Do we have a count of how many people left / weren't there? If it's ~5 nonleaf people away, yeah it being all proctors makes sense. The proctors don't know where leaf guys are so they only know not all contestants are here.

If its 15+ I think some are contestants.
So far, Operation Hot, Drunk and Anonymous was going surprisingly well. Over two hundred people, nearly everyone who hadn't been publicly disqualified, had congregated in a relatively small area outside the mansion's main entrance. After making sure that the staff had followed the guests out (they certainly weren't going to stay within the area of effect of scary ninja magic if nobody else was), a conscientious maid pushed the doors closed behind them as if trying to keep the mysterious heatwave confined to the inside of the building.

Thanks to Hyūga's help, Hazō had an exact count of how many people had been inside—Noburi insisted that she was trustworthy and he had simply run out too fast for her to give him the relevant information, and Hazō was sure there was no bias there from Hyūga being an extremely attractive girl who seemed to like him. While there were still a few stragglers around the grounds, the majority of them were making their way into the trap as well, having worked out by inference that everybody was here because it was the coolest place. Meanwhile, Noburi and Keiko were enjoying some iced water with Teams Clanless, Asuma and Kurenai in a marquee in the north-east corner—Uji the Pimp had forced Hazō to give up all of his useful tactical information, such as hidden role identities and known cliques, in order to buy Team Asuma's identities. Naturally, Uji the Pimp had then turned out to be Nara. On the plus side, Akimichi had generously donated some chakra in exchange for an explanation of the operation, putting Hazō up to around a third of his total with Noburi's aid.
Hinata should have the exact count, but "a few" stragglers around the grounds does not suggest a high number of people.
 
@Enjou Regarding the barrel boy our resident chakra battery the guy we only keep around because he can heal our bestest buddy Noburi, we may want to take extra precautions so this is viewed as a suggestion rather than volunteering him up ourselves.
 
Anyone who is seen by a proctor without henge is DQd from the event, but not the exams as a whole.

He's asking if it's just for the event or the rest of the exams too. It's just the event, with -200 points:

Causing someone's assigned disguise to break is cause for disqualification as well as a penalty of 200 points, regardless of whether you do it yourself or induce someone else to do it.

Having your henge broken is not -200 points. Only breaking other peoples henges loses you points.

OTOH all people in the stampede are plausibly breaking henges of other people in the stampede, and so might all get the penalties.

What if this is just a trick (by the bomber) to see who doesn't go forward with the stampede (and thus out themselves as ninja)? And then everyone leaves, revealing all the ninjas.

Well, for one thing Hazou isn't drunk and blinded by booze mist.

Hmmm... you know, if the stampede explosion was spur of the moment due to people being blinded and the individual who threw the tag thought they wouldn't get caught, I wonder if they considered disguising their voice. Anyone who remembers their voice could point them out.

Man was not meant to consider responses via psuedocode to Level N manuevers by multiple players , ow.

Occams says they just did some herd mentality crap in their civvy identities and this turned out shitty for all of us a few seconds later.

To clarify, 1/3 chance of an All Leaf tournament.
I think that despite odds to the contrary, the weight of narrative convention and foreshadowing is going to plant Team Letdown firmly in our path come the final tournament
