No they don't? They are untaxed from mission pay until they reach subsistence, then taxed at 80% afterwards.

At that point then we might as well explain that all academy students receive a substantial subsidy during their time at the academy to make up for the fact that civilian parents can't support growing ninja (and clanless ninja parents can also have problems supporting a growing ninja), and that for civilians this subsidy begins a graduated decline upon graduation, fully expiring after a year. For others the subsidy lasts 6 months. - The increased time for civilian families was born out of necessity, and is a minor concession the clans allowed out of necessity.

That seems reasonable, though probably only clanless academy students, but yes.

Hmm. We should arrange for Till'n'Fills to be tax-exempt, or at least at a reduced tax bracket, given their highly positive impact on the economy.

Not something I see happening. Jiraiya could institute the mission category with no issues and publicize to civilians that it was available. He could in theory change the tax rates because he's an absolute dictator, but in practice that's the sort of thing it would be worth talking to the clans about, especially when you're trying not to rock the boat too much because you're running for re-election in three months.

Oh, no, I do mean talking to the clans about doing it, not just doing it willy nilly.
 
The best things we can do for necromancy right now are (in no particular order):
  • Have Hazou freak out over resurrection being confirmed a thing.
  • Win the election for Asuma.
  • Assume Direct Control of the Leaf economy.
  • Found the Gouketsu Hospital.
    • Start pulling academy students, genin, skinwastes, and civilians in to gain medic levels there.
  • Centralise the Leaf Sealing and Hacking communities.
    • Leverage that into a university to teach those skills to as many ninja as possible.
  • Learn any dimensional seals or jutsu J left.
    • Begin figuring out what we need to do create a ritual that opens rifts to other paths, especially the naraka path.
  • Find Oro's followers and bring them into the loop.
    • The snakes, too.
    • And Kabuto (in case he really wasn't one).
  • Ask Ino whether her jutsu interacts with souls or just minds.
    • If souls, as with canon, then we need to get her on the project.
  • Begin work on our necromancy prototype.
  • Acquire minions. Get our faction set up.
  • Learn Shadow Clone.
  • Acquire hackers.
  • Convince Shikamaru, Asuma, Ino, Shino, etc. that we can get them their dads back if they help us. Chouza wants his teammates back, too. Most importantly: Naruto and Tsunade. Need a working necromancy prototype for this part.
    • Have everyone collaborate on the True Resurrection ritual, or on invading the naraka path to kidnap a Demon King.

Are there any other things people can think of?

Well we should take a trip up to the Hinnago medical facility. Good way to recruit former minions of Snake uncle. Also a great chance to expand spy network to find Bijuu

We really should talk to the major in the Rice city were in, help the poor Inn women (build a new Inn for her) and take over Oro's network.

The Snake Clan and the Capybara are pretty close, according to the map we have. Pretty sure we can help with Foreign policy.
 
Due to my lack of spoons(Yes, even naked mole rats use spoons), I decided to tackle an easy question for the day:

  • Between which parties, in what volume, at what frequency? (trying to determine how much new supply the market can bear)
    • The eldest son usually inherit the land, while the other sons find new vocations or new farmland, or simply married off. As such, the usual party is the Fire daimyo doing firesale of lands from wiped out rural nobles, usually to other rural nobles who wanted to set up their 2nd sons and beyond with their own farmlands. During peacetime, it is expected that volume are low. Only after war do land sale volumes pick up.

I don't believe we have the time to act as parents to a number of infants on top of everything else we are doing.
Of course not. The only people with the Gokētsu surname that are even remotely qualified to be parents of any type of children are Akane's parents.

What I am actually asking is how we want to do that children/caretakers ratio, with what criteria and recruitment pitch we will go after those caretakers, and wether we are going to adopt them or merely hire them, maybe even on a temporary basis.

We could hire two people per ten children who work in shifts to take care of the children plus adequate educators for a Gokētsu quality school. Or we could actively go looking for good couples with few or no children to who we make an offer to permanently adopt them into a ninja clan with one of the requirements being that they adopt and raise 2-3 ex Uchiha's as if they were their own. Or something in between.

Even the question wether taking care of Uchiha will be handled as a full time job that we pay people to do exclusively or wether we get so many competent and not overworked people on site that taking care of them will happen organically like it would in a large medieval clan. Or again, something in between, like us adopting a bunch of professional civilians plus one or two whose only job it will be to make sure that our weaker civilian clan members have their needs met and don't get mistreated internally.

The more I think about it the more I think that we should be preparing for our soon to be expansive clan in general. If the population grows to the size of a tiny village, what internal institutions and facilities do we want to have on site? What rules and laws will we set up that differ from wider Leaf? What tools will we use to try and instill whatever culture we want to instill in our people? How will we handle money, in terms of things earned by Gokētsu civilians being taxed (or going fully) into clan coffers and/or how much allowance will be given to who.

An officially sanctioned clan behind officially closed walls is less like a family and more like a tiny autonomous nation pretty much from the moment it approaches a population of ~100. At some point rules will have to be made, systems created and needs met.

I suggest we either adopt or hire Uchiha at twice their economic value to care for the civilians we are already planning to adopt.
 
One thing we could do is select for clanless ninjas who happen to have families capable of rearing children. Adopt the lot and sic the babies on them.
 
I think we should adopt civilians who can be foster parents. We don't need to pay them a salary, but as Gouketsu they will have their living expenses covered, which I expect will be enough to attract people.
If some of the Uchiha are infants, they will obviously need foster mothers who can breastfeed them.

Hire them first, and adopt them after we know we like them. We should have a buffer just in case one of them turns out to be an asshole.
