If you're optimizing for the sake of optimizing and you want people to engage with the idea in that way, then I think that it's wise to say so up front. I don't trust that this isn't something the player base would vote through, nor do I think it can necessarily be taken as a given that everyone shares the opinion that it wouldn't be voted through. Citation needed, but I think we've done stupider things before.

I don't have suggestions as to how to make this viable given the current competition for our time and resources, and the intelligence we have on the facility.

EM lasts for concentration plus some additional duration afterwards based on level. At EM levels high enough to achieve nuke, it can keep going for about 7 hours after we break concentration (and you wouldn't want to stick around to maintain concentration anyways). So we get to cast it, run away before it kills us, and then as we flee to safety it ravages whatever's below it for the rest of the day.

What if instead of going to Rock, we made them to come to the 7th instead?

Right now there's probably word that something BIG is happening on the 7th path. We just need to set things up so whoever obtains the Scroll is ambushed on the 7th path. Maybe have Hazou use his role as consort to gain leverage or kill them once they appear in the arachnids territory. One or the other.

Kumokogo would know what our options are.

Assume that there is no limitation on time or resources. It's all hypothetical so we can game out ridiculously long chains. Is going the @Lailoken route and just dropping a ten SIN stack enough? Do we need to get the kraken scroll first so they can't escape over the lake? Should we hire a Minami to act as a spyglass? Do recruit Neji so we can find out if the scroll is even there? Is having Mari with shadow clones enough to tilt the odds in our favor. How do you feel about herding chakra beast to attack the base? Do STARS change anything? What all summons would you want? What if we could bring a boss?

Lots of questions that getting more input would help

Just btw when a Summoner dies on the 7th Path the Scroll returns to wherever they were on the Human Path, so...we wouldn't get the Scroll from this
 
Does [the restriction on when you can cast EM on an area] apply for objects affected by EM as well? For example, if Akane makes some ice with EM and then brings it over to another area, can she cast EM on that area?

What about the reverse: if Akane makes ice with EM but then moves the ice over to an area that's been EM'd, what happens?
Neither case would cause a problem. It's only about the zone, not the contents of the zone.

Question: if we can control the final temperature, is the duration after-concentration a function of the temperature we choose, or is it solely determined by the duration of the highest level?
The duration is always based off the base level of the technique regardless of what temperature you set.

EM cannot be used on an area where a prior instance is in effect. EM cannot be used on an area where EM has expired but the temperature has not yet re-stabilized.
Hmm...I take it we can't use EM to rebalance a previous use of EM (e.g., Akane casts EM to chill a room, then casts EM again to warm it back up to normal)?

I think it's possible but still unlikely. I'd say it's very likely they wouldn't distribute them to every ninja to carry around all day. Unless this is where they're researching them of course.
If it adds to our reputation it'll get us kicked out of Leaf. If we do this it needs to not look like anyone associated with Leaf doing it, otherwise Asuma will have to sacrifice us to avoid starting a war.

We haven't made any lakes of glass before. Why don't we ask @Lailoken about his ideas and use one of them in conjunction with blocking off all possible escape routes.
We would need about 25 storage seals to fit 1 m^3 of glass. An Olympic swimming pool (a very very small lake) is 2500 m^3, meaning we would need 62500 storage seals to fill one with glass. This is not an effective use of our resources.
 
Have we ever explored the idea of chemical warfare? Create a heavy and dangerous gas in Leaf labs, seal it up, set up a skybase above the enemy encampment, then unseal the gas at night and choke/poison/blaze/whatever the entire base at once.
 
No. Of course. She's confident she'll never get one, since there are only a handful of contracts known to exist and only one or, rarely, two summonses of each at a given time.

I'm guessing since Mari knows about the circumstances of there being rare occasions of 2 summoners, it's not exactly confidential? Does Hazou know the context in which this might happen?

I don't think we have, but we're aware of one jutsu that creates a poison gas. The jounin Jiraiya hired to kill Minami that killed Minami used some sort of poison gas. This is a good idea though. Since chemistry isn't really a thing in MfD I think our best bet is some sort of seal or jutsu.
