Dunno if it's been developed since this, but it's a thought to look into.Leaf has no semaphore system. Jiraiya is open to the idea of developing one, though he notes that you've already upgraded Leaf's human messenger system so much that it could be overkill, at least in the short term.

TBF we just have to give our contributions before the 2 months are up; we can just wait until the last couple days to decide. And to gather information. Given how everyone who contributes is meant to be honored, it might be made known soon-ish.The fun part is that since we don't know if there are more or less than five other groups going full-throttle on this, we really can't assume that we'll have it easy. And that means I say we concentrate all our value on one person rather than halve our contributions and try to claim two prizes. At least, do that unless we gather reliable intel that suggests we aren't actually facing competition that stiff.
