@Oneiros Made changes to the FOOM talk, I think this works better for obfuscation? It only mentions FOOM in subtext, and I think everything else could be construed as just being another clan secret we haven't told Keiko about yet. Let me know.
1) Stealing chocolate from landlord isn't going to necessarily bankrupt them in one turn. Land is wealth, and they likely have accumulated enough wealth to pay taxes to their ninja overlord by themselves. They're petty nobility.
2) A merchant caravan or when the landlord meets the distributor are going to be the most likely scenario for armed guards to be present, whether ninja or not.
3) Nighttime theft is the most likely way to succeed . Or we could simply burn it, which may be worse than doing hydroengineering or another mudslide.
4) The moment that the chocolate are now cargo being transported and guarded by ninja is the most likely and dangerous scenario in which we lose the monopoly. The chocolate merchant could simply sell it to other merchants which are then dispersed across the elemental nations. One caravan can be dealt with. But five or ten caravans? Less likelihood of success.
5) It is very important that we have this monopoly on chocolate or we go bankrupt.
So I agree with everything you have said, except for 1). Which I only technically agree with, in the sense that a person can't be bankrupt if they are dead. Yes, I do honestly believe that ninja will murder the local landlord for failing to protect the rest of the chocolate harvest; ninjas in this setting, as I understand them, are actually that petty. And since I don't want to kill said landlord if they aren't raging asses towards their laborers, I cannot reasonably advocate for a plan that calls for stealing from them in that situation (obviously if said landlord is a shitty shit, we can rob them).

Anyway, still thinking out details on how to plan that shit. I'm not entirely convinced there won't be ninjas guarding the stash as the harvest comes in.
This is likely not a good plan, but I think the general <what we are doing> is the correct move, even if the details are not. Let me know your thoughts.

Here is an unoptimized plan. The words are important and there for a reason, so if you try to copypaste this haphazardly and edit stuff down to try to fit more nonsense in, don't do that. At best, finnangle with the wording to get it down reasonably, but this is all we should be doing if you want to do these conversations.

I am guessing that you mean to ask if we could tell her how to take advantage of the THING without actually knowing the THING? As written, I had to think for a few moments to understand what this was saying.
 
imo we can trust Orochimaru to be civil in such a meeting if we have Asuma or Tsunade around. Either of them means Orochimaru can't breach the laws of Leaf without severe consequences, and I don't think he'd make his decision of whether to stay in Leaf or abandon it based on the kid summoner's cute little idea.

As such, if we get Asuma's approval and he'll be with us for the final meeting to decide the details, then I'm also okay inviting Orochimaru and Tsunade. Odds are neither of them will care, but if they don't show up then we've shown proper respect without consequence and if they do then we're still safe.

If we're going to do that (which I recommend against), we should talk with Ami before hand. She has experience with Orochimaru, and could dispense advice. Also, it would give Ami more screentime.

I still don't want her to know about FOOM, because I fear the secret will be out soon in that case. Shikamaru will know or figure out, so will Ami, etc. I think it's fine to keep clan secrets from her just as she keeps clan secrets from us.

Speaking of which, did we ever learn what happened to the Yuno/Noburi/Neiji mission?

If the merchant lose their chocolate instead of the landlord, the merchant might die instead. Either way, we need to steal the chocolate no matter how petty their ninja lords are.

Also, our monopoly position is far far more important than a landlord's safety at the hand of their abusive overlord. The moral consequences for failure will be greater. We will be bankrupt, unable to advance our uplift position.

In any case, if you don't want to be put in some other shady situation, we need to tell Mari that she need to stop that kinda scheming. In any case, we already ruined other farms. If ninja lords want to spite their own face by killing half of competent management/petty nobility for a temporary setback, that is their problem. That only makes it easier for Leaf or Mist to exert their influence.

This is interesting, but I would prefer we do this at some point after finishing our first Dog mission, cementing our status as the Summoner, and waiting a bit so Noburi and Hazou (likewise to some extent Neji and ...) can actually acquire some decent contracts.

Similarly, there's some other stuff we can do here with this that I'd prefer to explicitly do. Namely, get Asuma's permission first, get an optimal route going, and then assemble the strike teams for the Mother of All Chakra Beast Clears and head out.

Asuma's clearly a bit pissy with some folks (Us, Nara) so "We'll do this for free." will probably get us in his good books. I expect this to be sufficient argument to persuade all involved. Ra ra will of fire etc. etc.

I would have to remove the bits where we tell her about training SC and Resolve for this to fit IMO.

So as it stands:

1) Ask Keiko about telling her secretz
2) Listen and mull over her response. Dont tell secretz just yet.
3) Give Keiko alternative thing she might prefer, but emphasize it requires her to trust you.
4) Advise her to train X and Y.

If we put 2) at the end it looks awkward conversationally, we're responding to something previously said and not whatever the immediate conversational topic is.

The point in the ordering is along the lines of "I'm still not sure I can tell you that right now... but I can safely tell you this I think: You will have to trust me that doing this will work out, but you should ..."

Edit: And if we start glancing about for spies we shouldnt even be telling her *that*.

This is vague to the point of uselessness. How does this secret benefit her? How major are the benefits? How immediate and cataclysmic the consequences of an OPSEC breach? How difficult would it be to hide, what shape does benefiting from it takes? All of it significantly impacts whether she'd want to know it. With such a vague wording, she's almost definitely going to say "no" because she's Keiko, and then she'll be all tragic and dramatic and depressed about how the rift between her and the Gouketsu is widening by the day.

And this basically spells the secret out.

I pretty much see three viable approaches here:
  1. Just tell her to train Resolve/meditate with no explanation, asking her to just trust you on this and to come to you if she figures anything out. No talk of "secrets", nothing.
  2. Tell her everything, ask her to honestly evaluate if she'd be tempted to tell Ami, and if "yes" to come to you first.
  3. Don't tell her.
I prefer option two:
  • Meet with Keiko (max-privacy).
    • Explain FOOM.
    • CCnJ: It could potentially massively empower Ami too, and you're confident she's capable of getting SC and a Wakahisa if she really tires. Keiko trusts Ami, would want to protect her. Ask Keiko to honestly evaluate whether she would be tempted to, by the same logic she divulged Ami's secret to you, divulge this secret to Ami? Would Snowflake be?
      • If yes: Ask her to speak to you first if she's ever inclined to do that.
    • Discuss how to maintain INFOSEC against Shikamaru/Ami. Examples:
      • Do everything on the Seventh Path, both training and chakra transfer.
      • Start sending Snowflake into the Gouketsu Compound under the excuse of "re-establishing relationships".

Busy morning, but my thoughts are thus:

+Use CCnJ with Keiko (about our feelings, not about FOOM). Her ego is fragile right now and this might make her think we don't trust/love her.

+Keep away from the Sannin, but consult with Ami and Mari if we're not going to do that. If we meet with Orochimaru, do so with Asuma present (after talking to Asuma about the meeting, to be on the same page before the social battle).

+Let's get our new summon some battle experience, but without humiliation. He needs a punch in the face, but we should abide by Uplift and not use him as a punching bag for jonin.

+Ami's been suspiciously absent from the recent updates. What does she think about the new law (does in infringe upon her obsession with freedom and agency)?

+What's Haru up to? Is he okay with the new law (something something, making slavery to clans more enticing, something something)

+Land is cleared, let's build the acquduct.
