I don't think we need permission to do this. We can just throw seals out the window.

The bottleneck isn't money: it's time on the part of everyone who can teach sealing.

I suspect this would get a flat-out refusal because working with another village is too novel a concept.

What element is it? Buying a hacker's time is probably going to be the best idea. If we can make it into something a genin can learn cheaply and then add a bonus to till 'n fills for knowing it, that solves the problem.

IMO an issue is that this really powers up Goketsu. We should talk to Naruto about it - we know he cares and we can pitch it as an investment opportunity for him. 'you and your clones help out and you get half the profits in perpetuity'

People have raised the concern of being stopped by the tower often enough that I would like to see it directly addressed.

While questers frequently seem taken aback by the callousness ninja have toward civilians and lack of appreciation that our efforts have gotten, it bears remembering that they don't see civilians as human. However, genin are. I don't think a move that saves large numbers of ninja lives will be blocked.

Teaching might be our foot in the door to get Kagome shadow clone. It would also be good to make a "teaching focused" set of ninja. More generally, I think getting authority focused on "how do we make sealing a relatively safe and viable ninja career path so we can have our genin explode things" will help get rid of a lot of the current roadblocks.

We, as a clan, have a deal with them. I think that's a foot in the door to expanding that to a village thing.plus Noburi's family could get screen time.

We need specs. Personally, I would love to see Asuma take it on given its strategic importance.

It mostly powers us up if we can't find another way to transfer chakra. I think it might be possible to if serious village attention is put on it. Other, it just means we can buy chakra cheap.
 
Maybe and just hear me out, we should wait to start any giant projects which have giant time and political capital cost until after we've at least made a serious effort to finish project necromancy. Since doing that will almost certainly destabilize the elemental nations enough to wipe away any reforms we could implement in the short term

How do ninja usually die? It seems there are plenty of options
1. Most genin die in combat against chakra beasts of same/higher rank
2. Most genin die in combat against enemy ninja of same/higher rank in home territory
3. Most chunin die in combat against chakra beasts of the same rank
4. Most chunin die in combat against enemy ninja of same/higher rank in home/enemy territory
5. Most jounin die in combat against enemy ninja of same/higher rank in home/enemy territory
6. Most ninja die in periods of incredible violence like the World Wars, similar to the past few years in Leaf

Omitted jounin chakra beasts because there don't appear to be enough of them to be killing off the jounin. If we plan to help reduce attrition rates, it would be helpful to know where the worst losses are happening.

Which means it's not a crazy idea that Hazo knows wouldn't work.

Since this would be useful for:
1. Keeping prisoners down while transporting.
2. Making it much easier to take chakra beasts back for draining.
3. Allow Tsunade and others to do surgery MUCH easier (earning brownie points with S rankers is never a bad thing + lives saved).

Might be worth adding to the TODO list.
 
@Velorien @eaglejarl @Paperclipped I'm going to take it for granted that we spoke with Enma at some point prior to his arrival and broadly gamed out what we wanted to do when he arrived, and that the winning plan will be a reflection of that previously uncollapsed waveform. Not having talked in at least very broad terms about how we wanted to handle his arrival is too stupid an oversight for so many people who are smart and invested.

277 words at present. Probably not my finest work but getting the ball rolling seems good.

I don't have concrete goals for the first for-real meeting; I'm trying to sketch out an approach more than anything. I'm currently probably under-utilizing Kei and Noburi.

      • Have Enma lay out the plan - the Bosses march to Arachnid and defeat the Dragons with their Summoners.
      • Play good cop to Enma's bad cop. When he gets upset with someone, discuss their many positive qualities. You're absolutely certain they just about to do what Enma said they should be doing.

  1. Allow the Gōketsu to donate seals to genin for immediate needs.
  2. Support/finance the creation of a safety first focused sealing school/ninja track and (small) production centers so we can properly equip our genin. "Explosive seals like kunai"
  3. Help find trade goods/setup trade deals with 7th path clans, especially those that can provide cheap food at reasonable prices. If a suitable chakra source can be found, expand that into military contracts that are regularly used for infrastructure and chakra beast suppression.
  4. Try to get more of the Wakahisa clan working with Leaf and helping establish more/expand Koi ponds.
  5. Try to improve the Motoyoshi fertility jutsu for large scale use.
  6. Try to find more ways to transfer chakra to eliminate our single failure point.
  7. Put a strong effort into finding/domestication of chakra beasts (perhaps wild Koi) that can be used to fuel Leaf's economy/military

Because they border nearly all the clans in the eastern half of the continent and were willing to get all of them in one place at Kei's say-so. We got the Rats here, the Turtles, the Frogs and the Mara and we're even close enough to Snake and Monkey. Even if Pantsaa wasn't an Essie in his own right who I'd be happy to throw at a Dragon for multiple reasons, hosting the Conclave in Pangolin is by far our best shot at amassing as much force as possible.

Plus, we're planning to use the Crusade as a way to pull the rug out from under them and end the Condor subjugation. Just because it's an ugly situation doesn't mean we can't make the best of it.

This does not make sense. You cannot have a seal that directly interfaces with someone's nervous system, wave your hands, and say "this is not a bioseal". It's a bioseal.

You could make a seal to restrain people. I suggested a seal that drops a cone of hardened air on someone, but anything that interacts with a nervous system directly is a bioseal.

I am very unconvinced that saying this publicly, as part of a grand speech, is a good idea. The Pangolins aren't going to like it, they might punish their Condor slaves just for positively acknowledging Conjura.

In private, where we have the reasonable expectation of not being overheard, fine. But this will most likely be taken as public disrespect by the Pangs.

Actually, re: restraining seals, I had an idea a while ago: Air Dome, but it solidifies all the air inside it. To break it would be a Physique roll, and probably one harder than it would be to break normally, given it'd surround your whole body (and potentially lungs, depending on ruling), with increasing penalties from lack of air.

You sure about that, boss? I predict the result of bringing it up will be a thousand word Kei doom-rant and nothing else. IMO better to leave it alone until we can start taking concrete action.

I mean. She appears to be working at it herself. It might be something worth asking Mari and potentially Shikamaru about -- the idea being that if she operates without knowledge of the coup attempt against him, she might get out of it without problems... hm.

A save-or-die Physique roll, I like it. Were you thinking 50 for the TN? Or something higher? Regular TN for breaking an Air Dome is 40.

I was thinking probably between 44 and 50. Even if the dome is the same "toughness" it's much harder to shatter something by pushing outward than by striking it.

Before asking Mari to TLITF someone, recall that what you are actually asking is effectively "hey, would you please give yourself a little bit of brain damage for me? Cool, thanks."

As to literally any save-or-die seal: before you ask about it, it's a good idea to have a plausible answer for "why does this not exist yet?" Any easy instant win button is going to have been found by someone in the last thousand years.

I do have answers to that, you will be pleased to know:

It is the same seal we used to make Skywalkers (implying that Air Domes are not widespread, else Skywalkers would have been made sooner), and arguably more importantly -- it is a two-element seal, making it nigh-useless in combat for anyone whose name is not Gouketsu, and somewhat difficult to set up even if your name is Gouketsu.

Additionally, these same features make it excellent as part of a trap, and as the well-known adage that you do not fight a sealmaster on prepared ground goes, them being OP in that circumstance is normal and expected.
