Our obligation is to do our due diligence. That means negotiations to set the standard, and that means doing our best to ensure our questions get true answers. If the Uchiha somehow send a Deception-spec civilian who simultaneously isn't willing to have sex with Hazo, is willing to lie to Hazo, isn't willing to say no to the Uchiha, and is able to out-Deceive every Goketsu...well, I'd seriously question the simulationism of that scenario, to say the least.

We have two methods:
- They will have trouble lying to us. Hazou has a respectable deceit score, and Mari has an astounding deceit score.

...I just had a thought that's /really/ outside the box. I wonder if it would be possible to set up some sort of unofficial dual clan membership status for the children? It'd be like the status of someone who marries into a clan. They are officially part of their new clan, but everyone recognizes that they have ties to their family of birth, ongoing contact, and a degree of loyalty even if it's subsidiary to their loyalty to their new clan. For the kids, we'd basically raise them in both clans to some degree even though they were first and officially Uchiha.
"Hey Ino, I'm...in a very weird situation that I will explain, but the short version is that I want to be very sure I don't rape someone by accident because they've been pressured to have children with me against their will and aren't telling me. Could you please help me?"
Ino cares about women. She's not going to say no to that, I think.
A social spec good at spotting deception would be almost as good, if not quite as foolproof. Mari can't be trusted, sadly, because she might lie in her present state of mind for the perceived good of the clan.

I'm being lazy and mostly cribbing off of the previous plan and our intention to tell Akane (hence the links). Some of these are just ways to make things more efficient (Naruto), or were already added (researching legalities), but others deserve adding. Let me know what you think.
Plan doesn't work well with that, sadly. I want to have Keiko over for the Summoning discussion in some later plan, and talk to her then (after said meeting).
I kinda-sorta am? Hazou left Akane a note in the update, and I'm just gonna assume she's going to talk to Tsunade about that after our discussion. If you don't agree, tell me and I'll have it be made explicit.

Pretty much this, while I'm sure some are willing out of duty or personal gain that doesn't mean they're exactly excited to sleep with a guy they've never met. It's like an arranged marriage, you just need to accommodate the girls as best you can and treat them well. If any really don't want to then figure out a way to send her back without dishonoring her. Just treat them like people.

Also we have 3+ years to get to know these girls. We can work with them to make sure they are comfortable with the arrangement. Just have Hazō become really close to them. Treat them like a wife and equal. That should go along way to making sure they are onboard

Not gonna lie, the thing that whigs me out most about this conversation is that we're referring to these future-women as girls in the context of political marriages and having children. Rationally speaking, ensuring continual consent solves the problem and in-universe/historically it wouldn't even be seen as a problem, but talking about 15 year olds like this just feels gross.

Looks better. I am somewhat worried about our ability to find actual buyers. I'd feel better if I knew they were out there.
As for the Uchiha thing, I wonder if we can have Hazou spend some time to figure out whether he'd be okay with it? I'd like to know if this is going to damage his sanity.
In fact, everyone: We don't need to make a decision on the Uchiha deal in this plan.
We could give Hazou a few days to wrestle with his feelings, get advice, check with the prospective girls, that sort of thing. Let's not say yes or no right now and instead get some more information to work with. This is a really, really big decision. Let's treat it with the gravity it deserves.

Wait, hell, It's a Velorien update. We need to include the Ami section:
- Contingency: Ami arrives at the compound (sanity-check with Mari).
- Carefully introduce to Kagome.
- Discussion topics (Clan + Ami):
- Spend the favour: "For the next month, have as your highest priority the maximization of Gōketsu's political power, preferably by working with Mari".
- Establish communication with her in Mist.
- Include her in our previously-discussed plots.
- Akatsuki: They're an existential threat. Pool information, offer full collaboration against them.
- Is diplomacy possible? Can we influence their idea of "pursuing peace the hard way"?

I have ti insist on a 3) make sure no clan head currently allied to us would hate us for this. For all we know Naruto could puke the moment he hears we even considered this. Repeat for Tsunade, ISC and Asuma. Can't risk breaking alliance with any of them for this.
Parents, plural, would be impossible in most cases. Gokētsu has too severe a lack of male ninja for that to be even remotely possible. Fathers will be a mix of Hazou and clanless ninja we hire for this, barring a major relaxation of international relations, meaning women will share the same father of their children.
On that note, I recommend barring Noburi from the breeding program. Giving Uchiha one bloodline is bad enough. If he ends up falling in love (or lust) with a harem member, he will first have to convince her to use her contract guaranteed agency to leave the breeding program.
We could just leave both initiation and leading of any sexual interactions up to the women. If any of them "never get around to" inviting ninja to their beds then we know they aren't actually consenting.

Honestly not suprised, we are going medieval standards here. Frankly the fact Mari got them to wait until 18 probably took a ton of persuasion on her part. I mean, if I were an uchiha elder I would want potential sharingan babies being pumped out as soon as possible.
