If they wanted him, why didn't they already adopt him? From what I've gathered, opportunistic adoptions aren't really common in Leaf.

@eaglejarl iirc, the second to last chapter got written despite [] Lore Update being in the lead. Does that mean that votes for Lore updates can and will often be vetoed?

Also, did Jiraiya leave anything in the pile of Answers he wrote down for us that is imminently relevant?

He's married to his work. But we are offering him an opportunity to do bloodline research which is his work

You are assuming his opinion on whether or not he would like to be adopted by (Insert person) remains unchanged since he recieved news of his father figure and career meal-ticket dying approximately 1-2 days ago IC.
 
Updated the Lee section to push a bit harder in favour of him, and added a line to not bring up politics when talking to Naruto here.

Because until very recently "adoption into a clan" wasn't a thing. Clans were families and the only way to get in was marriage. The formation of the Gouketsu set precedent that clans didn't need to be family, and we need to snatch up all the good candidates before that sinks in properly for the other clans.

The following are prominent clans with places on the Clan Council:
Hyūga
Uchiha
Aburame
Nara
Yamanaka
Akimichi
Sarutobi
Inuzuka
Gōketsu
Kurusu
Kyosho
Motoyoshi
Amori
Hagoromo
Minami
Senju
Uzumaki

While other clans exist, they lack political weight and are often little more than large families with a handful of secret abilities and the weight of tradition behind them.

Adoptin into a clan is a thing, it's just "uncommon". I mean, Tenten could decline offers from clans, that says something.
 
I propose something along these lines:
  • Jiraiya gave personally gave us permission.
    -Propose to make Jiraiya a member of Uplift: after everything he said, he stood with us.
    -Uplift mission is unchanged.
    -To a world were this won't happen anymore.
    -The Fifth Hokage is with us,now and forever.

  • Recover Akane
    -Go to Akane, All of you.
    -Explain the situation: She's family, and she deserves better, she always been a part of Goketsu, we should have fought for her, even against a Sannin.
    -We are going to adopt her, if she wants to be part of Goketsu.
    -You must warn her, it could be dangerous, we are a newborn clan without Jiraiya...you don't want to put her in danger.
    -But we're ninja,everything is dangerous, You'll respect her will, as it her choice.
    -We're sorry, for everything, and we would love if she were to be Goketsu, once again and forever.

Points for Lee discussion:
-Tenten and Lee are team, they already work well together
-Mari helped us, now we can help someone, aren't we uplift?
-Leaving him alone means another Gai, we can help him control the Spirit of Youth, explain to him where he's wrong.
-Gai way of life was, in a certain way, a predecessor, as foolish as it was,of Uplift, so we owe him, as someone that tried to our own road in his own way and died trying.
-Because of the point above, it cannot be allowed to die like this, much like Uplift should not be crushed because of the unfairness of the world.

should we note something along the lines of "Adoption means joining Uplift, not simple adoption to be a stronger clan"?

Clerical error. We discovered that there were already canon minors to fit those slots, and were in two minds whether to change them for canon compliance. Apparently we didn't quite get it right. Taketori = Kyosho. Sage knows what happened to Minami. I'll update the list posted.

Mari can tell you that the only reason the Gōketsu still exist, much less have a vote, is because forcibly removing voting rights or clan status would be a very dangerous precedent to set.

Or perhaps we suggest that he stay an Uzumaki long enough for the Hokage vote and then get adopted into the Goketsu later?

The Uzumaki would still vote for Naruto Hokage.
Regardless, Hiashi in this situation is understandably right, a person doing so could easily ....
