Is Tenten a chunin? I thought promotions hadn't been officially given out yet, since we needed to ask Jiraiya for them. My understanding was that no one else had got their promotions before Nagi Island, so Tenten wouldn't have been eligible to take part.
I made a count of the chunin exam arc: It runs from 157 chapters all the way to chapter 252. This is defined very broadly. In other words, 95 chapters involved the chunin exam, the interim period, and the tournament proper, from September 10 2017 to March 13, 2019, or 546 days, involving 36% of story content .
To put this into perspective, the story began on December 10, 2015 to the latest chapter on May 17, 2019, which is 1254 days. The chunin exam took 43% of quest time to play out.

Given that XP are rewarded based on time and the hivemind's propensity to waste bonus XP, probably not as much as we hoped.
I made no distinction between omake and canon in doing most of my calculation.

In fairness, that was four months of the quest being semi-on-hold with zero plot progression. If you took that out it would change the calculations quite a bit.
Four months? If we assume 30 days per month, then that would be 120 days.
426 / 1254 is roughly 28% of total runtime.

That's not quite the same though, because we've already paid for those words in the first plan. Overall it seems to lead to the same number of spoons as that plan being split over multiple votes. except the QMs get to pick exactly where the split is, so it seems like less spoons are used overall?

Tenten may not know nobody else got promotions before the fight, or may be ignoring it. I think it's more along the lines of "if I had stopped my teammates from wanting to do something stupid, we probably would have been promoted to chunin and therefore could have participated". Just my read of it though.

Tenten is not a chuunin. Those who fail to earn a promotion based on exam performance are not immediately promoted at home, since that would effectively be spitting in the face of the Chuunin Exam as a institution.
I forget what the reason was for introducing them, it being many RL centuries ago, but I suspect it was something to do with population numbers not making sense.
