  • Noburi spends an action ,(or maybe full round?) using medical ninjutsu to overclock an ally's fight or flight instincts. Add +Mednin AB to physical stats for 1 min. Ally takes a 2 day mild called "magically-induced adrenaline crash." Can be used on multiple allies at once via the Vampiric Dew if they're all in the same body of water.

Not SSA? It seems @Paperclipped hated it so much he schemed against it for months and eventually successfully hatched a plan to bring it down. I think it takes the first place based on this alone.

If you fail to dodge them, you're basically dead meat. Getting caught in goo isn't just a malus to your combat skills, it more or less takes you out of the fight entirely, to the point where a single attack aimed at you would be enough to kill you. The only way to avoid that is to dodge the goo bomb entirely: it's basically a save-or-die seal.

Which could be alright in and of itself, failing to dodge an explosion is hardly good for your health too, but the TN Goo Bombs use scale with the Sealing level of the sealmaster who researches them. So it's not just a TN 40 save-or-die seal, it could be TN 50, 60, 70, or more. And it can't be retconned away because we already made explicit use of that in the Chuunin Exams by having Jiraiya's goo bombs on-hand to crush our opposition with Jiraiya-made TNs.

(This also, notably, raises the question of "why didn't Jiraiya scribe a few hundred of these so that every genin in Leaf could roll at Jiraiya TNs if they so chose?", a simulationist tangle with no easy answer.)

The most the QMs have been able to do to curb this is to add a cap to Goo Bombs, I think around TN 60, so that you can get to pretty high numbers if you're borrowing from a high-tier sealmaster (like we did, in the exams, which forced the mechanics to stay that way) but it doesn't just scale up indefinitely.

FUTURE HISTORIAN: The Goo Bomb Rune MK1, in addition to being a masterpiece of sealcrafting with an effective TN to dodge of 120, was also two cubic metres in size and could not be thrown at the enemy without the extensive use of explosives. Unfortunately, there are no recorded instances of anyone surviving the shockwaves and having the rune land on them long enough to be hit with the goo effect.

We do have a Resolve debuff dog,
Dog Clan Technique: Baddies Go Fwump causes all hostiles in the zone that the caster can see to get very tired, along with the caster. Who can Canfuwumpu see?
Baddies Go Fwump (51) targets Resolve and the kitties all have the normal 20 resolve that sensible people buy in order to get their mental stress track to 3 boxes but don't bother increasing because dogs don't really use genjutsu so there's no need for me to roll.

Hyōtsume, Hyōsupotto, Hyōkamumono, and Hyōrōbā all get the Aspect "Sleepy" and an (Effect x 2) penalty to Athletics and physical skills. In this case that means -10.

And Cafuwumpu is just a chunnin! And as a summon he is semi-immortal! And @eaglejarl and @Paperclipped likes those things. Just want to remind people about our summons.

Unfortunately, wealth is only useful in context of a society. With our given situation, anything but total isolation would be disastrous. Even staying inside the Elemental Nations to check out a few spots of interest is quite risky.

This idea never occurred to me. Damn, now I really want to go shopping around some minor nations. Surely someone would sell stuff for a large enough price, especially to someone who wasn't going to stick around…
 
What spot of interest is there in the EN (that we know of) besides the Wind Cave? The only ones that come to mind we've already visited (Nagi, Ouzu, I guess the bladehorror rift)
The Kraken Scroll, somewhere in Lightning:
The Kraken Scroll was also a good option. Jiraiya's notes included contact information for several mid-level Yakuza throughout the Land of Lightning, as well as an assortment of farmers, charcoalers, tanners, and other ruralites who would give shelter, a meal, and a bit of gossip to the occasional passing traveler. Not agents per se, but they provided an easy way to get from point A to point B discreetly and gather some minimal intel on the way. There was also a map and the Gōketsu were satisfied that they'd identified the village wherein the previous Kraken Summoner had lived.
(Which is earmarked for Ami, of course.)
