Mostly because a) everything has been fire and pain since Naruto got kidnapped and b) the Merchant Council, despite being designed to prevent ninja from giving civilian craftsmen and merchants a raw deal in the short term, are a net negative for Leaf and Fire as a whole insofar as they prevent us from seismic tossing their bullshit fuedal economy into the next era with seal-tech virtually overnight.

I've always advocated just going out and doing spice and wolf shenanigans outside of leaf.

All the big towns have MC, largest business we can do is in Leaf, and ninja activities are restricted to mission length. If we want to do anything important, it's important for us to start breaking down the business barrier where we live and open up communications(as much it scares paranoid ninja).

Our we could just ignore those merchant councils. Going ahead and doing things is the best course
 
My impression of the MC thus far is that doing small-scale stuff as we've done before won't be noticeable and we can get away with it, but large-scale projects like selling salt or ice in bulk is gonna get spotted and eventually come to bite us in the ass, even if we do our selling outside of any MC's jurisdiction.

Personally I feel we need a lot more information about the MC and the lines they've drawn before we can decide upon how we're going to be doing things. Questions like "How did Jiraiya sell the Pangolin diamonds for cash if he got them from a ninja-privileged source and doesn't have a license to sell diamonds?" or "If clan members can sell seals to each other freely, would that allow Ishihara Kenta to use Force Walls to enhance profits in his business without being restricted by the MC?" are just some of the things I could think of that we should know.

Edit to the above: That being said, I'd like to explore selling stuff to the Seventh Path for diamonds or other easy-to-sell-legally-by-the-MC's-definition stuff.

...That would be insane. Some serious bullshit would start going down in the swamp of death. Suddenly the whole swamp remembers being killed by Leaf and Mist. And they don't remember us being killed. We would have to keep everyone in the swamp from knowing that we fled while they died. And they would likely try to prevent our "suicide". Jiraiya would kill everyone all over again just to get us out. And if the swamp learns about that...

Also, what would Zabuza do?

What would Yagura do?

What would the Akatsuki do?

Kagome would be impossible to find.

Speaking of which, we need a rendezvous. A "everything has gone to hell, and we can't go to Leaf" type of rendezvous.
Have Mari say she has a cunning plan to get client state status with Leaf. She meets up with Jiraiya, confirms that he remembers everything too, and he allows Swamp to be a client state in exchange for Leaf getting Mari, Hazō, Noburi, and Keiko as hostages/diplomats.
Jiraiya and Naruto form the Gōketsu clan, then adopt us into it. Send the team to find Kagome and bring him back, if he is still in the forest waiting for us.
Ren will know that Yagura will find out who his replacement was sooner or later, and probably won't want to stick around long once he does. We can get her to defect along with Hana, and keep Hana faaaaaar away from Mari at all times. Adopt them into the clan, get them to immediately start training sealing alongside Hazō.
Pump out all the skywalkers Leaf can. Start pumping Hazō for WMD ideas, especially sealing ideas that would work well for Naruto. Make sure Naruto learns a suicide jutsu so his clones can just explode themselves if they get grabbed by Akatsuki.
Start negotiations with Akatsuki, hope we can convince them to try a less violent path to peace. Uplift, maybe.

It was my off and on campaign to get us to contact Orchimaru. We still should figure out a place to bounce to if things go terrible. Isan is probably out and with Oro "dead" can't join him. Our best bet is probably to defect back to Mist
I fully agree with having a contingency plan. But I don't think that anything that is a landmark of any sort is a good idea. How about instead we pick some random place that no one else knows about? Maybe the forest where we met Kagome, or the beach we hung out at once? If we all have skywalkers we should be able to avoid leaving a trail that anyone other than Zabuza himself could follow. Whether that's sufficient would depend on whether he's still alive or not though.
Also, lighting a forest on fire again should be good enough to throw any Inuzuka off our scent even if we don't have skywalkers.
 
Take selling Ice. We freeze a ton of it and run it to hot springs. Find an inn and set up a contract with them. If we need to use a civilian proxy. Instead of never moving forward with it because of vague fears that something bad might happen
Or we could just... confirm those fears rather than letting them be boogeymen?
 
Well the people in the merchant council aren't dedicated to the cause of preventing uplift, it just happens that its better for them if ninja don't start outcompeting them.
Just propose them a deal where they obiously benefit the most and I don't think they will disagree.
They won't like us selling ice because we might hurt bunisness that sell ice and mostly benefits us , so that's the kind of ninja using jutsu as an advantage in business thing they most likely don't like.

Selling or giving usefull seals to everyone however, while it makes them more dependent on us and they might not want that, will mean more profit to them.

6)Hokage Election.
7)Find the Rinnengans
8)Find out everything we can about the Akatsuki

I'm not going to say that we should ignore the economic part, but we can delay it a day or two to obtain a Jonin-Level ally(And Current war hero) and maintain good relationship with Clan Heirs/Current clan Heads(Also, Making Neji our ally would make wonders, considering he's a genius that will wield a ridiculous power in the Hyuga clan)...Also Ami.

Unless we frame it as a diplomatic move of us trying to get their goodwill for future projects or something.

I think it's been fairly heavily implied that merchant councils are really good compared to the most common alternative. I think that at least at first we should try and find ways to work around the MC. Which would definitely include learning more about what they are and are not okay with.

Could we set up a meeting with a merchant council member? It would allow us to directly ask what is and is not okay, and would let us feel out that particular member for ways we could benefit each other. For example, meet up with an ice merchant member, and work together to find a way for us to supply him/her with a ton of cheap ice without running into any MC regulations.

We probably shouldn't be having any member of Gōketsu leave the village if possible, now that Keiko mentioned we'd be priority targets. Remember what happened to Naruto? Think of something like that, but unintentionally.
Instead, I think we should buy a few C rank missions and let some clanless ninja do it for us.



Hmmm, maybe we should just pick the largest village in Fire that doesn't have a merchant council, and test prototype Uplift stuff there? We can build that place into a sizable city if we do things right, and it would be a city with no merchant council. There's no need to tear down preexisting merchant councils.

That definitely sounds like a good idea. I would be very interested in a plan that talks to her and tries to get her on our side (and away from the possibility of Ami influence).

MC would point out, rightly, that it would only last until such businesses go out of business, which will be soon given that they're being outcompeted. Alternatively, if they patch that hole by giving away the money even after the business goes under, the businesses would just up and sell their business and collect free money, while still others would make businesses and claim they're being outcompeted for more free money; this'll go on until there are so many 'businesses' that the compensation either drowns us in debt or gives effectively $0 compensation.
