a minor village out there that has X seals.

Recommendation: add Ask Keiko. Put under Contingencies?

Focus on breaching our designated Blue facility first, recovering the key and documents.
Do we want to use Zephyr's Reach from behind cover, in case the key is a fake?
 
"We won't protect you" is unclear to me. Obviously, we will protect them while they are on our team, because unconscious members cost us points, and we need them to rampage.

Clarify that we won't protect them after round 1 stops.

The important things: anything involving our time as missing-nin and Leaf's internal politics. Our combat stuff is relatively small potatoes and we can't afford to hide any of it if we want to succeed here. I'm mostly worried that Doigama and Kato are clever enough to mine us for valuable information. We'll inevitably leak some things but I'd like us to make an effort not to. You're right that I should make this clearer in the plan, though.

In principle, I'd agree, but I feel like outsourcing too much of it to the characters would simply be asking @eaglejarl to figure it out himself. At least, whether we want three or four Pangolins is a pretty big decision in terms of the different risks we're managing here. @eaglejarl what do you think? Is what I wrote superfluous compared to @huhYeahGoodPoint's edits?

On a separate note, if you really think this would work without Pangolins or seals, then you're way too optimistic about our combat performance. The reason I'm willing to micro-optimize the combat setup is that even with all these advantages, there's a very real chance of failure.

  • Proctor: ask to follow us to check our Blue Team immediately. (If they were put/set up by Mist specifically to screw us over, they may prepare to do solely this, thinking that their rules-violations will be ignored. This action hard-counters that.)
    • Whine to her if we see anyone outside. (She won't answer our questions, so let's provoke her into explaining exact rules for Blue Teams to us.)
  • Be on guard around fetched proctors. Check whether they're around. Don't throw jutsu near them, don't lie to them. (Violating this very violable rule is an instant geopolitical catastrophe.)
  • If we want to slap Red Teams with a -495 penalty, we need to figure out how to make them unable to talk, then put them in cells. (See the discussion following the linked post for some ideas.)

I think we should decide on a case-by-case basis. If we think some individuals (prideful top teams?) won't cooperate no matter what, we traumatize them. Worked great with Neji, eh? Ask Katou or Doigama for advice.

Why can't we just gag them, drain them, and tie them up after throwing them in the cell of some blue team that either has ISC on it or has already taken full negative points?

After reviewing the link, let's just not gag them. They'll be able to talk just fine after they wake up, so the blues won't get the points.

Gagging them won't work, the gags could be easily removed. If that worked, unconscious prisoners also would've counted as "unable to speak", but they're specifically said to be acceptable.

We really don't want to boost score of any Blue Teams, even with squad Asuma on them. If there's a Blue Team with a -1000 penalty, we indeed could use them, but there may not be. Also: it may be that Red Teams need to be in the cells of their Blue Teams specifically, not just any cells.

  • Prefer attacking softer targets. Prioritize Red Teams (harder to pin down).
  • Rinse and repeat after site is clear/mostly clear.
  • Willing to not overscrew 'friendly participants', but not gain event objectives (above).
Tactics:
  • General idea: Shock & Awe.
    • Explosions: Distract/intimidate.
    • Area-disabling seals: Soften up targets.
    • Attack with overwhelming force.
  • Goo Bombs/Banshees: Open engagements.
    • Ideally throw in open spaces.
    • Inside buildings: Can also throw into rooms with likely enemy presence.
  • Interference + Support: Can use explosives. Includes Keiko throwing Firelog Macerators above enemies' heads.
  • Assault: Engage stunned/immobilized enemies. Pangolins lead charge.
  • If assaulting building: Breach multiple directions simultaneously, clear room by room.
    • Focus enemies, scouts check traps afterwards.
  • Support/Interference: Watch for retreats/reinforcements.
  • Chase fleeing enemies. Don't waste time on individuals if hard to track.
Contingencies:
  • Fetch proctors if enemy teams blatantly violate rules.
  • Around Doigama/Kato: Don't leak too much information re: missing-nin activities/Leaf politics. Track their seal use if they cheat on returns.

Proctor: ask to follow us to check our Blue Team immediately. (If they were put/set up by Mist specifically to screw us over, they may prepare to do solely this, thinking that their rules-violations will be ignored. This action hard-counters that.)
  • Whine to her if we see anyone outside. (She won't answer our questions, so let's provoke her into explaining exact rules for Blue Teams to us.)

I feel like this is asking her to please sabotage us at her leisure. She's already refused to answer further questions, so I expect her to either refuse to follow us as well, or accede and be really annoying about it.

I guess it's a question of how important Blue Team's potential rules violations are to us, and what we expect them to get away with. Remember, if Blue Team is composed of top teams, they'd be inclined to play things safe; they care a lot more about getting to the tournament than screwing us over. They'd have to be very confident in the proctors to risk the simulation penalty, for example.

I think we should decide on a case-by-case basis. If we think some individuals (prideful top teams?) won't cooperate no matter what, we traumatize them. Worked great with Neji, eh? Ask Katou or Doigama for advice.

I'm kinda leaning that way as well. For the majority of candidates, us beating the majority of the event into the ground is going to be scary enough, and they won't want to oppose us round 2. But yes, we can try the Intimidation angle on top teams.

Ah, that's what it mean. Apologies, wasn't quite sure. I would therefore suggest getting rid of "protection" and change the last bullet point from "Plan to be public re: possession." to "Make aware: Plan to publicize possession." Total word count: 422.

She won't be able to deny that she was a positive influence on us, that she has agency.

Whether she'll be horrified and sever all ties, that's another question.
