One thing to consider with Noburi long term is that VD far outscales capacity. At high levels (that we could reach with under a year of dedicated training) he would be able to almost instantly kill any genin without issue. He would give most chuunin a run for their money (and may win easily if they can be tied up for a couple seconds). He will even give jounin a good scare.

This is basically the idea behind my original proposals a few hundred pages back of a tacmov/disabling-focused team with Noburi focusing heavily on VD. Would be one hell of a combo.
 
Alright: here's my immediate action plan. It's optimized for starting an independent organization to help civilians, and later deal with the Elemental Nations should they object to us making civilian lives better.

[X] Action Plan: To Build an Empire

We're as safe as we're going to be. Let's finish some projects, and start new ones with a focus on helping civilians and forming an independent organization. This plan is formatted by people involved in activities.

Have a general discussion with the team about our plans for the future. Outline the following general goals:
  • Spend a month or so in Snow finishing up projects and training
    • skywalkers, Noburi research, Keiko summons, inventive seal applications we want to talk about with Kagome. Wait until skywalkers are done to go substantial distances for safety concerns.
  • Build a more permanent base
    • Outline idea for a skybase using five seal barriers and force walls so we can have a base in the sky above anywhere we want
    • Outline idea for a zeppelin so we can have a way of moving through the sky without revealing sky-walkers
  • Get Akane back
    • Either do a mission for Jiraiya or sell a seal/idea to him
  • Build an information network
    • Hire civilian middle men to supply merchants with goods (e.g. chakra beast parts) and provide us with information from the merchants (so we don't need to physically gather the information)
  • Find out places that civilians are doing particularly well or poorly in and why
    • Address those problems if possible
    • Be prepared for responses from the nation the civilians are in

  • LGTM.
  • The team already know the concept of a zeppelin or an airship. What do you hope to accomplish there?
  • Getting Akane back may change our status as deniable assets. It will also mean that Hazō's girlfriend will be once more in considerable danger.
  • I am concerned about resisting the EN's collective spying apparatus.
  • There may be loads of opportunities to do stealth civil engineering projects, like building bridges, road construction, and demolition, especially if we can rapidly do it without leaving a traces.
Keiko summoning things:
  • Contract a Pangolin who would be willing and capable of digging regularly for us. Preferably with relevant structural knowledge
  • Contract a Pangolin to teach us about running intelligence networks
  • Why do we need a pangolin to dig regularly for us? How will we convince them to work for us?
  • I doubt a pangolin spymaster, if he or she exists, will be helpful to us, given the entirely different operating environments that the animal clans operate in. It would be difficult to turn any of the clanmen in the Summon Realm to turn on their own family. Difficulties probably exist in disguising an animal clanman as an entirely different species.
Kagome and Hazou sealing research:
  • Make a sealing lab. Make it hidden, but feel free to liberally use MEW.
  • Research the purifier seal, make sure it doesn't kill us in our sleep, and replace the one we're using now
  • Kagome finish the sky walkers
  • Hazou research Silence mine then Banshee slayer
  • Ask Kagome what he thinks would happen if we collected air in a bunch of implosion seals without breaking them, then set them off all at once with an explosive seal. Do tests.

  • LGTM.

  • I would ask for more precaution in experimentation. Additionally, I would prioritize sound and earbuster research over this project.
Additionally, I would also add Goo bomb and other seals just in case Hazō finished sealing research early.
Noburi Medical projects:
  • Have free members of the party collect small animals and plants for Noburi to experiment with chakra water on
  • Build an underground area for Noburi to do his experiments. Make it hidden, but feel free to liberally use MEW.

  • We may want to consider transplanting plant seeds to the summon realm, paired with the appropriate precaution for biohazard and ecological danger.
  • LGTM.

@Radvic I'd suggest reinforcing the base with -some material that can be fully 5SB'd-. Same with the entrance, put a tarp or a net or something over it. Also get some misterators set up.

This way if/when Zabuza arrives we have the option to turtle and VD Zabuza while he tries to get in. At Noburi's current level (VD 20) it'll take him less than a minute to drain 1000CP. Which is really goddamn high, if 500CP is considered "impressive for a low Jonin".

One second of VD is 20CP; one minute is 1200CP. It's ridiculously strong in the mist.

Too bad Zabuza's the kind of person to know what we're capable of. Competent Jonin can notice the drain, and Zabuza should have knowledge of Wakahisa mist-drain; he's not dumb.

I'd imagine he'd back off and try to poison us, or drown us with a water torrent. He probably has a burrowing technique, too; so he could try to pop up inside our base if 5SB doesn't work on the ground. Electrocution, incineration, suffocation...

Yeah, I think we need to make a couple billion Tunneller's Friend seals to help us breathe underwater/in vacuum/in toxic gas.

Can we build gasmasks using Tunneller's Friend with our current supplies? What about misterators, can we make those work with snow?

I might be wrong, but "be reunited with Akane" seems like one of Hazou's major goals? Personally, I find the argument of "she's safer in Leaf' to be a little silly (partially because I feel like it treats her as not as capable as us, and partially because I don't think it's that different for us players if she's dead or alive in Leaf). Deniable asset status should remain roughly the same I think? Though, I kinda want to be more than a deniable asset.

Yes. That will be difficult. It is also a problem every plan aside from Leaf citizenship will face, and is mostly one which is solved by "be very stealthy and make careful plans"

Because we want to build a hidden sealing base and a hidden medical base. That's a lot easier if we can dig through permafrost without resorting to explosives. How we convince them to work with us? Sounds like a problem Keiko can work towards solving? Possibly as a challenge only the best Pangolins can beat? Maybe as an opportunity to work with the Pangolin summoner? Maybe so they can eat a delectible treat in the human path? Maybe so they can experience permafrost? Depends on the motivation of the Pangolin. The idea is that we wouldn't go through the military necessarily.

Because Silence Mine has more immediate utility (mask sounds we make) than Banshee Slayer (protect us from sounds we cannot currently produce). I figure it really won't matter though.

Pretty sure we don't need to tell Kagome to take precautions when researching? Also I think the implosion tests will take something like a day, and should let us create an easily deployable weapon which is however powerful we want it to be, scaling up to earth destroying levels (but most likely keeping it at '100s of ms of destruction' levels). It should be a good anti-Zabuza weapon, so long as we're reasonably sure Zabuza is actually in a certain area.

I was going to leave base defense plans non-explicit (since they were not really mentioned in the past update, I'm taking that as a sign that we can just assume reasonable precautions like these are taken), similar to how I was planning on leaving research base building non-explicit. If that's not the case, then yeah, we should include these and other base defense things, and also make explicit designs for the research facilities.
 
Y'all do realize that if Akane comes back, it's going to be as an agent of Leaf, right? That means absolutely no secrets from Jiraiya unless you want to tear her apart with divided loyalties and romantic notions.

Just gonna point out that, agent of Leaf or not, Akane coming back kills our WMD program. Who'd have thought annihilating a village with a plasma burst is "most unyouthful." :p

Back in Hidden Mountain we didn't have a sealed base; Hazou had to MEW the cave entrance shut when we were attacked.

Recall that 5SB applies only to discrete objects - you cannot invulnerable part of the earth. The entire MEW does as long as the total volume is small enough, else the seal does not take effect.

Depending on what quality of gas masks you want, probably yes.

Putting snow into a macerator does not melt it, and thus it produces a smokescreen of very tiny ice fragments that blow about in the wind. Noburi still cannot drain through it.

Unless I'm much mistaken, Banshee Slayers have a mode that cuts out all sound, no?

Noburi cannot conduct long term experiments on plants. The only place that can happen is in the summon realm. That is, assuming that plant seeds can survive being transported to the Summon Realm and that freaky things doesn't happen to Keiko as a result of this.

Both those things seem like multi-day challenges to me, to be honest.

One of the thing the QMs don't like is unloading our creativity to them.
Not quite sure why you mention this. I'm of course not just suggesting we write "find out how to make an airtight container". I just doubt making a sufficiently airtight container is a one-day project, unless we find an exceedingly smart method.

Noburi can get Vampiric Dew 30, right now. This means he has a drain rate of 30CP/s, at a range of 150 meters.

To understand how strong this is, a low Jonin with 500CP is considered "impressive". Noburi could fully drain said Jonin in 17 seconds. In one minute, he could drain nearly 2000CP from a target.
 
I'm imagining a team of four or five jōnin Wakahisa just walking around KO-ing people before they can approach.
I'm pretty sure competent shinobi (read: Jonins) can sense their chakras are being drained. Whether or not they can respond in time or not is dependent on their speed and/or jutsu, but I'm fairly certain Zabuza would recognize the jutsu and back off from the mist. Probably go underground, or use an anti-Mist jutsu.
