Ok, so, to be clear, you are uncomfortable voting for any plan which interacts with anyone outside of our immediate group at all ever on any timeframe until we have definitive proof Zabuza (or presumably other hunters) are not looking for us?

Also, all of the things you mentioned are things we would be discussing with the team under my plan, not actually doing. Mostly, I just want to get the ball rolling on doing something and trying to achieve our stated goal.

For sure. That's why I want to make hidden heaven and become an allied state with leaf. Then have Akane as a permanent diplomat

Until we have proof Zabuza isn't in the same country as us, yes.

This is true; however I'm worried that suggesting the previously stated goals to the team might result in Inoue pushing us to do these things. Like going to a village and trying to blend in, as she did back when we first entered Iron.
 
Have any of you guys read Crystal Society? It's about a bunch of AIs with different goals living on the same computer, using a kind of voting system to decide what actions to take. So you've got Growth, who's all about amassing power, steadily and not always slowly. Dream, who's all about doing really clever things even if they're not particularly smart. And Safety, who...you can probably guess what Safety's gunning for.

Reading it gave me the strangest sense of deja vu.

Sorry, practical thoughts:
  • On what basis is Z coming here as opposed to somewhere else, at least on a short timescale? We should make sure we're not right near the southern tip of the mainland, but besides that we're in an anonymous patch of Snow and he could easily be searching Frost or northern Lightning or Earth.
  • Where else can we flee that's better?
    • Waterfall and Grass have heavy ninja presence, and they're minor powers and would turn us over to Mist if they found us out. Very few foreign civs allowed in Waterfall - hard to sneak in.
    • Frost is prolly pretty heavily guarded by Lightning, and the next-closest major power is Mist.
    • I could see making a go of it in Lightning, but that depends on convincing the team to go to another ass-end of nowhere.
    • Rice seems doable, but also presents risks. Can we talk Rice?

5) The Rice ninja force is rumoured to have taken a turn towards being surprisingly competent for a minor village this last decade or so. They export a lot of food. As for Rain? Rumour is that they're hiring a lot of missing-nin, but no-one knows why.
Rain began recruiting missing nin more recently still.

A friendly reminder from your neighbourhood Kagome that the 5SB confers extreme protection, not indestructibility. It's a distinction that typically doesn't matter unless you're dealing with huge power levels, which is a thing many of your plans do.

I don't think this will result in us accidentally interacting with a village in this plan, or being forced into doing things by Inoue (or others) in the future. I do think that laying down a framework for how and what we want to do can provide a substantial motivational booster to everyone. And yeah, we're eventually going to do those things, so it's ok if Inoue supports us / pushes us to do them?

I wrote a document about what Zabuza might think a little while ago. Suffice to say, we know zilch about Earth country, especially the Northern part, but I am pretty sure it's a hellhole like Snow.

We do know that Frost have arable lands, and probably forests. Lighting itself is probably a hellhole as well, and covet Frost's lands.

Alright: here's my immediate action plan. It's optimized for starting an independent organization to help civilians, and later deal with the Elemental Nations should they object to us making civilian lives better.

[X] Action Plan: To Build an Empire

We're as safe as we're going to be. Let's finish some projects, and start new ones with a focus on helping civilians and forming an independent organization. This plan is formatted by people involved in activities.

Have a general discussion with the team about our plans for the future. Outline the following general goals:
  • Spend a month or so in Snow finishing up projects and training
    • skywalkers, Noburi research, Keiko summons, inventive seal applications we want to talk about with Kagome. Wait until skywalkers are done to go substantial distances for safety concerns.
  • Build a more permanent base
    • Outline idea for a skybase using five seal barriers and force walls so we can have a base in the sky above anywhere we want
    • Outline idea for a zeppelin so we can have a way of moving through the sky without revealing sky-walkers
  • Get Akane back
    • Either do a mission for Jiraiya or sell a seal/idea to him
  • Build an information network
    • Hire civilian middle men to supply merchants with goods (e.g. chakra beast parts) and provide us with information from the merchants (so we don't need to physically gather the information)
  • Find out places that civilians are doing particularly well or poorly in and why
    • Address those problems if possible
    • Be prepared for responses from the nation the civilians are in
Keiko summoning things:
  • Contract a Pangolin who would be willing and capable of digging regularly for us. Preferably with relevant structural knowledge
  • Contract a Pangolin to teach us about running intelligence networks
Kagome and Hazou sealing research:
  • Make a sealing lab. Make it hidden, but feel free to liberally use MEW.
  • Research the purifier seal, make sure it doesn't kill us in our sleep, and replace the one we're using now
  • Kagome finish the sky walkers
  • Hazou research Silence mine then Banshee slayer
  • Ask Kagome what he thinks would happen if we collected air in a bunch of implosion seals without breaking them, then set them off all at once with an explosive seal. Do tests.
Noburi Medical projects:
  • Have free members of the party collect small animals and plants for Noburi to experiment with chakra water on
  • Build an underground area for Noburi to do his experiments. Make it hidden, but feel free to liberally use MEW.
 
If we know that Rain is recruiting missing-nin, I vote to go bombard the countryside with Tears of God to display our potential, and wait for someone to show up and recruit us.

Could be fun. Though, also, if we do it in a noticable enough way, Zabuza will definitely be there (seeing as he's witnessed the effects of the low-powered version).

I do like how accurate "Cold Stone Killers" is becoming though. We've come a long way since our initial ~10 foot drop that got us our name.

Then again, I'm pretty sure that's a bad argument.

I used to know how training things worked. Haven't paid any attention to it in a few months. Might check it out later tonight if the screaming 3 and 6 year olds don't pester me too much (real life concerns, not ad hominem attacks). I'm of the mind we should specialize. Also probably spend a point on winter survival if it's going to matter.

Edit: Oh! I was also going to propose some taijutsu style combat rules with our fancy new explosive rings.

I concur here. It would be great to collectively decide on a general target, say 1-3 years out IC, and have every training plan geared towards that. Currently I think we suffer pretty heavily from a low horizon type issue due to only considering local changes. Also we keep trying to jerk Hazou around between various ideas, and this basically results in something like that anyway, except the end result is heavily unoptimized.

I'm anti combat myself. My understanding is even if we dropped all our points in combat Zabuza would insta gib any of the genin.

My thoughts are specialize as much as we can for now. Hazou in seal work. Kei in summoning. Noburi in med and social.

I think our best bet for surviving a Zabuza encounter is to equip Mari with enough seal weaponry to take him out

I mean, MC combat means that we'd give Mari bonus die, which is where I'm coming from.

Seals are useful but ATM the only combat seals we bring are traps and explosives...which we already have. Keiko's summoning is reasonable. Medicine/social is not useful for fast-paced ninja combat, though.
