Good reminder. Yes, the normal jutsu design rules specify that an elemental jutsu costs 2CP less if you have a source of the element handy and the jutsu does not have Elemental Requirement. Therefore, WDB gets -2CP if there's a water source handy. This is applied before Wakahisa triple-cost.

I've updated the jutsu doc to list this.

As to quality, they have ranged from perfectly acceptable to really good. There have been some blah bits where I felt unimportant things were given too much attention or details were overspecified, but part of that is simply differences in preferences between my tastes and those of the readers, and part of it is the need for clear communication.

As to enjoyable/easy to write, they've all been easy to write for. One or two of them bored the socks off me, but across several hundred plans and three years of time that's going to happen. Some of them were a lot of fun to write as well, so it balances out.

Overall, I'd say B+.

Statement of curiosity: What was the decision to make a sourced technique save 2CP? I recall that in Chapter 120 of the manga Tobirama was able to use Suiton: Suijinheki (B-rank, like the Suiton: Suiryudan Noburi used) without a water source, and the watching ANBU were amazed that he was capable of doing so without a water source at all. It feels strange that the change in effectiveness for a sourceless Suiton of comparable ranking is a mere 2CP.

I'm not asking for a change, I'm just curious as to the difference between canon and MfD.

I think it just means it costs 2CP to create chakra-construct water.

MfD jutsu have always been able to produce their own element as needed, so that is a carryover from the original rules. I don't remember why we originally did it that way, but it was probably something along the lines of "Hey, let's not f*** over everyone except for Air users (and maybe Earth, although not always). In particular, let's not make one of the PC's party members f'ing useless"

I don't think Kishimoto's logic on this one is that sound actually (surprise surprise, but even being generous here).

I'm pretty sure a few chapters after this he has Gamabunta spit half a dozen skyscraper sized globs of water at Shukaku, presumably with the justification that Skyscraper sized Toads= Skyscraper Sized Spit or something, even though thats equally obnoxious.

The hype statement of "The Nidaime can use water jutsu without a water source!" is really silly considering everyone else produces their element ex nihilo (or close enough) whenever they need it: Chidori/Raikiri and every "Spew gouts of flame with a fancier name and bigger fireball each time" no Jutsu that the Uchiha get being prominent examples of this.

I have this hilarious mental image of a bunch of stupidly high level conspiracies countering each other at all times and trying to recruit more members to further their goals against the opposition.

The twist is that if you write down members of all the dozens of Level 3 or higher conspiracies, its literally just Danzou.

Like maybe if you covered them with your own blood they would be sufficiently part of you that they couldn't be switched with by anyone else. Or maybe there's some other method.

Substitution only works with objects within a certain % of the user's mass (given the same level), so the obvious solution is to use targets within your range but not theirs. Or do as the Akimichi do.

I'm not sure that Substitution is a jutsu that Hazou needs to level. At the moment PH is better (for dodging in Round). Later on when we have CR 35-40 , we either wont need to dodge (PEA) or will have some other way of dealing with attacks with seals or whatever.

Really, we should shake down Jiraiya for The Good Shit once he has slightly more free time. He said he was gonna load us up with The Good Shit (not the "Hide the Bodies" Classified Shit) but he didn't actually spare any time to give us anything from J's Secret Stash. Oh well :(

I suspect mostly Jiraiya's spoons.

The problem with that is that I think we'll have to take a decent amount of preventative measures to ensure he has the free time to spare.
