Alright, I've update the plan based on feedback. Please review and give further feedback.

[X] Plan Running Like a Mole

Goals: Get out of the stampede zone, avoid being disqualified, reach Super Team Leaf and update them of the situation.

Means:
  1. Hazou will get off the porch and onto dirt and use Hiding Like a Mole to go underground, without being noticed by the proctors and before the stampede hits him. He will either need to move forward into the mist, or move to the side opposite of where the proctors are, depending on his understanding of where everything is and what is least likely to get him spotted. He will use a Tunneler's Friend to allow himself to breathe while underground.
    1. If needed for him to reach dirt while remaining concealed, Hazou may pop a Misterator.
  2. From there, Hazou will move away from the zone quickly, with the goal of reaching the safe zone and Super Team Leaf. Hazou will use his knowledge of the grounds to determine an appropriate place to emerge without being spotted by other contestant. (the hedge maze, a conveniently placed bush near the marquee, etc.) Exclude the tunnel from before as a possibility, as your enemies have knowledge of it. If emerging close to the marquee, check briefly to see if proctors are already there questioning ST Leaf.
  3. Once with Super Team Leaf, update them on the situation. Use hand signals to imply that proctors may be inbound or listening in, and you want everyone on the same page. State the story in such a way that you're not directly implicated in anything, and to make it appear to any eavesdroppers that the ST Leaf noticed that the spontaneous heat wave was a trap to herd people in, that they didn't allow themselves to be herded, and that you were sent in to do recon since you had a means to escape. Make it clear that you think whoever incited the panic with the explosive tag is an idiot, and that the likely mass disqualifications and possible civilian injuries that would result from that action could get anyone blamed for it kicked out of the tournament.
    1. If a proctor is already present, Hazou will use his judgement about whether to rejoin or not based on the context of what's going on. If he does think it appropriate, he will go in and notify the proctor of what happened, again without implicating himself or ST Leaf, and if the proctor has any instructions for the group. Hazou may suggest that a break room be discretely prepared so Noburi could use his medical jutsu to tend to any civilian wounded (if there are any), provided he can get some chakra loaned to him.
      1. If the proctor tries to blame Hazou for the incident, he will point out that inciting a panic in a mixed crowd of civilians and ninja is an obviously an idiotic idea due to several obvious reasons, primarily due to the possibility of civilians being harmed. (hinting that maybe this isn't the best time for the proctor to quibble over this). Signal for others in the group to get involved in this effort, as they have their own social specializations that could help to get the proctor to move on and not have a plausible case to blame you.
  4. If able, work with Super Team Leaf to figure out a way to best take advantage of the new situation in order to maximize the amount of points that the group can get. See if you can get Nara involved in the planning, with Keiko's assistance to refine plans, using the excuse that you had inhaled a little of the alcohol and are a bit tipsy as an excuse.
    1. He does suggest that the group may want to volunteer Noburi to treat civilian injuries in a break room, to show initiative and leadership expected from chuunin, and just to help people. Though Hazou doesn't expect any injuries that are serious, given the crowd wasn't really that big.
    2. Suggest using a buddy system for the rest of the event, as the remaining competitors may be out to try to eliminate more competition.
    3. Nara already has established himself as an information broker. Suggest this be used as a means to find out who our roles counterparts are - with the competition inevitably decreased and the remainder somewhat drunk, others might be more willing to take risks. Alternatively, consider some kind of matchmaking party game. Charades, perhaps?

I would like some better wording on the proctor contingency, but I'm not sure what exactly to say even with feedback. If someone could come up with a better block I can insert, it'd be appreciated.

Putting snow into a macerator does not melt it, and thus it produces a smokescreen of very tiny ice fragments that blow about in the wind. Noburi still cannot drain through it.
Presumably the ice would behave the same as snow: it gets broken up into tiny bits of ice.
 
@Enjou prepare a medical tent or location rather than breakroom. Don't be so specific?

Changed it to "break room or medical tent". Not sure if we or the proctors can quickly prepare a tent. The break room suggestion was based on it being A) present and B) somewhere that med-nin could practice out of henge without worrying about their identities being revealed.

Though honestly, I think there's a fair chance of the event being ended early at this point.

I really think you should include FP for the aspect proc at the beginning and Charades/Poker as a bulletpoint in 4.:

We can go around speaking about how we once played the role of a ninja with a squirrel companion that learned to breathe underwater.
We can choose the charades in such a way that it signals we're looking for a mist spy (man dying of thirst, wilting flower, etc).

It couldnt hurt to throw it in there on the off chance our group can't put something tangible together in the last minute.

  • Make it sound like you're delivering a report, it's Chunin-like and it helps the perception (to third parties) that we're being sincere.

Noburi doesn't have chakra, though? Or do you mean he's going to treat them without chakra?

The fact that [nearly] everyone's gotten their Henge's borked means that nearly everyone is going to lose points via secret identity failure (read: if your counterpart doesn't identify you both lose points, and a DQ'd counterpart can't identify you). It's possible we can try to scout out other secret identities since many people won't be in place to claim otherwise?

The fact that [nearly] everyone's gotten their Henge's borked means that nearly everyone is going to lose points via secret identity failure (read: if your counterpart doesn't identify you both lose points, and a DQ'd counterpart can't identify you). It's possible we can try to scout out other secret identities since many people won't be in place to claim otherwise?

Any specific ideas? Not really sure how to include this otherwise.
 
When I talked about Hazou popping a misterator, going to the right (away from the proctors, perpendicular to the Cone of Booze), and doing HLaM, eaglejarl indicated that Hazou didn't think there'd be any problems with that.
Specifically, I said that he couldn't think of anything that made him think it wouldn't work.

Sure. We can say there's a statue of about the right mass somewhere on the lawn.

1.0 Start the ball off by spending 1 FP to proc Hazou's "Formerly Marked for Death" aspect. I argue that being in between the (soon to be drunken) stampede and the proctors is sufficiently stressful and potentially calls for some serious improv. (This'll give us ahandful of extra points on any roles, might come in clutch).
Note that Aspects affect one roll, they aren't a general thing that stays in effect and helps everything.

It's only a problem if the proctors try to-

If you specify doing it then I'll use it. If you don't then it's a judgement call.

He does suggest that the group may want to go to a proctor and volunteer to help with any issues like civilian injuries if it seems needed. For instance, Noburi could help treat the wounded, provided he can get some chakra loaned to him and be giving somewhere private to treat his patients.

I was kind of more thinking "ask a proctor to provide this" since they're going to be tending to civilians. It's more "here's our med-nin, he can help deal with the aftermath of this clusterfuck". And I don't want to force things into a specific break room we've determined, because I don't want to force the logistics of the matter. Keiko and Shikamaru can optimize as needed.
 
Well, eaglejarl came up with it, and he's been indicating that it'll be a bit more... straightforward. Maybe involving some punching.
I mean I think that this event was pretty solid on principle and also pretty fun, but its sorta been soiled now that we've found ourselves in One of Those Situations, once again.

Do we have a count of how many people left / weren't there? If it's ~5 nonleaf people away, yeah it being all proctors makes sense. The proctors don't know where leaf guys are so they only know not all contestants are here.

If its 15+ I think some are contestants.
