I had the impression he was upset that we were treating the Yakuza with anything less than scorn. It isn't especially clear though so it's hard to say.

I think this can be handled in a 1-off "offscreen" line that just says 'hand bison over to Asuma' or something.
I'd prefer we distribute it ourselves for a number of reasons.

1: Asuma's priority isn't civilians.
2: Countering scarf man's shenanigans

I'm still willing to go for it, I'm not sure how likely it will get voted in though. I don't want to send in Hazou but we don't need him there anyways.
When the QMs have the Bear Scroll info ready for us I think we should consult the team on which to go for and do it. Gotta get Kagome to the Great Seal ASAP

IIRC the situation is: The Rock camp is heavily defended, enough that a team of ANBU couldn't get close, on top of that we need to execute the mission in complete stealth because if we're found out in any way, shape or form by Rock, Asuma is going to cut Goketsu loose to stop the war from starting.

Let's work through the possible worlds here:
  1. Rock found the Scroll a long time ago when they set up the facility.
    1. It has since been taken away from the island for safekeeping.
    2. It is being kept on the island for safekeeping.
  2. Rock has not found the Scroll since setting up shop at that location, but it is still there.
  3. The scroll is long gone for whatever reason.
In routes 1.1 and 3 the quest is over before it started. In routes 1.2 they have the scroll under lock and key and we are not equipped to take it out from under their noses. In route 2 we'd need to find a scroll that evaded the detection of Earth-element specialists for years while also evading detection from all of those specialists ourselves.

The only options here are no chance of success and extremely unlikely chances of success. Depending on which routes you think are more common you can weight it one way or the other, but there is no world where this mission is even somewhat likely to succeed.

edit: for context, the sub-routes of route 1 specify safekeeping because we know they haven't trained up an Arachnid Summoner. These routes mainly exist on the assumption that Rock does not have any trained summoners to train someone to use the Arachnid Scroll, and are thus keeping it safe until it can be used or traded away or something.

We can do both. Ask for his help in coordinating distribution AND request that the Gōketsu be the ones seen publically distributing it. It's a wholly reasonable stipulation. I'm sure he will understand our motives and suspect he won't care too much as long as we do a good job with the distrubition.

That said, this would take the food distribution from an offscreen one-liner to an actual thing.

Are you asserting that assaulting a heavily defended fortress possibly full of Rock ANBU is below our level? I don't think I agree.
I think the odds of it being any where near that heavily manned is unrealistic

"There's a couple dozen huts and a large communal structure on the shore, along with a couple obstacle courses and a walled-off area about a quarter mile on a side. The island is a mile or so out into the lake. The ANBU could see signs of a large estate but unlike the rest of Rock the place is lush with greenery and they couldn't get a good view."

It's a training facility. That doesn't scream lots of jounin. In fact rock ideally has fewer jounin since we sent Hidan their way. We send in three summoners who have chakra refill after they summon their team plus a jounin and yeah I think we can take that.

We don't really have any way to deal with people with earth affinity running off to get reinforcements.

About a mile of water that they will have to cross when we can have spotters in the clouds

You're assuming that the fort is an above ground dwelling and that all its ninja live above ground. But you know, Rock is Rock.

Can't really burrow underground when there's a water table all around

If we don't care about anything in it's general area I'm inclined to say, yeah it is.
But if we have to search the area for a Summoning Scroll afterwards we can't just bomb them into oblivion...... Or maybe we could, and have Pangolins search the rubble afterwards. That might work.

I'm imagining having the pangolin diggers collapse any tunnels into or out of the fortress, then we bomb the fuck out of it and wait for the inhabitants to dig themselves out.

Kagome's implosion seals should come in handy, because they would disrupt the air in any subterranean pockets left in the initial bombardment,

We maintain a huge chakra reservoir by having Noburi remain in Leaf and pass chakra via the 7th path. That should allow us to maintain an army of Pangolins. So Keiko would need a bunch more contracts. @eaglejarl @Velorien when Keiko Reverse Summons with multiple summons on the Human Path, do all of them pop?
 
There may be civilians on the island, so there would be quite a bit of a collateral damage, especially if it is an actual village.

We really need a telescope. I wonder why it isn't considered a strategic good.
