And you don't think the clans are going to give a shit about all the actions done beforehand?
I think that everyone's too worried right now to care very much about it. Or, if they do, they'll see it as a long shot that was likely to fail but didn't.
Honoka is the result of when somebody actually decided to mentor a kid. Individualized attention will do wonder for development. The problem is that individualized attention is expensive. We could probably fund an adjacent "mentor" program.
And then, because the number of clan ninja are now low, the other clans might very well begin their own mentorship program for their own clans. People, businesses, and even governments all emulate that which is proven to work. If they see something that works, then they'll try to see if they can't incorporate something similar into their own work to get some of that same success for themselves. And this has proven to work.

In fact, it's a small wonder that no other clan has tried to poach Honoka away from our clan. Maybe it's a cultural taboo, or maybe they just don't think Honoka's worth pissing off the sealmasters who were instrumental in saving them from the last Seal Failure. I wonder if more clans will end up emulating the quasi-sponsorship-thing in the hopes of gaining their own overlooked prodigy? I mean, some clans might consider it to repopulate their numbers, if nothing else. [...]
So there's no negative political-karma gained, no adoption lost, and nothing lost but the time we choose to invest in Honoka. But what we have to gain is an additional source of income (our clan was dirt poor not too long ago, remember?), an ear to the ground for rumors and information through Honoka's parents' business, a source of contact with civilians through Honoka and her parents, a promising addition to the clan that is guaranteed to become a strong ninja and, thereby, a valuable asset --if only because Kagome is training Honoka, likes her and wants her to survive in this world). Furthermore, we gain a loyal Team Uplift member and Honoka can be paired off (training wise) to the other prospective adoptees.
Honoka could be a mitigating influence on Haru's personality, much in the same way that Akane is. Or she could be a narrative device for character development/growth with Aya. Or Honoka could be a proper motivation with Kaiyo to get/stay sober, if we have Kaiyo interact/teach Honoka. We might even be able to convince Kaiyo to teach Honoka how to hack jutsu... and maybe even pass on the unique jutsu that she invented.
Edit: I'm assuming that all the other clans are hiding away in their compounds, trying to fix themselves without much regard to the village, as a whole, beyond their grounds. I mean, we've not really been shown what anyone is doing for the rebuilding effort as a whole --which Hazou seems to practically be leading. I think that it might be safe to assume that Asuma is doing... you know, something since he's the Hokage, but we haven't exactly been told what.
