I don't believe we have the time to act as parents to a number of infants on top of everything else we are doing.
Of course not. The only people with the Gokētsu surname that are even remotely qualified to be parents of any type of children are Akane's parents.
What I am actually asking is how we want to do that children/caretakers ratio, with what criteria and recruitment pitch we will go after those caretakers, and wether we are going to adopt them or merely hire them, maybe even on a temporary basis.
We could hire two people per ten children who work in shifts to take care of the children plus adequate educators for a Gokētsu quality school. Or we could actively go looking for good couples with few or no children to who we make an offer to permanently adopt them into a ninja clan with one of the requirements being that they adopt and raise 2-3 ex Uchiha's as if they were their own. Or something in between.
Even the question wether taking care of Uchiha will be handled as a full time job that we pay people to do exclusively or wether we get so many competent and not overworked people on site that taking care of them will happen organically like it would in a large medieval clan. Or again, something in between, like us adopting a bunch of professional civilians plus one or two whose only job it will be to make sure that our weaker civilian clan members have their needs met and don't get mistreated internally.
The more I think about it the more I think that we should be preparing for our soon to be expansive clan in general. If the population grows to the size of a tiny village, what internal institutions and facilities do we want to have on site? What rules and laws will we set up that differ from wider Leaf? What tools will we use to try and instill whatever culture we want to instill in our people? How will we handle money, in terms of things earned by Gokētsu civilians being taxed (or going fully) into clan coffers and/or how much allowance will be given to who.
An officially sanctioned clan behind officially closed walls is less like a family and more like a tiny autonomous nation pretty much from the moment it approaches a population of ~100. At some point rules will have to be made, systems created and needs met.
