I googled the issue1​, and I think our best bet in regards to making Reds mute is to inject their tongues with something that will make them swell. Noburi likely could come up with something.

Problem: it's pretty, well, evil. We'll attack people, stick them in cells, injure them, psychologically terrorize them, then inject them with some bioweapon on top of that. What kind of message does this send? I don't think it would be good for Jiraiya politically, either.

TBH I think we'd be best off just using Pangolin Authority (tm) to spare ISC. It'd be kind of shitty to use their signal to pinpoint them and then just KO them if they did that.

Blue would take -225 to our 185 (410 adv)

They might get 185 to our 50, or 35 to our -100, either way (275 adv)

If even one Blue crushes round 2, and we don't get any prisoners, that blue team and our round one allies likely go on to the finals (15 people) I presume they would stack a super team blue against a weak team red to ensure this.

Fair, but we can't really afford to hold back without gambling our odds of reaching the tournament.

And, well, winning the tournament isn't really necessary, just by getting in we strut our stuff pretty well.
 
Alright. Barring discovering mission-critical information in the final hours of voting, I will be restricting this plan to cosmetic issues only.

I think that the proctors will choose to be slightly lenient on us claiming literally every document; in the real world mission this mission is supposed to simulate, of course you get further accolades for taking more classified documents, rather than it only counting for foreign villages. If nothing else, Jiraiya and the Minor Village kages can get some concessions for Mist's recognition that their Chunin Exam does not even remotely simulate the challenges of being Chunin.

    • We'll publicly announce our squad has them during the break.

    • Will trade for full-strength explosive tags; they deserve something for their efforts.
    • Will not protect them if they refuse trade.
  • Designate friendlies
    • Will not knockout, intimidate, and steal word-halfs from friendlies, but will otherwise destroy their score and drain chakra as needed. Will require description.

      • If Doigama does not suggest Wolf compatriot, press.

It's too late for your too-late comment as well:
  • If proctors won't be on-site all the time, how are they going to enforce the rules about severe injuries and about simulating T&I facilities?
  • If a Red Team turns in documents from another facility, who receives the points? Nobody? This Red Team? The Red Team assigned to that facility? Does the corresponding Blue Team lose points?
  • Are Blue Teams allowed to leave their T&I facilities? If yes, how far could they go?
  • Can Blue Teams send chakra constructs (clones, summons) to scout the territory around their facilities?
  • If a contestant withdraws to a medic, do they lose any points for that? Could they still gain positive points? Could they still lose points?
  • Can one of us climb a tree right now, to try and spot our facility?
  • If someone suffers a lasting injury this round, will they receive a penalty for this injury at the end of the next round as well?
  • For Blue Teams, does putting Red Team members into unconsciousness count as restraining them?
I added a few more, and deleted some very risky ones (one was a snarky comment about her leg, and another was about weather).
