If Gaku doesn't want a promotion we shouldn't force it. He also doesn't seem to want the publicity. Also he's good at being a secretary but that doesn't mean he's good at doing whatever he would do in his promoted position. Although it looks likes he would just be doing the same things as before but finalizing stuff.
 
(also note that I doubt Candoru will lose to chakra beasts though, so taking him means we're committing to going on a relatively dangerous mission).
imo the trick here is making Candoru face multiple enemies at once. He might be fine against one chakra beast, but we can go into the mines and send ten his way at once. If he handles that just fine, then twenty.

We don't even need to be careful. If we bring a complete overkill of 100 beasts down on his head and he pops, well, that's exactly what we're looking for. All we need to make sure is that we ourselves have an exit strategy if things get too hot, which isn't hard.

    • If we start getting more chakra than we can hold, use it to build MEW walls for nearby settlements

We don't need to beat him up until he actually acts up, but we shouldn't be unwilling to fight when he inevitably does. Until then, we can merely schedule a pleasant excursion into our mine where we agitate waves of chakra beasts and send them his way until he gets overwhelmed, and then rinse and repeat until the mine is cleared.

Overall this is a very happy update.
Mine stuff seems reasonable but we should file a notice with the tower just in case we get overwhelmed and cause a chakra beast incursion that requires broader response.
