Cannon!Guy is 100% S ranked. He very nearly punched Madara to death.

While reading the wiki, and accepting what google told me was a list of S rankers, I found someone interesting:

Chiyo. First thing, old ninja, so be terrified. Second, she has the most bonkers diverse skill set.
  • Skilled enough at sealing to put the tailed beast into Gaara (So not as good as Minato or Jiraiya, because Gaara's seal is messed up, according to cannon)
  • Puppet Expert
  • Poison expert
  • Med nin
  • Genjutsu
  • Strong enough to survive direct confrontations with Hanzo, who only died to all three sannin.
Hanzo actually survived fighting the sannin. He died later on, to Nagato.

If we're talking canon Hanzo didn't die. It was more a stalemate but he could have won. Chiyo also condidered Tsunade an uppity girl/a rival, so take what you will from that

Just a minor detail, but this might be better off as 'via Toads' or 'via Seventh Path'. The Pangolins might not have entirely up to date information since it takes time to carry messages to Pangolin HQ from Toad HQ, so we'd preferably check in at the Toad embassy. That might still happen as-is, but the inferential distance is higher and I think there's more chance something goes wrong.

  • Ask Keiko to check if Jiraiya survived/won via Seventh Path.
  • Consider establishing communications with Orochimaru/Tsunade.
    • Talk with our clanmates IFF it's safe (secure + full OPSEC protection). If they agree, get Jiraiya's approval/help.
    • Concern: If Jiraiya dies we won't have any way to know how the Nagi Island battle went.
      • Tsunade (Slugs) and Orochimaru (Snakes) could be contacted to ask them directly instead of waiting.
    • Hazou asks Keiko to send Pangolin couriers via Summoning Realm, or vice versa.
  • Get settled in Leaf.
    • Hug Mari. We missed her.
    • Update her and Kagome on everything. Ask what's happened since we left.
      • If something super traumatic happened, make sure nobody does anything stupid, especially us.
  • Get to work. Discuss and work together with the clan.
    • Investigate Merchant Council members' finances, rumours, and political affiliation.
      • Maybe Keiko's fans might have information?
    • Talk to Kagome at length about what he's been up to.
      • You once expressed interest in writing. Are you still interested? How can we help?
      • Has he talked with Ebisu, and has he approved Kagome's teaching methods to the Academy?
      • Offer to invite the Academy Headmaster to a fancy dinner to help further Kagome's educational agenda.
    • Continue funding till'n'fills (up to 両100,000).
      • Pay a logistics officer (or ask Keiko) to collect data on till-n-fill distributions.
      • Let Nakano's team (and Yūdai) know beforehand.
    • Arrange some lunches or game nights with other Acting Clan Heads (ISC, Shino, Kiba...) to establish better rapport.
    • Help out clanless ninja with good records.
      • Try emulating Ami's favor economy. Offer healing, seals, training, or advance warning before we fund mission bounties (till'n'fills).
      • Investigate Leaf policy on teaching Sealing, MedNin, and Technique Hacking.
        • Consult the library, a tower clerk, Ebisu, Kabuto...
    • Invite Akane over to eat, train...simple stuff.
 
I'm really not comfortable trying to contact Orochimaru right now. If it were important we should have asked Jiraiya to put us in touch. If it isn't we can wait until either he can weigh in or we know he never will. Let's not go juggling political rattlesnakes just for the heck of it.
 
In addition to collecting data on till and fills, do we also want to collect stories? From both sides.

Is there anyone who does an unusually large number of till and fills? they could be useful as a spoke person. We could also figure out what made them like it and see if it can be replicated.

Also, from the civilians perspective. Is there anyone who is particularly good at them? What sort of interactions foster better relations?

I agree. Even as a back-up plan, it sounds like a bad idea to approach him with almost zero info on what he wants and what he's currently doing. And if Jiraiya comes back I doubt he'll be happy about us contacting him behind his back after he trusted us with the highly confidential information that he was around Konoha. If I was Jiraiya I know I'd be hesitant to share future information like this if I knew Hazo's first instinct was to go out and poke the dangerous sanin with a stick.

I do think we should learn more about Orochimaru now that we know he's in town. But I don't think we should interact directly with the man himself before we know more. And definitely not before consulting with at least Mari about this (depressed or not, I'm sure she'll have an opinion on this plan).

edit: I see in the Manor snake plan we are at least talking to the clan first. So that's a plus.

Edit 2: I think we could possibly get Noburi to ask Kabuto for more details, since he shared some brief information about Orochimaru earlier in the story. Though I doubt he'll be able/willing to share anything about his current projects.

Yeah, I saw that after I wrote my comment.

I was originally responding more to the "speak to the snake" plan which doesn't have those safegaurds added in. But I didn't realize that the Manor Snakes plan was in the lead until after I posted and checked the tally.

There doesn't seem to be any harm in the Manor Snakes plan, though I do wonder if we'll even be able to talk to Jiraiya at all until the big mission is over.

Removed my vote as well: I want @eaglejarl to write this Lore Update and get @Velorien reveal Akane's fate. So carrying out the plan for Thursday and Lore Update on Sunday seems better option.
 
Something that came to mind just now: @eaglejarl, was Hazou drawing the storage seals he was going to gift to the clanless ninja during the conversation a deliberate strategy to give more weight to his offer of helping them learn Sealing? Or just a fortuitous coincidence? I don't think the update itself gives any indication either way, unless I missed something.

Hazou was being Mr. Deceptive and very subtly stringing them along there from my reading. Doing so in a way that aligns with their interests (presumably; they'd like to learn Ninja Magic and not be forever poor, I suspect) though.
 
MfD is actually about Jiraiya, and Team Uplift is just an arc/important aspect to Jiraiya.

Just about anybody important to Jiraiya is either pseudo-family(Don't be in this category unless you're his teammate), family, godfamily, or pseudo-family that had betrayed him(This is worse than being pseudo-family).

Is that deceptive, even if it's deliberate? I'd consider it to be more in-line with having good rhetoric - presenting your point in such a way that it has the maximum possible impact on the listener.
