Rules of the Plan Cache:
  1. Get Support. The Plan Cache is for ideas that already have support of a sizeable chunk of the playerbase, not for ideas that someone wants to advocate later. For a benchmark, your idea should have enough support to be in one of the major plans of a cycle if there was room in the plan.
  2. Short-term. The Plan Cache is for ideas that we intend to implement in the next few updates, or more loosely within the same rough story arc. If you have an idea beyond that temporal scope, I have another post storing those ideas so ask me to put it there instead of cluttering up our short-term storage.
Sometimes when we're making a plan we have a good idea that's just outside the temporal scope of the update, but we don't want to cut it from the plan because we might forget by the next cycle. This adds unnecessary words that could have been spent fleshing out the rest of the plan, and may outright cost XP in the worst cases.

This plan cache will hold these subsections so they don't fall into the void between planning cycles. Just ping me with the subsection and, unless it's wildly unreasonable, I'll edit it into the post. I'll keep them there for a while until they either make it into a winning plan, fall out of favour, or the context significantly changes. Depending on circumstances, they might end up in my Side Project Cache, or they might be dropped, and I'll make sure to be transparent about what I'm doing.

I'll do my best to quote this post after every update, so that planmakers can get an easy reminder about what we never quite got to last cycle.
I'd also like to bring up something that we discussed on the discord: having Hazou sign up for some guest teaching at the Academy and offer Sealing 101 lessons to the KEI. In the former case we're looking for talented but overlooked students who we might be able to take under our wing (Tom Riddles, MMKII calls them), and in the latter case we're screening for other clanless who might have the chops to learn Sealing from Hazou or Kagome as well as learn more about the KEI as an organization so that we can more effectively influence it towards our aims.

Chapter 286 is a conundrum, since @eaglejarl didn't specify if it took 3 days or 4 in the AN. I've done my dates based on 3 days, but if it's 4 the last three rows of the Timeline would need to be edited appropriately.

Please also be aware that I didn't add stuff for Interlude: On The Same Page (Jan 11, 4:45pm), Interlude: Hanging in the Balance (sometime after Jan 12), Interlude: The View From Below (varies)

Side note: Interlude: On The Same Page states it happened "Jan 11, the day before the Hokage Election", but the election took place on the 14th.

I will motion to soft-adopt any younguns who display high INT, CHA, WIS , or some other decent arbitrary measuring stick of potential, have a decent amount of ambition and/or desire, and are overlooked by the system for any variety of reasons (they are an asshole, the teachers are dumb and hate them because they have potential, they are Likely Unfit Due to Health Reasons, etc.)

The Hazou's and Raistlin's and Sai's and Riddle's of this village shan't be left to fester and rot due to systematic incompetence, not on my watch! We'll take the rest under our metaphorical wing once we can support them. They shall all be welcome in our mighty house!

So, we don't know the specs for Kagome's Rocket Boots, but talking about how they could work mechanically is more likely to get us them sooner than not, so, assuming they're activated in similar manner to skywalkers:

Free action to activate (activated by chakra adhesion). Generally used on the shoes or hands. When on other body parts, it takes a supplemental action to activate, as is standard for equipped, usable seals. These require training to use effectively; bonuses are halved if the user is not experienced in their use. When activated reactively, they provide a bonus equal to the sum of the user's Athletics aspect bonus and the infuser's Sealing aspect bonus (In example, a Hazou-infused seal activated by Hazou would give a (5 Athletics Aspect Bonus + 3 Sealing Aspect Bonus) for a +8 total) to avoiding attacks. This is cumulative with other avoidance methods such as substitution. When used reactively, it gives the user the fragile aspect [Off Balance], which enemies may invoke on further attacks on them. This aspect does not come with a free tag.

When used proactively, they give the same bonus toward Athletics to close in on enemies, and half that if used to supplement taijutsu, and give the user the fragile aspect [Rocket-Propelled Personnel] which may be invoked as normal. This aspect does not come with a free tag.

But yes. I fully support scouting for Tom Riddles, and as I said on discord, I'd like to get Hazou a reputation as a brilliant teacher. He's raised the base talent of his team, and part of his role is optimising training schedules. He's very good at it.

Ebisu is constantly sought after by all the clans. Let's get Hazou a reputation for being Ebisu 2.0.

Once on the ground there was debate about in what order to do all the various things that Hazō wanted to do. When he suggested that they go back and investigate the hellrift in Iron from which the blade monsters had come, Kagome-sensei expressed his displeasure at the idea. Once Hazō had convinced the sealmaster that no, he was not having a delayed psychotic break as a result of looking at the storage scroll and that Kagome-sensei could stop doing the Exorcism of Interdimensional Horrors That Ate My Apprentice dance and also to perhaps tell the Narutos that it was okay to let Hazō out of the multiple vicious submission locks the clones had administered, they moved on to other planning. (The Narutos were repeatedly congratulated on how quickly and effectively they had followed the order to "grab him, he's seal crazy!", even if they had not understood the reasoning at the time. Also, everyone agreed that the thrashing convulsions and animalistic yelling that Hazō had involuntarily indulged in upon being reminded of his summoning scroll experience had not helped his case vis-a-vis the whole 'not crazy' thing.)

Granted, I give us getting killed by Hiashi's schemes a similar chance. And if a ninja world war breaks out we'll have a much higher chance of death.
Convincing me that sealing mitigates those two situations will help. Using sealing WMD to enforce truce I find as yet unconvincing.

Opportunity cost: There are other things we can do to mitigate death. Diplomacy/bargains with Hiashi/Ren/Isan/Akatsuki/Sage of the Six Paths/Summoning Realm/etc.

If you're willing to settle for 'killing all humans but the planet is still physically here' then another one of those blade-monster rifts would do it, as long as they're able to cut through stone this time...speaking of which, we should probably send someone to check on that first one and make sure they haven't escaped and started spreading across the landscape like an unstoppable hellplague.

I don't see Sealing research as mutually exclusive with many of those opportunities.

I think its pretty clearly the case that more Sealing shinies will help our mortality rate when it comes to WW4? Thats sort of the whole point, besides leveraging the magic for Uplift related things.

I want to prevent WW4, not survive it. Which I question how well sealing will help.
Yes, sealing can help Uplift. But research takes time. I think we'd be better off just starting the Uplift in that time.

Unrelatedly, we should check up what seals the Tower offers

I think we can ultimately stave it off for a few years, but short of Sudden Forbidden Lore Powers to the Max, I don't think we can prevent WW4.

I don't understand why Sealing is mutually exclusive with Uplift? We can tackle it week by week, and a lot of Uplift-y stuff doesn't require our personal attention at all (nice though it may be). Ex: Mari's clearly been pretty busy.

I wonder if we can adjust Usumastsu's Lifesaving purifiers to grab and eject water OR salt? Apologies if this has been spotted already, but I think it's especially relevant with Hazo's hopefully soon to be more abstract understanding of the universe and sealing. Maybe it lets him more easily swap seal targets?
 
I think the argument is that sealing takes time that could be spent on building up the merchant empire. Sealing does help on the personal power front and could get us a SINs to protect Leaf, so it can get ward off aggression.

Merchant empire makes the desire for wars that disturb trade less attractive before seal defenses even come into play. It's a softer deterrent.

No? That's not the only thing we could be doing. For example, Ustamasu's glorious life saver is a seal of immense potential utility once we adapt it.

We could filter iron with it, sure. But we can also filter so many different things with it just by experimenting with it on the path to an iron filter. It will be immense use to alchemy chemistry.

Once we got to iron, we can throw the byproduct filters at an alchemy lab.

I think that with the rest of the clan pitching in -- this is sorta their schtick too, as much as it is our brainchild-- we'll be able to squeeze this in in-between running projects, plots, plans, and researching Interesting Things. I don't think the time constraints are problematic in that aspect, and we can always get someone to work on that.

Cool. So since I wanted to do that's one of the reasons I wanted us to spend less time on sealing.
The long and short of it is that we're not very optimized for running this sort of thing.

From an IC standpoint, a pile of our XP is currently spent on combat and sealing. So we're not going to be as good at this sort of thing as Mari would be at handling social aspects, or Keiko would be at handling logistical aspects. (I don't think either would object to helping.) We can surely optimize things here and there by doing stuff personally--Hiveminds crazy-- but I don't think thats going to be much of an increase.

From an OOC standpoint: I don't think we really want to get into the weeds on Merchant Empire Economics stuff. The James Bond-ish intrigue stuff, sure. I'm all down for having Hazou do some spymaster crap with Mari.


The main catch-22 is: The current status quo is way more "Social specs = god" than it was before for us. Unfortunately we sunk most of our XP up til now into punching the shit out of things, and about1/5 to a quarter of the overall is in Sealing stuff (that we haven't gotten much use out of because we keep doing things because our Sealing stat is too low). We can increase overall gains by fixing this with " Pay 100 XP to become 'Kagome but not as good' in one part of the mechanics -> Sink a total of 165 XP into Calligraphy to get good at another -> CR Rush + Shadow Clones (10 months) -> Begin piling XP on socials, Sealing, Prophet of the Out, and Even More Socials like its going out of style, filling the pyramid with Earth jutsu, socials, and Cryptography (Do this for pretty much the rest of the quest) ." Since doing that is more or less the most efficient long-term and short-term strat en masse for bumping Socials up to snuff while maintaining the fulcrum that is bossing reality around with an inkbrush.

Short-term: With this trajectory we would want to spend time researching stuff that a) Uplifts (Bigger Earth Domes are pretty much "Here is a free house.", purifiers are great, stuff that heats homes [and could be used to boil water] would be great, civvy storage seals would be great) or b) acts as +1 equipment to our combat stats (since we aren't leveling them with XP, we can offset this by upgrading our equipment).

Long-term: I'm decently sure that the only way we're going to "win" (post-scarcity society, necromancy enabled, these nations no longer exist in the village system and are one super nation led by a charismatic Nice Guy leader a la Naruto) is through the application of a) Sealing and other misc. research stats , b) Socials, c) Forbidden Lore. Forbidden Lore is basically "Have high enough socials to convince folks in the know to spill the beans" , as well.


tl;dr: We aren't Nagato, but this at least lets us copycat his build somewhat, just with "God-stat" instead of "God-bloodline". He pretty much trivially won the game --YMMV on whether his endgame plan was brilliant, completely fucking nuts, or none of the above-- just by making two handfuls of friends and acquiring the right shinies, so whatever he did must've worked out pretty well. Lets do that (except with the obvious optimizations) and we're probably good to go no matter what actually end up having to do.
