8: Introduce more shinobi to the GED to improve ninja-civilian relations
9: Outfitting/financing all estate ninja, and eventually all clanless, with proper gear, seals, jutsu, etc.
10: Wiping out all chakra beasts in Fire (then feeding Fire with the meat)
