We should work with Lee and have him choose the Dog Scroll as his reward. Since Lee cannot actually use the Dog Scroll he gets another prize plus $50M plus no taxes plus the Dog Scroll is still up for grabs.
 
We could sweeten the pot with Goketsu money or something else.

Skyslider is a pretty good innovation, but it required more work than just a proof of concept. We'll also need a secret place to develop the prototype away from prying eyes.

Why would you not bargain that you give him the thing to win and he gives you the Scroll?
Because we'd want him to pick a seat on the Clan Council and work closely with us to increase our effective voting power.

HDK, but the fact that Asuma was careful to spell out alternatives in other cases suggests that you only get the extra adoption slots. Not definitive, though.
 
Do take note: we aren't going to be the only people pulling out the big guns for this. This is open to every ninja, and I picture there will be two modes of operation:
  1. Submit a modest amount of value for social purposes, to look like you're at least participating in the spirit of the event and the Will of Fire.
  2. Break open the safes and pull out the forbidden techniques and push hard enough to guarantee a win.
A key factor is how many people/clans are in group 2. If there are less than five then we won't need to push extraordinarily hard ourselves, but if there are then even with J's notes we're a young clan going up against a clan with centuries of hoarded goodies and we can't afford to hold back.

The fun part is that since we don't know if there are more or less than five other groups going full-throttle on this, we really can't assume that we'll have it easy. And that means I say we concentrate all our value on one person rather than halve our contributions and try to claim two prizes. At least, do that unless we gather reliable intel that suggests we aren't actually facing competition that stiff.
 
any Leaf ninja may present their efforts for consideration. Novel seals, jutsu, trade contracts, long-term resources such as mines, new technologies...anything that will present large and ongoing benefits for Leaf as a whole may be offered.

I don't quite trust the Tower to be impartial, so we'll probably have to be clever in how we present some stuff, but we can probably swing 2-3 of these without too much work.

The clan adoption thing (for us or in exchange for something else) debt forgiven thing, and the Doggo scroll would be best.

TBF we just have to give our contributions before the 2 months are up; we can just wait until the last couple days to decide. And to gather information. Given how everyone who contributes is meant to be honored, it might be made known soon-ish.

Option Four (Clan Seat and Sdoption Limits)

-We get the seat for the Shimura in exchange for two of the adoption slots per year.

Option Five (Doggo Scroll):

-We get a summoning scroll to complete the set.

(We can pay out the ASS for this now and use the power of logistics to print money long term).


Option Three (Ebisu training + Ten jutsu)

-This is a bit of a grab bag. I don't feel like this is exactly the best.

I officially vote that if we get to choose a prize then we just give Asuma an ordered list and ask him to pick the first one.

Hazou: Hokage-sama, I know you're busy and in favor of not wasting your time here's a list of tweaked prize options we would like.

Hazou: Just pick the first one from the list that you would find acceptable. I only ask that you pretend we're negotiating really hard to get the best of those options that we can.

Hazou: *looking a bit confused* Those are, I think, reasonable requests to make for a prize. We'd negotiate to get the best one we can, but it's easier to skip the negotiation and just ask you to give us the one that you think pre-hat Jiraiya would have been able to bully you into.

@Players: Also people two months is not a lot of time, and we're split between a pile of things we could do.

I'd appreciate if people could point out likely gifts we could make, estimate what we could do with them in two month's time, and how useful they would be to Leaf.

With NO arguing about whether each proposed gift is the one we should make. (At least until EOD Monday)

Arguing about the correctness of the estimates and their concrete effects is fine, as is trying to optimize proposals. Try to make any criticism constructive, ideally by providing a detailed breakdown of the issue and/or proposing ways to fix the issue and improve the proposal.

This is a large space over which we're searching, and a little order during the brainstorming phase will help us make better decisions.

I'll be doing some independent brainstorming, and come back before looking through what others have suggested. It might be useful for others to do the same.

Make stuff for the NPCs to create. Don't you want to prove yourself smarter / more creative than the entire rest of the hivemind?
How does this work? Do we mention in a post that this is ideas for NPCs? Should we assume by default any ideas we submit might be used by NPCs? Should we give you ideas in PM

. We should promote an atmosphere of contributing all you can in the hopes of winning. Attitudes like gambling or lottery winning are what we want to induce

@QMs what happened in the rest of the council meeting of biowarfare? Were things completely decided on and action already started, still in discussion, ruled out, etc?

I just ran through the calcs with faflec on discord, and we can perhaps get EM nukes functional within two months.

Assuming a generous 4 XP/day and taking Akane's current XP, we can reach about EM 32 in two months, which is a temperature delta of 160 degrees C. We need to hit -195 C, so we need the starting temperature of the air to be about -35 C. How do we do that? Altitude.

According to the chart below (and doing a little conversion), the temperature of the air at the border of the Troposphere and the Stratosphere is about -70 C, and the temperature decreases linearly along the way.


This means that roughly halfway up the troposphere we should be able to hit the appropriate base temperature to let EM 32 liquify the air. How high is that?

Apparently the troposphere varies from 7km at the poles to 20km at the equator. I'm not sure where the EM is latitude-wise but it's probably somewhere in the middle so we can guess that the troposphere is somewhere between 10km and 15km tall, which means that half of the troposphere would be about 5km to 8km high, which is high but I don't think it's unreasonably high.

(Incidentally, if we went to the top of the troposphere and got the extra 35 degrees, we could shave off 7 levels of EM and only need EM 25, but we'd have to go twice as high up)

edit: we'd hit altitude sickness problems after 2.5km but we have Tunneler's Friend so it's okay.
edit2: turns out I forgot to account for the reduction in pressure's effect on the boiling point, and at the top of the troposphere we'd actually need to hit -220 C or so to liquify the air, which means we can theoretically still do this but we'd need to go all the way up to the top of the troposphere with EM 30-32 to make it work.

Before we set the plans for it into motion, we got Word of QM that we wouldn't be dinged by the Grue if we tried. Good job keeping attentive about the risk, though!

It sounds like you're saying "Hokage-sama, we don't want any of the prizes you actually offered, we want to customize our own rewards." Is that right?

Closer to "Creatively interpret the prizes you offered" or "Specify the implementation of a prize".

I don't think we should suggest anything that does much more than shuffle the components of the prize or specify portions of a prize left ambiguous, like specifying what land we might receive.

Basically I want to tell Asuma "Look, everyone else probably is coming in with the intent of negotiating to make the prize more valuable to themselves. We want to try the same for ourselves, but we acknowledge that we have no real power here and that we will abide by your decision. We hope that our honest effort to improve the circumstances of Leaf has gotten us enough goodwill with you that you're willing to fudge things a bit, but if not that's fine too."

Edit: Wait, why should we try to convey that in subtext? We can just say all of that directly to Asuma when we talk to him.

Perhaps gathering a large quantity of spirits makes chakra easier?

Do people believe wind spirits were originally people? If so, perhaps killing a lot of people in a narrow area might give a larger quantity of spirits.

Do they think spirits are physical? If so perhaps we could gather spirits by having a large sphere and compressing the sphere. perhaps if we compress the sphere enough we could kill the spirits, expand the sphere, and inside the sphere is an anti-jutsu zone

we could measure the Number of spirits in an area by seeing how many ninja have to do a jutsu in an area before there are no more spirits to be called upon.Job for naruto. Alternatively see how many kites can fly simultaneously before there are no more spirits to propel them
