Honestly, if we manage to knock everyone else unconscious in the first round, it doesn't actually matter if we make it to the tournament. Sure, we won't get a fancy promotion ceremony, but when we finish the day atop a mountain of unconscious Genin, no one is going to remember or care that limp-body-which-we-totally-could-have-killed #46 technically won.

Youre entirely correct of course.

I think it's important we don't completely blow up any facility in Round 1, as contrary as that sounds. It will be very useful if our Pangolins have the locations memorized so they can take them out in the prep period during Round 2.

Make contingencies for Noumero's list (willing to lose bonus XP on this if necessary)

Round 1: Take out all teams, imprison and moderate consequence all red teams, moderate consequence and KO all blue teams.

Round 2: Figure out a way to either bait the red teams to attack us, or send pangolin out to take them out on their own. 5SB everything up, hide inside? (ALERT: Enemy Agency ignored.)

But... death implies loss of agency, by definition. If someone could do something by their own will, they aren't dead. Unless...

Are you proposing to rewrite the very abstract concept of death? That's... quite an ambitious project. I think we'll have to postpone this for a year or two, at least.

Almost. We don't want to "imprison" the Red Teams, we want to stick them in a cell. That's it. Make a thing that keeps them from escaping, but no restraining, or no ability to talk. This way Blue Teams don't get points for having Red Teams in a cell, and Red Teams don't get points.

You lose seventy-five points if the red team successfully turns in their documents before time runs out.

It's kind of vague, but by the spirit of the event, our turning it in would be sufficient to lose them points.

Maaaybe? The rules only post says "-75 points if the red team successfully turns in their documents before time runs out (Note that it's possible to score neither the +50 nor the -75)" and it says "their documents" specifically, likely referring to the target documents.

EDIT - and of course, the proctors being asshats that they are, might count it as +75 for the red team.
 
Only if we can somehow have them turn them in at the last minute. We don't want them gaining points.

Honestly, destruction of documents is sufficient. It denies possible points to both sides.
Nothing's stopping us from escorting a (chakra-drained, restrained) victim to their appropriate proctor and then back into a cell.

Is it necessary to give moderate consequences? They get the same penalty for being unconscious. Then again, Noburi probably knows how to give an injury which impairs combat ability but very reliably heals within a few days. Hmm... Chakra exhaustion to moderate consequences? Seems like it should be easy to do.

Actually, just giving them chakra exhaustion should work. 24 hours to heal, and then they have 0 chakra at the start of the next event.

To be honest, my true objection is that I don't like the sort of story it would be if we intentionally hurt already defeated opponents in the one non-war international institution left in the world.
 
Considering that Red teams get disproportionately disadvantaged, we can probably pick one person from each red team who we deem is low to middling score to run the documents in. We give up 55 of the 495 points on most of them, and 135 point minimum (time based) to the one we let turn stuff in.

We don't know that Mist won't take the least favorable interpretation, so guard against it where we can.

It is if we want them to take a penalty when we fight them next round. Which we do. I would find moderate chakra consequences to be perfectly acceptable, though.
