All values of MEW assume 28.5 m^3 per casting of new version of MEW, even if more time is taken. I believe this is mostly consistent (or at worst an underestimate) with what has been seen IC so far, with regard to Hazo being able to erect a building and external barriers with enough interior walls to give 5 people adequate room to sleep mostly privately.
Plan Part: Turtle
6-castings of MEW (or potentially fewer) will provide enough wall to fully cover the facility - slight breaks may be necessary to get the volume into something an 5SB can handle (though probably only 3 5SB groups necessary, given pangolin comments and in-character acceptance). Leave room for a door (optionally cover with Force Wall)

Plan Part: Entrance Trap
6 uses of 6x6 m pratfall goo traps (arranged 2x3 pattern) will cover 12 m out ( likely 2 zones?) and the entirety of the door-facing wall. Starting from scratch, each use takes 5 elements (2-FW, 2-LBF,1-Goo), so 25 min to prepare one use (150 min = 2.5 hrs total), before hand, and negligible time to set up during round with pangolin help. Because these are non-standard pit-fall type traps (supported by FW), we can layer bramble/abattis defenses on top without triggering the trap (slowing approach)

Plan Part: Defensive Wall
1 casting of MEW can erect a wall around the 3 non-door sides of the facility. At 4m standoff, the wall is 1.5 m high. At 8m standoff, the wall is 1.2 m high. At 12m standoff, the wall is 1 m high. Each wall is assumed to extend in the direction of the door-facing wall by 3 meters.

Plan Part: Trapped ground
LBF, Goo Bombs, Low-Power explosives, Pangolin trap building, pangolin pit-falls, and defensive walls make the surrounding 3+ zones in 3 directions non-viable attack routes.

Plan Part: Fighters Outside
Team Uplift should stay outside of the MEW bunker, to encourage a swifter assault and not discourage the attack team into leaving in the face of an impenetrable barrier. Keiko should be on the roof, Hazou and Noburi hiding behind defenses / in obvious pitfall traps, waiting for the go-signal.

Upon seeing an incoming attack (They should have pretty bad Stealth rolls at the moment, and they probably wont be bothering with big FP expenses on stealth with combat imminent), Keiko summons the launcher Pangolin (or is already summoned, depending on chakra), who starts hurling Exploding logs at the enemies from beyond their range. This forces the enemy to close more quickly than they would plan to. When enough have entered the pratfall-goo trapped area, somebody (Hazo/Noburi/someone inside) triggers the trap. Most people are incapacitated by going off-balance and falling, though some likely escape. The area in front of the door is now impassable for a short period. Keiko and launcher pangolin continue attacking from range while Hazo and Noburi emerge from hiding (hopefully behind most folks, and initiate a counter attack

This is one of the few cases where a illusion clone would be useful.

How would you know that? The teams for the next round have not been assigned yet. (At least, not as far as you know.)
In the past, we would almost certainly get to a break point between the event description (even if in this case it is a simple "these are your teammates, the rules are the same as before... oh, and team Goketsu, we're naming you first so you don't know exactly what the compositions are", and we'd have at least a feeling as to their dispositions from a limited interaction before the actual event was to start. As is, we have to plan from nothing - so we plan against the worst case. Cooperation means we at least don't need to do silly things in the plan like "if out partners are idiots, implement these pre-backstabby plans"
 
Old MEW walls had to be at least 0.3x0.9x0.9

At 0.3 thick, you could make about 9m^2 with it/ 6CP. If ratio holds, that's about 90 m^2 per casting of new MEW.
Raise a 0.9 m, couple cm thick, border around the perimeter of whatever shape you desire, and you still get roughly 90m^2 surface. So about 9-10 meters per side of a square.

Either we get taken out wholesale, and that team is hardly worse off than before... or we get a ton of points, and suddenly that team is back in the running. As it is, otherwise, I'm pretty sure Mist is mostly out of the running for the finals without a heavy dose of luck.

But that might not be politically viable
 
This is one of the few cases where a illusion clone would be useful.
If we are so (un)lucky as to get any noncombatants in our team, we can assign them to micromanage illusion-clones amidst the fight to sow chaos -- it'll be mostly dark, so there won't be any problems with shadows making them obvious. Additionally, they can manage our manual, ninja-wire-triggered traps.

Nope. The Mizukage stacked the opposing team with clan ninja opposed to her family and her rule. If we succeed, Aunt Ren gets what she want, and we get an alliance.
 
Replacing hedge. As we all know, the second of the academy three, after the bunshin technique, is kawarami or replacement. As a living but non sentient being, a hedge is an ideal middle ground between substituting inanimate objects, such as the standard log, and substituting a consenting ninja, which is commonly considered a sign of adequate mastery by educational institutions. After "replacing hedge," the students are deemed suitable for self study and allowed to move onto the third of the academy 3, which is village specific. Presumably, they believe that hiding in the mist fulfills that role for mizugakure.

Unless the argument is that there are no Mist teams that could be on Blue in round 2, I don't see this as a refutation of my point - arguably there are aligned Mist ninja plausibly on Blue that, all other things being equal, she also wants to see get to the finals so it is not a total Mist blowout (though, if all but Leaf get egg on their face, it is mostly a non-issue)

So...alright, I think our best option for goo bomb bombardment is probably just having Pandamonium throw clones, effectively performing four attacks in one go (two clones can activate two goo bombs apiece).

Additionally... we need at least Pandamonium, Pandojuru, Panashe, and Pangaya summoned when combat starts. That's a lot of chakra, I know, but we need Pandojuru to perform Defend the Log (which is pretty much built for situations like these; it's a giant aoe that improves physical skills, including weapon-type jutsu, in its area), Pandamonium to throw clones (enhanced by Pandojuru), Pangaya to play defense, and Panashe to take out the underground attackers.

Resolve * 4, Stamina * 2

Fight, mighty Pangolin Clan! Rise up, allies of the Pangolin! Breathe in the power of the Pantokrator as you Defend the Log! Allow His speed and strength to flow through you as you crush the enemies of the Clan!

At casting time, the pangolin designates:
  • A cube of up to X meters per side, where X <= (⅓ * Level). The volume of the cube must include the caster's current location.
  • A power level of up to Yd100, where Y <= Level.
  • Zero or more allies, all of whom must be within the volume of the cube as it forms.
Every turn, the pangolin gets +Yd100 to TacMov and physical combat skills. Its designated allies get +(½ * Y)d100 bonus to TacMov and physical combat skills. The bonuses to TacMov apply to initiative on the following round.

Any ally who leaves the cube (voluntarily or not) loses the benefit and does not regain it if they re-enter.

If the pangolin leaves the cube the jutsu fails.

The cube is visible as a faint shimmer of coloured chakra.

This technique does not stack with itself, although it does stack with normal chakra boost.

Cost: X * Y CP per turn that the jutsu is kept active. Combat action to activate, Quick to sustain.

Focusing too much on defending the location instead of taking out the enemy forces is how we get dogpiled and lose, basically. Ninja don't do as well defending static locations (nonlethally at least).
 
The working estimate for average chakra reserves is 200 - say we can talk our team into donating half chakra for external defense. 1390 chakra (190+100+500+600), total, to work with until we can top Noburi up.

What are the Pangolin costs, again?

Idea
Substitution targets set up with a ready to deploy air dome for quick defense.

Substitute to ground level, attack-action AoE seal (pepper macerator?), supplemental activate air dome. Draws attention from ranged squad.

Edit - next round supplemental action to destroy air dome, the attack action. Rocket tag says this is probably close to combat end - save supplemental if needed.
