Honestly even if the XP lootboxes thing does sorta break things mechanically, it would have been much weirder if literally noone could "Stand on the shoulders of giants" as it were on knowledge based skills like Sealing and medical knowledge, and instead everyone had to reinvent the proverbial wheel by themselves.

if the in-character official diplomat was a healthy ninja. who was always accompanied by the unofficial but de-facto civilian diplomat. who tells them what to say. could we use the unofficial civilian's diplomat AB bonus? while still having the clans respect the ninja diplomat?
However little clans respect a crippled ninja, they will respect a ninja commanded by a civilian far, far less.

In general, please do not try to game these rules with multiple people or switching roles around quickly or such. You do not have to appoint anyone to fill any role. If you would like to, you can, but there will be no allotment for chicanery.

To some degree sealmasters are reinventing the wheel, each and every one of them. But more importantly, the slow advancement of the field over time, the gradual accumulation of institutional knowledge that makes it easier and easier to learn and grow, can be easily represented by lower TNs.

Chief Technical Director is a less exotic term. Moreover, we don't have anyone explicitly suited for this position, as everybody basically worked on a sum total of one engineering project. We lack the technical maturity to appoint one.

I would prefer an engineer who worked across projects and learned multiple discipline to take the rein.

"Provost" isn't exotic. It's just a senior university post. Also, mechanics-as-written, any researcher-spec (most likely Hazou or Kagome) would be a good fit.

No, a few of them lived. I'll pull up exact quotes later but I think 3 genin survived and have since been adopted. Many genin were promoted and then died, and a couple who weren't promoted also died. We also adopted I want to say 2 academy students who will be genin at some point in the near future
  • The two Academy students are still Academy students.
  • The medically-retired ninja is still there.
  • Atomu, Reo, and Mai were adopted, as you said
  • The other two semi-crippled chūnin are dead. They were sent on what was expected to be a low-risk patrol mission along the eastern border with two other able-bodied chūnin but they got unlucky and died: that was when Cloud made their move.
  • Of the 31 genin:
    • 5 joined the KEI. You can check to see if they are still alive.
    • 1 ran off because he thought he was going to be tortured by a fish sex cult leader
    • 10 died on various missions
    • 8 were promoted to chūnin and then died on various missions
    • 4 were promoted to chūnin and are still alive and living on the estate
    • 3 are still genin and living on the estate
Additionally, this discord message from EJ (of 75% confidence) declares that every ninja on the estate that is still alive has been adopted after offscreen processes (presumably Mari trading around for slots, etc).

So I take that to mean that some of them do in fact live on the estate? This could refer exclusively to Reo, or it could apply to some or all of his sealing students. Maybe even Nakano if he lived with us, but just stopped learning sealing. If they do live on the estate, then presumably they are among those that were adopted, or they were adopted in additon to those numbers. At the least, it sounds like Sugiyama is also 'one of ours' based on one of the quotes faflec pulled up. The QMs could just declare that some of those "??? (genin)/(chuunin)" higher up in this post are some of Kagome's students, or maybe Kagome's students joined KEI instead, or maybe they joined us on top of the other people bringing our sum total of ninja to 25 or 26 ninja.
 
I SWEAR there is a bit somewhere where Akane is sparring with another estate ninja and they put her in some kind of Looney Tunes trap or something and I can't find it. I assume she says what their name is at that part though.

Hazou manages to do his projects/teaching and be clan head, though admittedly not every role may be as time intensive as the rest. I get the vibe Hazou is mostly just checking in on everything or maybe tweaking here and there rather than directly managing anything. Still, it's possible e.g. the treasurer role could go the same way.

Interesting, I conceptualize it more as generations of sealmasters eventually researching better versions of the Sealing stunt.

There is a meaningful difference between "More XP lootboxes lying around" vs "Lower TNs" in that the rest of your pyramid does not experience the inflation of accumulated knowledge. Your pyramid could still constrain your sealing ability despite available notes, whereas lowering TNs to reflect accumulated knowledge explicitly means you don't need Sealing to be as high in your pyramid to achieve the same results. Whether one or the other is better or worse simulation-wise is certainly debatable. But it's not like you can monofocus Sealing & Callig as it is either, so being constrained by pyramid is not new
